On February 1, 2023 I entered into a construction contract with ******* ********* to convert my garage into a room. He furnished a contract and after discussing and writing the details of the project we both signed. The agreed upon price for the project was $22,000. Before signing the contract I was told there would be three payments needed, with half the project paid up front. I proceeded to give them $11,000.00 and they began. Soon after beginning the project I noticed they stopped showing up, and they did not come back for a long time. I then called the city of Horizon to inquire about the city construction permits which were not posted at the cite. I was told by the city that the permit had not been picked up or paid for and no construction should be occurring unless that step was completed. I texted this information to ******** ********* (********* Son) for him to translate to his father, because he speaks mostly Spanish. It was not long before they showed up to work again, but I told them they needed to get the permit before I would let them continue, and require it to be posted at the cite. They did so, and construction proceeded. When they got to about 40% complete on March 14, ******* asked me for more money; this time the check took longer to come out of my account. Once the money came out, they stopped showing up again. I continued to text and call to get them to come back and work on the job, only on April 8th did ******* txt me back telling me they had returned home. He then asked me for another $1,000 even though they work was barely going on, and another 1,000 the very next DAY. I have given him 90% of the contract and he has not finished 90% of the job, and has asked for another 1,000, blaming me for holding them back. He said he is "low on cash" and when I offer to go by materials with him he won't text me back.
