We received a quote for Comfort Quality Heating & AC Inc and other vendors to move our existing furnace. We decided to contract Comfort Quality Heating & AC Inc based on affordability. All other contractors sent a formal quote that broke down how much the service would cost, and there was ************* for permit costs. When negotiating with ***** (owner) he said he could perform the same service for cheaper, so we agreed. He didn't send us a formal quote, but did send an invoice, which we paid 50% of. We were under the assumption that he would be obtaining permits. When he showed up to work, he said the refrigerant levels were low on our heat pump and that it would need to be replaced. Although we were surprised by this because the system is only 10 year sold and under warranty, we trusted his expertise. He claimed it was better to change now since he is already charging labor and overhead - claiming it would save up money in the long-term. We agreed and asked if the permitting process would be different since we are now replacing the furnace. This is when we learned that he didn't actually pull any permits and wasn't planning to. After several exchanges, he said we should pull the permits. We didn't agree to this. Finally, he said he would pull the permits but we would be responsible for any technical drawings required by the county. This stood as a red flag for us and we decided we could not trust Walid to work on our new home. We asked him to refund half of our deposit, but instead he claimed that we actually owe him an additional $800. He claimed work performed and restocking fees as the reason. He did not spend more than an hour or 2 at our home. Furthermore, the fact that this individual, who is licensed, was pushing us to accept unpermitted work seems like a violation of his license terms. We would like to request that 50% of our deposit be refunded, and the $800 invoice to be reversed. This occurred 09/2023. We have text messages confirming no permit.
