On 11/05/2021 I purchased a $30 bouquet of flowers from the 24 hour vending machine located in the central tower lobby outside the gift shop at the Main ******************, *********************************************************, for my wife who was a patient undergoing cancer surgery. There was no other method available to obtain flowers on the premises. I inserted my Citicard Master Card ending in ****, selected a $30 item, retrieved it from the vending machine. No receipt was provided. I took the flowers to my wife thinking nothing more about it.Upon reviewing my November credit card statement on 16 November, I found a transaction for $3000. I contacted the owner of the Vending Machine, last straw florists. I spoke with a man name ******, who told me he couldn't help me, I needed to file a dispute with my bank. I contacted CitiCorp and they told me to make another attempt at obtaining a receipt on November 20th, and spoke to a man named ****** who identified himself as the manager. ****** told me he could not provide me with a receipt, and that since no selection was greater than $50, it was impossible I was charged $3000 (100 times the correct price). I filed a dispute with Citi which has twice been denied because I cannot provide a receipt. The same exact thing happened to my sister-in-law *******************************, on the same day, for the same amount, but her credit card company resolved the dispute in her favor (she lives in ********, **)I have also submitted a report with the ** PD, but they told me it is a civil matter.I also spoke with the purchasing department for the Hospital (located in ******, **) and they said they would investigate.
