      My house burned down July 2022. I was referred to Freeland Engineering. I made contact with them October 2022. Spoke via phone and then followed up with email. At that time I needed to have site grade plan *********** plans drawn and possible builder. I heard nothing back which is was approaching the holidays. I made contact again in February via phone I was in need of a site grade plan and civil structural review. (so, I thought after some education I learned that I didn't need the structure review). After speaking with the company, I was asked to contact another company for a roof and floor something. I did some confusion about what I was asking for but then Freeland spoke to *********************************. From the beginning it was made clear that this was from a fire loss, Well needed to be removed and drilled somewhere else due to contamination. The **** has been involved and included in the contact. March, I received a proposal that had some errors, one of the errors was corrected. I provided the soil sample so that amount was removed. The deposit which was stated to be 33 % was not 33% which I pointed out but was told the deposit was *******. I gave the deposit and didn't hear anything till June. I then was sent a PDF to look at placement of house. I again brought up the old well that needed to be removed. I received a call from a engineer telling me that the house needed to be change. Following that a email that it didn't and again a PDF to approve placement. The well was brought up again and I was told it had to remain there. I cancelled the structure review as I learned I didn't need to spend the money. I then received a final bill and thinking the site stuff per proposal were completed. I paid it and waited but didn't receive anything. I followed up and was sent a PDF of a site plan. Nothing else per proposal. I then received another proposal for the **** to put the new well and septic system. So, for ******** over a year, I have nothing and have heard nothing back.

      The well has a note on the plan "to be abandoned". Per county requirements the **** is responsible for abandoning and showing where the new well will be located per the health department regulations. The site plan is ready to be submitted by the contractor building the house per Stafford County requirements. The site plan for residential projects has to be submitted with the building permit application, which we have nothing to do with. Our part of the work is finished, and the builder is required to submit the plans with the building permit application. The site is very tight, and we had tried to correspond with the client repeatedly throughout this process and she was very unresponsive and didn't return calls. Nowhere in any contractual agreement between us is a completion date or schedule stated, and much time was spent working on the plan to try and get everything to fit on the lot. The client has heard back from us, and she has a completed site plan ready as stated in our contractual agreement for submittal with the building permit package. The statement "I followed up and was sent a PDF of a site plan. Nothing else per proposal. I then received another proposal for the **** to put the new well and septic system. So, for ******** over a year, I have nothing and have heard nothing back." is completely incorrect. The well and septic system is not our responsibility and is completed by the **** per county code. I have tried to reach the client by telephone repeatedly and only would receive emails back from her. We have finished everything per our contract and are not responsible, by County regulations, for submitting the site plan, or doing anything with the well and septic system. The client doesn't understand how the County requires things to be done and is now accusing us of not doing what we were contractual obligated to do, which is not true. Thank you, *** Freeland
