      On April 28,2023 I rented a one apartment from Hall and Associates on ********* ***. for $975.00 a month plus electric, cable, etc. ***** is the person who handled the transactions. She did not have a business card. She charged me two security deposits of $975.00 each totaling $1,950.00 which I paid in cash. I asked her if she charged everyone two security deposits and she said yes. I was the only tenant so far in the building A week later a man rented the apartment next door. He said," ***** tried to charge me two security deposits, but I refused to pay two so she only charged me one." This is discrimination. The resolution that I want is to get one on my security deposits of $975.00 returned to me immediately. It is not right for the investors to use "OPM" which is "other people's money" interest free to do renovations, etc. Two security deposits of $1,950 for 100 apartments that are in the complex adds up to just around $200,000.00 interest free money to do renovations, etc. anything they want to do with it. It is not right. I also want a walk thru as ***** refused to do one and wrote down new for everything. I told her new doesn't mean much in this day and age. When I was moving in I noticed white paint on the floor and the carpet. A couple of nicks on the bathroom wall, and the bottom on the bathroom door looks a little beat up. She told me to write it on the yellow sheet of paper that was in the packet. Under the bathroom vanity there is a hole around the pipe that needs to be sealed as there is a horrible dirt odor coming in under the vanity . I read a number of bad reviews online about Hall and Associates after moving in and want to be sure every i is dotted and every t is crossed. Thank you for getting one of my security deposits of $975.00 returned immediately, a proper walk through with *****  in the apartment, and hole around the pipe sealed under the sink to prevent the dirt odor.

      Please see the following response to the BBB Case # ******** - Hall Associates, Inc. Applications for all our communities consist of a criminal and credit check along with employment and rental verification. Our criminal and credit verifications are completed with a third-party company.  Application decisions are made with three different application decisions: approved with a 1-month rent refundable deposit, conditional with a 2- month rent refundable deposit or declined. At that point we communicate with each prospect what the deposit amount will be. The deposits are non-negotiable and are paid prior to move in dates. For this resident we completed the application, and it was explained what the deposit amount would be and why. Deposits are held and not used for community needs. They are refundable to each resident once they have moved out and inspections are completed.  That can take up to 45 days to be refunded after the move out date.  The consumer was shown the exact apartment she rented. She needed to move in very quickly. The application was completed, and the lease signed in our office. During this time our Property Manager explained that she was moving into the same apartment she was shown. The Apartment was leased “as is” except it possibly had not been completely cleaned. The entire building, including the apartment she leased had just been completely renovated. The consumer indicated she understood all this. The condition report we completed together, and it was explained that she was being given the yellow and pink copies and that she should inspect the apartment as she moved in.  Every new resident is given 7 days after moving in to complete and return the yellow copy back to the office. At that time if there are any issues or concerns, we would have our service team complete any necessary repairs or decide how to address anything our service team is unable to repair. This is the first time we have been made aware of any repairs needing to be completed.       I have reviewed the response offer made by the business in reference to complaint ID ********, and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.***** told me they charged everybody two security deposits. She tried to charge my neighbor two and he refused to pay two and she only charged him one as I said in the complaint. To resolve my issue I want one of my security deposits refunded immediately.       I have contacted Hall Associates at their ****** ***** office on 5/10/22 and 5/13/22. I have left 2 messages for ********* ***** and she has not returned my calls. I had numerous issues when I rented from this company that I had to have them agree to allow me to move out in 30 days instead of the contractual 60 so that my bathroom ceiling would not cave in. I called Hall associates to ask if my deposit check has been mailed and the address it was mailed to as I have received previous tenants deposit checks when I was renting from them. My previous address was **** ******** ** *** ** ******* ** *****. I would like them to contact me back and advise where the check will be mailed to and the amount as well as when they will be mailing it as it has been 46 days since I have moved out.

      We regret to see that there was an concern from our previous tenant.  Hall Associates addressed this situation when tenant contact the office at the end of April when the processes was beginning the close out cycle as per the lease agreement. It was communicated that this process takes 45 full business day from the date of responsibility not necessarily the date a tenant moves out of a unit.  We will be sure to contact her to clarify this processes as there seems to be a misunderstanding on the timeline allowed for the process.  We do show the proper time frame and protocols for closing out an account were followed and it does appear that April rent was not billed to the tenant as agreed.  We apologize if a specific agent whom was on vacation was not available to the tenant and have verified the forwarding address matches our records and the account is processing out for a final deposit deposition.  We will reach out to the tenant to review the details as well as all details are mailed out to the tenant for their records.  ********* ****** Residential Office Manager Hall Associates Inc
