      We (my wife and I) entered into a contract with ECB (Evergreen Coast Builders), Sept 4 2020 to build a 26x36 ft. garage. We paid ECB $18,161.50 deposit. Three months later 3/16/2021 they asked for another $905.73 for the permit. On June 9 2021 ECB demanded and was paid $18,382.43. They stated they could not move ahead and do any more work unless it was paid. On June 22, 2021 ECB poured a stem wall without a permit. We later found out the permit sat on the desk of the building department because he had not given them the check (he asked to have it made out to him) The stem wall was placed in a location not approved by Kitsap county and subsequently had to be removed at a cost of the over $5,700. The stem wall was not level or square. It was full of air pickets as a result of the concrete not being shaken down. We asked the owner/manager of ECB to come inspect the defective stem wall, which he refused to do.To add insult to injury ECB changed their accounting and billing method to a bastardized system which I had never witnessed even though I had a year of accounting in college and was in the top 4% of my class. I won't even begin to try to explain the method imposed on us without prior consultation.Bottom line is we paid ECB $39,000 for a stem wall that had no value whatsoever plus another $5,700 to have it removed. ECB refused to return any of the funds they fraudulently took. They are liars and cannot be trusted. We generously give ECB a half star rating.

      I contracted Evergreen Coast Builders to replace an existing deck. *** deck itself was of good quality, barring the fact that it was built against a window, which shouldn't have happened according to the Project Manager. However, all other aspects of working with this company made it not worth the deck that was received. I was underquoted twice. When I expressed, 3 separate times, that they were nearing budget and I needed them to cease work, they ignored me and eventually stopped taking my calls. ***y ended up charging $10,000 over the second quote ($30,000 over the first) and threatened me with a lien before payment was even due because I told the Project Manager that I wanted to withhold a portion of the remaining balance till the permit was secured, as my contract stated I could. I still do not have the permit, which they put in writing that they would do, 4 months after the job is done. *** owners have ceased all contact with me and I have no way of applying for it on my own as they still owe me the design drawings.Other issues incurred with the project were:- It went 4 months over the quoted timeline - *** workers were unreliable in terms of showing up when promised (only half the working days in a month)- Leaving materials, such as concrete, out in the rain - My neighbors complained of the trash they regularly left behind - *** Project Manager claimed that he was under no obligation to speak to me when I said I couldn't get a hold of him to ask why his workers were leaving with $1,600 of unused materials - *** initially billed every other week, but moved to monthly at the end of the project so I got two large bills that put me $10,000 over budget, even though the project manager had assured me we would not.

      Horrible... Incompetent. Unethical. Unresponsive. That pretty much sums up the management of this company. I wish I didnt have to spend my time to write this review, but it might help you avoid the *****LONG NIGHTMARE that we went through to build a carport for our RV. Im not just a guy griping about a project that didnt go my way Im a retired engineer who spent most of his career in project management working for the Navy in Kitsap County so I know a thing or two about design, about engineering, about planning ahead, and about meeting regulatory requirements. I also know a thing or two about accountability, and the management of this company has none of that.The summary is this company created an initial design for my structure with inadequately sized lumber, they did not include any bracing in their design, they did not get engineering reviews or design until the county told them it was required, they did not properly plan the schedule, they did not understand or comply with county permit application requirements, they over-promised and under-delivered, they made it clear that all costs, including rework and retrofit if needed, would be passed on to me, and their communication was horrible after they received my money. And rather than accept fault, be accountable, and share the cost burden for late delivery (i.e., breach of contract, since they missed the contract delivery date by 9 months), they try to deflect blame for missing deadlines on the county when in fact, it was their management incompetence that created most of the problems and delays. All of the above claims can be verified through hundreds of emails and texts that Ive saved throughout this ordeal. So if you need a company to build you something, especially if its in any way complicated or requires a building permit, avoid Evergreen Coast at all costs this is NOT a company you want to work with.
