We paid outdoor life designs to install a deck. March of 2023, as of yet December ********************************************************************************************** regards to the job not being finished and their are multiple explanations on why the project is not completed. As of yet our deck is unsafe to use, nor has it had proper inspections from The city. We have on several occasions contacted the owner to repair and finish the job. We have had no luck in communicating this or having him fix anything. At this point he needs to finish the job, with no more monies given and or refund the total amount so we may get another decking company to fix his short comings. This is absolutely ridiculous and he does so without proper licensing. He does not produce any licensing for the project at hand.I also have several other people in which this has happened to as well, on was a pool deck that never was completed as well, where the owners took into their own hands and repaired the decking to the specifications of safety per the city. Several other home owners have dealt with the lack of completion in their projects and have hired other contractors to finish the job in which was not completed.The business does not have an address I tried to find it but unfortunately was not able to I used a generic address for the library.Business response

************** is incorrect in all of her assertions.
1. The State of Tennessee does not require a general contractor's license for projects less than $25,000 in combined cost of labor and materials, as a matter of law.
2. An authorization was requested on ******************* behalf to the Metro-************************** for a permit for the project. Such request was approved and ***************, as home owner, was to request all inspections under the authorization given to her to act upon.
3. **************, and a daughter who lives with her, authorized upgrades in the deck materials, as well as additional features and benefits not initially contracted, during the construction of her 2 story deck. These authorizations resulted in increased costs she refused to pay after installation. I also provided additional upgrades beyond what was billed, at no additional.
4. *************** and I are at an impass, she demands further action in the form of completing 'punch-list' items to be rectified in the absence of payment.
5. *************** references another customer's deck in her complaint. This is an intended slight of hand is the 'other customer' is another daughter of hers who lives in Mt. ******* **. Ironically, in a similar pattern of behavior the pool deck customer (another daughter) also has a balance owed to me. The pool deck she referenced was inspected by the City of Mt. ****** and passed all inspections. Such inspections were sought by the owner, as the process requires, ******************* other daughter at the prescribed intervals during the project. The project passed all inspections and was enjoyed this past summer by her daughter.
6. *************** is incorrect and made a blatant mis-statement. I have not been emailed, nor received numerous texts, after I informed *************** that no further work would be performed until she paid her outstanding balance.
I would be happy to finish the punch-list items and assist her in shceduling any inspections with the permitting office, once she pays her outstanding balance.
I believe all customers should get what they pay for, if not slightly more. The operative phrase being 'paid for'. I am not obligated to provide additional materials, and work, in the absence of agreed upon payment.

I am rejecting this response because:1. In response to permitting on our property. The business did file for a permit, yet he never had told us to go and pay for the permitting. I requested he place a permit on the premises multiple times in which it was never done.
2. Mr. **** would always provide the "extras" at no extra cost because he stated he has it laying around. Even after we asked for the price, he denied any extra cost out of pocket.
3. We have stairs that arent up to code and a child could fall through the opening. The rails were incompleted and placed in a unsafe manner and asked for him to fix the rails, which was never conpleted. The top of the deck he took all materials and never came back to repair the railing or the stairs.
4. Mr. **** left his men to do our project unsupervised by themselves as he attended personal matters at home and would periodically check in on them.he was proud he left his employees on their first unsupervised project to complete, yet us as customers were upset for the many reasons this project never got finished with many code violations.
5. We now have to get another contractor to finish this uncompleted 2 story deck. Which in turn will cost us more money.
We don't want anything from outdoor life as we would rather not deal with such an unprofessional business. This is just to inform the BBB of one of the many unfinished incidents this business has caused multiple families.
