On October 11, 2023, the Pennsylvania Attorney General’s Bureau of Consumer Protection (BCP) announced it had entered into an Assurance of Voluntary Compliance (AVC) with Rutter’s settling alleged violations of Pennsylvania’s Unfair Trade Practice and Consumer Protection Law. Specifically, the AVC settled allegations that the company, in 2018 and 2019, failed to use appropriate information security practices to protect its customers’ payment card information, and, as a result, a hacker was allegedly able to obtain information related to at least 1.3 million payment cards used over the course of 272 days at 29 store locations. As part of the settlement, Rutter’s agreed to pay $1 million, improve security measures via an independent assessment, conduct and document a risk assessment, undergo an independent settlement compliance assessment, and implement security improvements.

I called the store to report a fraudulent use of my Debit card yesterday at their location. The Manager refused to speak to me and dismissed my complaint. This business clearly has no concern over fraud at their store. When I said I would think they would want to know, they said they would look into it. Without my details that wouldn't be possible. What a corrupt company. Meanwhile, this company charged my account fraudulently and refuses to address the fraud.
