      On 2/28/22 I went to Bright Sight Eyecare for an eye exam to get glasses. I am on medicare and my ******** plan includes a free eye exam. Bright Sight is a group provider for ********. Dr. David P**** did my eye exam and did nothing that I haven't had done with other exams over the last 56 years. during the exam I was told that I might have the early signs of a cataract. Dr. P**** did not suggest any additional treatment or service. when I was checking out I was told the eye exam was covered but that I had to pay $40 for a medical exam also that I had not requested or been advised of. I have been told by others since that Dr. P**** often adds surprise charges at the end. I did not request any medical exam nor was I told of any medical exam or charge and I should not have to pay for one. I have also contacted ******** and informed them of what I believe to be fraud since they were also charged for care not provided.

      Business Response /* (1000, 5, 2022/03/30) */ I have received this complaint and read it carefully. The complaint alleges that a medical eye exam was not requested but charged for. What many people don't understand is that routine/wellness is billed through vision insurance plans while medical eye conditions are billed through medical insurance. Many times medical issues are discovered during the course of an eye exam which makes vision insurance invalid to bill, it must go through the medical insurance. This patient was diagnosed with a medical eye issue that is consistent with his age and findings during his exam. We try very hard to explain this at the beginning of the exam. This patient also signed a financial policy form which clearly lays this out. He did refuse to pay the difference in cost at the time of the exam, but was given his prescription for glasses and was also notified of his medical condition which requires yearly monitoring. His insurance was billed as appropriate with his medical diagnosis code. No deceit was intended in any way in this matter. I strive to give the best most thorough eye exam possible and medical decision making is part of that. It is the reason regular eye exams are necessary to pick up on conditions like this. I will reach out to this patient also. Thank you. Dr. David B. P****, Optometric Physician Consumer Response /* (3000, 7, 2022/03/30) */ (The consumer indicated he/she DID NOT accept the response from the business.) He is talking around the issue. Basically he is saying that he did an eye exam but because he may have seen something he can call it something else. If this is truly something else why didn't he suggest a treatment. I have filed a report of suspected fraudulent billing practice with ******** and suggested an investigation.
