      I am writing to file a formal complaint against contractor *****************************, employed by Harper Construction Group, for not compensating ************************* for the flooring work he completed at two different locations. Additionally, despite filling out a W-9 form as instructed, ***** still has not received any compensation for his services. It has come to my attention, through various sources such as the Better Business Bureau (BBB) and online reviews on platforms like ******* that both the Harper Construction Group and its parent company, Llennium Construction are currently under investigation due to numerous complaints and the loss of their accreditation. ***** was enticed and deceived by *************************** into performing flooring work at two locations without any upfront payment or signed agreement guaranteeing his compensation. He trusted *************************** and agreed to complete the flooring projects based on the understanding that his payment would be provided promptly upon completion of the work. Given the severity and frequency of these complaints, we believe it's necessary for your licensing board to take immediate action against ***************************, as well as the associated companies, in order to protect other potential victims from falling prey to their dishonest practices. We kindly request that a thorough investigation be conducted to assess the legitimacy of these allegations and to ensure justice is served. We trust that the licensing board will handle this matter with expediency and in a fair and impartial manner. Our expectation is that appropriate disciplinary actions will be taken against *****************************, the Harper Construction Group, and Llennium Construction Group to prevent any further harm to innocents in the future. Thank you for your attention to this matter. We look forward to a swift resolution and, ultimately, justice being served.

      March 23rd 2022 My house was hit by a tornado shortly after I hired Harper Construction Group to do the repairs on my house, which included rebuilding my completely destroyed garage. They have been dragging this out for way to long they have been paid $68,000 from my insurance company with another check around $6,000 waiting to be paid upon completion. First check was $40,000 after they were paid in July 2022 they pulled of the job for 2months leaving my house without siding and was getting further damaged from rain. I had to get an attorney that advised me to file charged with the D.A.'s office after 45days of payment also my insurance company threaten to cancel my Insrance because the work was not completed in a timely manner. Before I filed charges I wanted to give them a 2nd chance. I had to plea with them and threaten to take my attorneys advise. Finally they came and did a little. Then pulled off again for about a month. The 2nd check was for $20,000 they came to pick the check up last weekend the same day workers were supposed to come work on my house. They took the check and no workers came even though, as was handing over the check, I was told they were on their way. I had to plea with them again to finish the work and finally they came but only did a little work (paiting) and no one else has shown up all week and now. I've been trying to contact Nick ***** and but I'm being ignored and have a feeling they are not coming back because they have collected $68,000 and may not care about the remaining $6,000 even though there's wzy more than $6,000 worth of work that still needs to be done. My garage has been left unfinished and is being damaged by the rain and a bad storm may be coming this way and my garage will definitely be damaged in it. I Need help getting them to come and complete the job they were hired and paid to do.

      Signed contingency contract on8/10/2022 with Harper Construction Group. Mr. ***** represented the company. The work to be done was for a roof replacement. On 8/12/2022 the roof was replaced. I gave Mr. ***** 3 checks, one for the deductible, the other two were for the total cost of the roof replacement. $15,000 and extra for fence repair or replacement. Insurance denied the cost of the fence. After several phone calls and emails Mr. ***** sent me an invoice on 8/26/2022. After calling, emails, text messages requesting the extra money be returned, "a refund " Mr. ***** said he would get a check to me. He said several times "its in the mail ", no check has arrived. No Mr. ***** has faced me since 8/12/2022. The invoice has the amount of the refund, $3403.77. Also my insurance claim adjuster sent ***** an email stating that the process for the roof is complete. Still no answer! I have been trying everything to be patient, I feel ***** is LYING, and trying to STEAL from us. He has the CHARACTER of a used car salesman. Can not trust him.

My statement is correct and truthful, Mr. ***** is trying to get more money to cover the overpayment for roof replacement. Mr. ***** advised us not to talk to the claim adjuster, have him call Mr. ***** for any questions. Sent in supplement for more MONEY for gutters that are not damaged, for the fence which I am going to wait until we can have it repaired. The $3403.77 refund is not settled. I have only had one roof replacement in my 81 years of life. I am confused about the process to how a claim is figured. Mr. ***** is in the business of doing claims. Notice the signature on the contingency agreement, Mr. **** signed this, he is a Subcontractor for Harper construction not an employee. Mr. **** finds roofing jobs, knocks on doors to set up an appointment with a homeowner for Harper construction group. We are on a fixed income, senior citizens, 80 and 81 years old, a veteran. We saved our money for the roof replacement, and we are being lied to about the refund even though it is on the 2 invoices. The supplement was denied by insurance claim adjuster, Mr. ***** stated he is going to corporate for results. Also threatened me with a law suit for slander. Not very professional! I did post comments on Social media, stated the facts and the truth. I also refused the check, offer,it was for $1600,not the full amount of $3403.77, plus the amount for work not completed. That is in the amount of $933.61.Total $4337.38. Agent was aware of the work not completed, also aware that my mistake of trusting Mr. ***** and Mr. **** for the overpayment. My opinion is that this company has been doing this to Senior Citizens that are not informed about insurance claims. The definition is fraud and or Swindle. Attached forms from Mr. **** and the office at city hall, ***************, Texas. Roofing job stopped due to no permit. Falsely claiming he forgot to post it. job started before 7:00a.m.,permit purchased at1:41p.m. Harper construction group preys on Senior Citizens, and attempts to promise more than is legal. The $933.61 I will give back to the insurance company. It's ILLEGAL for me to keep! I have retained an attorney to file these charges with the Attorney General Office. Mr. ***** is a Thief, and I am sure he has done this before to senior citizens, to Swindle them out of insurance funds. Close the case!       Sent list of remaining work to be completed/corrected by Harper CG (Contractor) following improper/subpar craftsmanship performed on their behalf by their hired subcontractors. List of work included tasks that contractor has failed to complete which was contracted to do. Initiated contact with Contractor Nicholas ***** multiple times and was not responded to, called and left voicemail on Harper CG's main voicemail and call was not returned. Notified contractor of damages performed on their behalf by their subcontractors which needed to be remedied, was never corrected nor discussed. Contractor took some screens from the property which will be considered theft unless returned by this coming Friday. Contractor has been paid for some tasks in which they have not paid other vendors in full for which we are seeking full payment, by name, LAS Shutters + Windows based in Metairie, LA.
