      Farmers Roofing & Construction
      To Whom it may concern:
      In July 2023 we received and accepted a proposal, Exhibit 1, from Farmer’s Roofing & Construction for our metal home’s foundation. Please note rebar and footings are specified in the proposal. My husband had detailed discussions with Mr. Woods regarding the foundation and his expectations regarding the work to be done.

      Exhibit 2 is a copy of the floor plan submitted to provide information regarding the size and layout of the house. Upon acceptance we were referred by Mr. Darren Farmer to his concrete man, Mr. Bobby Woods. Mr. Farmer was not in his office when we delivered a check for the down payment and has never been to the job site. Mr. Woods is the only individual with whom we have interfaced regarding the foundation and any additional needs associated with it.

      Not being knowledgeable in any phases of home construction we have to trust contractors to provide professional work and be specialists in their fields. All were advised of our lack of knowledge and provided, including Mr. Woods, with contact information for Karla of American Homes from whom the building was purchased per Exhibit 3. In 2023 and 2023 we have not been able to be in Palestine daily as our temporary residence is in Livingston, Tx. And due to health issues.

      In September, although the loads of dirt had not been delivered, the final payment was made to Farmer’s Roofing & Construction. We had been assured by Mr. Woods and trusted his word that the additional loads of dirt for the house which he was paid would be delivered. This was not the case and has been addressed under a separate complaint.

      Mr. Tony Aaron of Aaron Custom Homes was hired in October to handle the finish out. Issues were found with the front and back porches and Mr. Aaron advised he was very concerned the house would not be supported due to its size and weight. Although footings for porches are an option for smaller homes. Mr. Aaron was aware that they are highly recommended for our size of home. The decision was made to accept his recommendation and he was paid to install footings for the porches.

      The house was delivered in November. Due to the Holidays and inclement weather, it was December before more foundation issues came to light when additional weight was put on the foundation. Due to people out of town and my lack of knowledge, I was unable to communicate with Farmer’s until December 21, 2023. At the time Mr. Farmer was advised of Mr. Woods’ failure to deliver material, complete work, or refund the payments he received per Exhibit 4.

      In January 2024 more details regarding the shoddy work of Mr. Woods were obtained. In my letter Mr. Woods is incorrectly referred to as Mr. Brown due to a typing error on my part which I did not catch. A copy of the letter including pictures is enclosed as Exhibit 5.

      Mr. Farmer’s denial of any responsibility is included in Exhibit 6.

      The following description of work has been provided by Mr. Aaron and others with experience in city building inspection and 25 years of building experience. Pictures regarding the following are labeled as Exhibit 7.
      The perimeter beam is not more than 12” Deep.
      The rebar is more than 3-4’ apart where the dropped showers have been chipped out.
      The rebar is under the concrete and not imbedded in concrete, no rebar chairs visible.
      The foundation was poured out of square.
      In an effort to avoid repairs at a more elderly age, significate expenditures have been made at this time to reinforce the unsatisfactory concrete work done.
      It is our hope that by making the report to your bureau someone else will be helped.

      This letter is to address the issue of payments made to Mr. Bobby Woods and Mrs. Sarita Woods for material and services not delivered. As consumers with no construction knowledge or experience, we are dependent on the honestly and knowledge of contractors to perform the work they are hired to do.

      In 2023 we received and accepted a proposal, Exhibit 1, from Farmer’s Roofing & Construction to provide the foundation for our metal home. Upon acceptance we were referred to by Mr. Darren Farmer to his concrete man, Mr. Bobby Woods. Mr. Farmer was never at the job site and Mr. Woods is the person with whom we dealt regarding any of the word done on our property.

      Mr. Woods told my husband in August that an additional 10 loads of dirt at $199 per load would be needed to go around the foundation and asked that the check be made to him. Since he was the person to whom we were referred and with whom we interfaced Check 1555, Exhibit 2, was made payable to him in the amount of $1,900 to cover the dirt.

      In addition Mr. Woods asked that we make the check payable to Mrs. Woods in August for the cost of concrete for a gazebo. Per his request, Check 1553, Exhibit 3, was written to cover the $2,800. We spoke with Mr. Woods numerous times in August and September and he assured us that the dirt would be delivered and the concrete would be poured. There were several delays which he advised were due to weather and some to his health issues with his blood pressure. We were on site when they started pouring the concrete and observed there were several workers but Mr. Woods was sitting in a chair observing but not actually doing any of the work. The foundation was poured in September and, trusting Mr. Woods to do as he said regarding delivery of the dirt and the concrete, at the request of Mr. Farmer final payment was made to Farmer’s Roofing & Construction on September 6, 2023.

      Numerous calls, which were not answered or returned, were made to Mr. Woods in September and October. Due to the lack of response to our calls, Exhibit 4, reflects text attempts to obtain information from him regarding his delivery of material and completion of the work.

      In October we hired Mr. Tony Aaron to handle the finish out of our house and he discerned issues with the concrete on the front and back porches. We paid Mr. Aaron to correct these and assumed there would be nothing and on October 6th asked him not to return to the job site and refund the money paid per Exhibit 5.

      Exhibit 6, is Mr. Woods’ response of October 9th advising, “Get your money to you this week”. On December 19th he left a voice message saying he would take care of it. To date nothing has been received.

      On December 21, 2023 a letter was sent to Farmer’s Roofing & Construction to make them aware of the check issues with Mr. and Mrs. Woods, some known details at that time of shoddy work and the recommended fix by Mr. Aaron. Copies of the letter and supporting documents are included as Exhibit 7.
