Wiley Davis (owner of Arrow Fence) defrauds customers. He will give you a good estimate and a lot of good talk and will even start the job, but he won't finish and will take off with your down payment. We hired him at our church and daycare to replace a wood privacy fence with a metal privacy fence. He responded well to initial calls and showed spot on to pick up the check, but then the excuses began. He showed up one day to do "prep work". His helper took down most of the old fencing and they welded some tubing to the existing posts (which WAS agreed upon), but he told us that the metal came in with the wrong color and had to be rerodered and remanufactured (I confirmed with the metal company company later that he NEVER ordered metal and had only bought three pieces of the tubing that he welded). when he showed up to put on the metal, he waited until no one was around and began installing repurposed metal that was rusted and had previous screw holes in it (this WAS NOT agreed upon). He cut the panels freehand while they were on the posts. He spray painted the sheets and had grass stuck in the paint (so he didn't even do the wrong thing well). He left two sheets of the metal only partially cut (which didn't matter because he was not trying to do things right anyway). After we gave the go ahead, we found out that he did the same thing to one of our employees. He started a wood privacy fence, only put up a little, stopped communicating with her and never came back. He didn't even leave any material so we could help her finish. He has treated a member of our military the same way (check his Facebook reviews). This guy knows the law well enough to know that all he has is exempt from lawsuit and he does just enough that you can't claim that he has stolen money and he doesn't have any resources on record from which you could regain your losses even if you win in court. Just find another contractor. This guy is a fraud! We don't want anyone else to be defrauded.

I contacted Wiley in late February regarding providing a quote for laying concrete on the side of the house. On March 2, 2021 he came out and we spoke about where we wanted the concrete poured and he sent me a quote of $5490 the same day (March 2, 2021). Since Wiley did such great work on staining our fence, my wife and I decided to go with him. On 10 March Wiley and I started texting back and forth about where the cement was going to be laid. We talked about how we needed to get the air conditioning unit unhooked and moved prior to the cement getting poured. We were able to schedule the air conditioner to be unhooked and moved into the garage on Friday, Mar 19, 2021. We scheduled it on a Friday because we were going out of town. Wiley agreed to start the work while we were gone. He told us that he would start the work on Friday after the air conditioning unit got moved and continue working throughout the weekend so the air conditioning unit could be hooked back on Monday, March 22, 2021. When we returned to our house, we noticed Wiley had not completed the agreed upon work and that he had been lying about his progress. He did not answer any of my phone calls after that and only sent texts telling me to deal with his business partner, Israel Joiner. I gave Israel multiple opportunities to do work for us to make up the debt and he even met with me in person multiple times but then also stopped corresponding with me. Till this day, Wiley has not paid me $1 back and the only work he performed is attached in the supporting documents.
