American Armed Forces Mutual Aid Association advertises the ability to apply for a CAP loan after buying a life insurance policy. The loan and insurance premium must be payed through allotment but the alotment only reflects the insurance premium and not the loan repayment. I have been advised by my legal office and finance office that the terms of this contract violate the MLA as well as Finincial management regulation DOD 700.14-R v7A chapter 30. According to the legal office Service members entering this contract would be committing perjury upon starting the allotment due to the loan repayment not being reflected.Business response

AAFMAA does provide a voluntary Career Assistance Program (CAP) loan to eligible ranks in the US Armed Forces. The loan and insurance premium may be paid by automatic bank draft (*****) or by the servicemembers allotment. No where, that we are aware of, does AAFMAA claim the loan must be paid by allotment.
DoD 7000.14-R Financial Management Regulation Volume 7A, Chapter 42 updated April 2022 allows:
1.1: To start a discretionary allotment on and after January 1, 2015, Service members will certify that, “Under the penalty of the Uniform Code of Military Justice, I certify that this allotment is NOT for the purchase, lease, or rental of personal property or payment toward personal property.” See sections 3.0 through 7.0 for examples of allowable allotments.
5.0 Insurance Allotments
5.1 General: Service members may have an allotment for the payment of insurance premiums.

I am rejecting this response because:In the instructions sent to service members after signing up for the CAP loan it started that their loan proceeds will not be issued until the first payment allotment has been received. The issue with the allotment is that it presents as it is only for paying the insurance premium not that it is for a loan as well. Per my legal office that is what causes it to be perjury.

The letter they are referring to says allotment because they chose Allotment.
During the online application process, or during a sales call, our CAP applications allows the option to either pay by ***** or Allotment.
If you choose *****, AAFMAA controls and drafts the funds.
If you choose Allotment, we send you the allotment letter.
If they want to change, please have them contact AAFMAA Policy Holder Services @ ************ M-F 8:30-5:30 EST.Business response
