      I have been trying to get in touch with Randall management for over 6 months. I have attached several emails that have been sent. I have called numerous times mostly without a response and when I do iam just repeating myself and nothing happens. I have talked directly with the maintenance at Stratford Park and they promise to do it. A year later nothing so that's when I resorted to contacting Randall manqgment directly. I submitted a couple of work orders for the issue. No difference. We pay over 700 a month now which is already ridiculous but it that much and they don't get anything done. Why should I keep paying. Complex is a wreck. Over spray from a unfinished paint job on my unit which makes it look worse that has been undone for OVER a year. I am embarrassed for your company it makes y'all look very unprofessional. I need my balcony repaired ASAP!!

      Hello and Thank you in advance for any assistance in this manner. I bought **** ******* ** ******* on 3/30. I was informed by Valencia the assistant manager at the time, and my realtor verified with her as well, that the issues with the siding and outside of the walls on my unit would be fixed, She stated the company had to get three estimates, then at the next board meeting they would vote on which proposal to go with. I was told this was the process by her and the manager Aracely due to the fact that it was a bigger project so the maintenance staff could not do it. The problems with the exterior are as follows: -they have added a white color type cement to certain areas to seal the siding where it is lifting but have not replaced it yet -they have two different types of material on one side of my unit that do not match, they are uneven and need to be replaced - the boards around the windows have been patched and continue to lift I have requested a response as to when the next board meeting will be in order to know when these items will be fixed and I am either told they have not had a meeting yet, they do not know when the next meeting is or I need to stop inquiring and just wait till they tell me something. All I am requesting of them is that they fix the exterior of my unit as they stated they would. As of today, the only thing that has happened is they have sent maintenance to patch multiple areas with a white type cement which has only decreased the look and value of my unit and is temporary because it starts lifting again.

      I am not satisfied with this response because the manager told me more than 5 months ago that they were waiting on one more bid and then the board would vote on which one. A couple of months again I was told that the board had not set a date yet to vote. So now Mr. ***** is telling me he is waiting on one more bid when the last time I was told they were waiting to vote on the bid. My realtor even offered in 3/2022 to help find contractors to get bids and we were told at that time they had three to four contractors they used already they just needed bids from them. I really wish I could get a time frame in which I knew for example, we will have some out within 2 weeks and then vote at the board meeting on this day. The management company can not even tell you when they will have their next board meeting. All I am asking is to have my home fixed. I pay my monthly fees on time and so far from this company I have received mixed messages, a veiled threat and they refuse to give concrete answers or respond in a timely fashion. I appreciate any help you can bring in this manner.

      Every month us, Second Victorian Village residents, pay Randall Management our water bill, maintenance fees, and insurance. For the past few months my water bill has been astronomically high. A few months back our water bill was usually under $80. I have tried contacting Randal Management on multiple occasions to ask about these unjust water bills and they are always rude and unprofessional and they have told me that it is a just amount due to our usage. The amount of water we used when we paid $80 versus the amount we use now is just about the same but now the bill is huge. For example, statement 6/15/22 the water bill was $273.38, on 8/15/22 the amount was $348.06, statement 9/15/22 the water bill was $205.85, and statement 10/15/22 the water bill was $374.58. I have asked the staff to let me talk to the manager or anyone else higher up since they say they are not in charge but he/she is "always busy" or "not there".

      The water bills are divided out based on each owner's submeter at your townhouse.  We have observed that the city of Houston has estimated the water usage at least once or twice in the last six months and then the actual 

      readings are then accurate by the next read date. At any time that you feel that there is an error on your bill you can request a copy of the photo of the submeter reading for your water meter.  These issues have all been explained to your board of directors and

      they all understand that the city has estimated readings a couple of times.

      Each month the water bills are divided out based on the readings of your meter.  I will have the manager Mayra Mora pull the phoos of your meter readings for th elast couple of months and email it to you.  Please check you entire unit for leaks such as toilets running continuously which can cause a high bill.  We will work with you to try to resolve your issues.

      The roof in my unit fell in completely and it left such a complete and utter mess on 8/16/22. The fiberglass stayed exposed for days! I had to threaten to call the city in order to have it cleaned!! So finally on 8/22/22 after being sick from the exposed roof they only sent maintenance to pick up the pieces from the roof, using MY BROOM!! They sent no one to come and clean the fiberglass up. I have a child with a disability!! That took a month to do. After they it took 2more weeks to have the roof fixed and Ruby said they are not sending cleaners to clean the bathroom, that it was on me. Well it broke the shower head and the drain is clogged with the debris from the roof! So today 9/26/22 I called the city, Informed Ruby and told her I contacted the city, then she said they would send a guy to do the Sheetrock and THATS IT!! There is cruddy disgusting crumbs of dirt everywhere!! I told I her I would prefer morning to have the Sheetrock fixed and then she stopped taking calls. She stopped responding. No one is going to come to my house unannounced this so ridiculous!!!

      This complaint is in regards to an ongoing problem with Randall management.  Randall management are the management company that oversees oakwood gardens **** ******* ***** *****. We are the owners of #**** and pay $388 monthly to Randall management. Our tenant has been dealing with an ongoing problem of a leaking roof. Every time it rains the roof essentially turns into a swimming pool as there is clearly a drainage problem as well as a leaking problem when that much water is sitting on top of the roof it has nowhere to go but inside the apartment of our tenant, apartment ****. We have repeatedly tried to contact Randall management and have left many emails, phone messages, and we have spoken to just about every single personnel at Randall management about this issue. We have fixed everything we are legally able to fix as they suggested the leak was due to an air conditioning unit. All repairs on our end have been completed however every time it rains our tenant is dealing with water continually in every room in her apartment and Randall management has not sent roofing experts to deal with this once and for all. In the meantime every single time it rains our tenant has leaking and mold and holes in the ceiling of her apartment due to this ongoing leaking problem. It is unconscionable that Randall management has not dealt with this the first complaint or the second or the third or the 4th, now they are just dodging phone calls and dodging responsibility and in the meantime it is our tenant in apartment **** that has to live in these conditions. In any event since purchasing this condo #**** at oakwood gardens, we have had nothing but trouble trying to get Randall management to fulfill their responsibility, after all what is our monthly $388 HOA fees going for if it is not at the very least to maintain the roof of the building?!       We received the first request for a roof repair on April 14, 2022.  A roofer was dispatched and the roof was no longer leaking.  We received a cond request on this unit on August 18, 2022 and we have opened a new work order and have requested a bid from our roofers.  We should have feedback within one week.

      This business has not performed the duties they were hired for. A monthly fee has been charged for property management services but this company refused to repair the roof leak that is causing water damage and mold inside the bedroom. In addition, they have made various mistakes from a billing perspective, and have tried to institute late fees and misc charges without proper reason. I have paid twice for my monthly maintenance fee because they lost my money order.I have had my property for many years, and they decided to charge me a random $500 transfer fee suggesting it was because the property was sold recently. It’s absolutely unfair and unjust to simply dream up a charge, saying a property was transferred nearly a decade ago, and they forgot to charge me. I even have $0 balance statements to show I have been on good terms. Additionally, this company has not had the pool open for years because they have been cutting corners for labor, and they did not have proper surveillance or a proper insurance policy for years. My monthly payment should cover fire insurance, but Randall Management did not have a policy until complaints were sent. The staff is incompetent and the place is a revolving door. There are many water damaged units in the neighborhood and the roofs have not been replaced for 50+ years. It’s a disaster and I’m not sure how to make a change besides telling the BBB. I believe voiding incorrect charges, and doing proper repairs of the property would help resolve my issue.

      I have attached documentation that shows we did receive a work order request on April 6, 2022 for a roof leak repair.  We had our maintenance man verify that it is a roof leak and then we have contacted a roof repair contractor.  We will check on the status of the roof repair tomorrow and report back to the owner.

      On the matter of the transfer fees, there is a transfer fee due each time that the property transfers ownership. According to the attached records, the ownership has transferred twice and that is the reason for the tow transfer fees of $250 each.  when the transfers go through a title company they always collect it;but when transfers do not happens through a title company the transfer fees are still due and payable.

      Concerning the overall roof condition of the property, the board of directors are making plans to replace the roofs in the next year to so.  They are considering all of the options to raise the necessary funds to do that project.

       

      On the matter of the swimming pool, it was closed during Covid and the board has not opted to open it back up yet due to vandalism.  We will keep you advised if the board chooses to open it back up.

      During May to June 2021, we received Notices from ***** ****** CIA thru Randall Management advising that our Tenant on ******** Drive should correct by July 16, 2021 a No Parking Violation on the Public Street. Randall's Records show that the correction was made & Vehicle was removed from the Public Roadway prior to the deadline date. We did arrange a meeting in May with the Board for June 28, 21 to discuss the Tenant's concern for being singled out & prohibited from parking on the Public Streets. The meeting ensued but a determination from the Board has not been received to date. A certified letter requesting a copy of the minutes has been ignored. Other extraneous letters have been received from Randall Management & one from their Attorney with additional illegal fees attached reiterating the No Parking Violation, all these letters sent in contravention to Randall's established Policies & Procedures during an agreed upon period to meet with the Board or prior to the deadline date given for rectification. A written request for a Board Hearing on all charges previously approved by the Property Manager was later denied by the Real Estate Broker & Owner Mr. Randall *****. Without sufficient reason Due Process was denied. The Randall Collection Department sent me a Bill for $40.00 but in discussion with the Property Manager I submitted to Randall a check for $ 60,00. the correct amount she claimed was owing at the time. We recently received a bill for $480.00 for fees which we do not owe. We have been disputing these amounts without response from Mr ***** nor the Board. This amount includes some Legal Fees I am told. and a fee reflecting an amount charged to me for attending the Board Meeting on June 28, 2021.(noted in 2 separate debits made). Randall Management has been pursuing us with these harassing letters threatening to assess additional charges up to $3,000.00 , to suspend our membership in the ***** ****** Association & to put a lien against our property.

      I have attached for documents:  The first one is the letter that you received on behalf of the Association from the firm of ********* and ***** who answered you on my behalf and for the Association.  Therefore you were sent an answer where you stated one was not give by me.

      I have attached minutes from the meeting which you attended.  The open and Executive Session.

      I personally did no deny you a request to be heard about the $60 fee charged, but the Association denied it as we do not write off legal fees caused by your not obeying the rules.

      If you have questions concerning your legal bills I suggest that you contact the law firm.  

       

      I hoe that these attachments and account history refresh your memory on why the fees were charged to your account.  Your account is getting seriously delinquent and that is why you are being warned that costs may escallate if you do not pay off your account or at least get on a payment plan.  This course of complaining to the better business bureau is not going to help you case, but they at least see all of the correspondence that we have been sending to you.

      Regards, The letter sent from ********* and ***** made no mention of the details advanced on behalf of the Tenant nor relative to the points discussed at the Board Meeting. The letter specifically focused on the Tenant not being allowed to park in the Public Streets even when he is within the constraints of the law and such parking is temporary. The law firm promised to discuss the timing of this letter with Randall get back to me since the letter was sent during the time we were given to have the rectifications made. All was done in a timely manner prior to the date given. 

      A response may have been sent to the BBB but to date we have not received a copy of the Minutes of the Board Meeting we attended on 6/28/21.

      Randall Management Accounting Department sent us a letter on June 25, 2021 claiming we owed an Annual Assessment on January 31, 2021. This brought about a false charge against us and resulted in Randall sending our files to the Attorney's Office to accrue additional fees. This could be viewed as falsification of the Accounts since my Account reflected a 0 Balance at the time.

      All the letters with fines sent to us were forwarded during the time arrangements were in place to meet with the Board and as such were in violation of established procedures and in direct contravention to the Texas Property Code.

      We have never received an Invoice on the extraneous charges submitted, they have never been explained or verified and were illegally applied.

      The Tenant believes he was singled out while others have been parking on the Public Streets without being accosted. He believes Randall & ***** ****** has no authority to be collecting revenue on a Public Street and preventing him from temporarily parking a car

      We remain deeply concerned due to Randall's Accounting department's letter of June 25, 2021 to us erroneously reflecting a delinquency for $15.00 with a statutory notice of membership suspension & judicial foreclosure , all actions considered illegal, arbitrary and capricious.

      We had a right to advance our complaint to the Texas Attorney General, through the Courts  etc etc , but chose  your own Better Business Bureau  a most reputable Administrative agency who have successfully arbitrated similar discrepancies in the past.

      Whereas Randall Mgt. over these seven months have vigorously denied us even an opportunity to meet with the Board until now, then we will accept Randall's Invitation to meet with the Board at a time convenient to both parties to further relook at this very very urgent matter.  Our approach through the Better Business Bureau will indicate our non-adversarial approach in our attempt to arrive at a successful resolution . Looking forward to working with you all in the future.

      In relation to the Case as shown above, we have submitted a letter to Randall Management requiring a Meeting with the Board in February as suggested by Mr Randall *****, but have not heard from them on this.

      The Accounting Department of Randall Management sent us a letter dated June 25, 2021 erroneously showing that we owed a 2021 Assessment Balance of $15.00 effective February 1, 2021, although the records reflect a zero balance, declaring us delinquent in our assessments, with a statutory notice of membership suspension and judicial foreclosure on our ***** ******** property and submitting our files to their Attorney ********* & ***** for Collections , all such measures considered illegal & contrary to the Texas Property Code.  NO CORRECTION HAS BEEN  MADE TO THE ACCOUNTS TO DATE.

      I attended a ***** ****** Board Meeting on June 28, 2021 and requested under Certified Mail the Minutes of the meeting with the Board. We were only recently issued a copy of the minutes but was told that the minutes of my meeting with the Board was moved to "An Executive Session" due to the nature of the discussion, although in fact, the minutes received does not reflect the "required motion, a first & a second" to move the subject of our discussion to an Executive Session as is promulgated under the Roberts Rule of Order. The Minutes of the Executive Session has still not been received.

      We made several written requests and without success from Randall Management for Invoices for each and every individual Fee and or charge erroneously assessed against us , some relative to Parking fee on a Public Road attributable to a Tenant within the ***** ****** Community totaling some $480.00 or more, where these fees were incurred during the waiting period prior to the June 28th Board Meeting.

      We received a letter from their Attorney dated July 7, 2021 reiterating our Tenant not parking  in the Public Streets, but agreeing that temporary parking is permissible as long as the parking did not exceed 48 hours. This letter however was sent prior to a time, a deadline date of 7/16/21  given by the Association to correct this infraction. Randalls Record show that the infraction was corrected prior to the deadline date.  Randall asserted that the letter sent from the Legal firm was written by the Guest/Attorney on behalf of the Board of Directors in response to my questions advanced at the June 28th Meeting.. There was the Fee of $250 attached for the Letter. Why would I be responsible for that Fee or was it a letter that was intended for a recipient after the deadline date of 07/16/2021 ?

      Further requests to meet with the Board to dismiss the erroneous charges were made but Due Process was denied.
