      The transactions started in August last year, and a final payment was made in March 2024. I paid over ****** for all services done by this business to my home. I have a signed quote of handling the contractor would do but was left with several items off the list without explanation. This included new downspouts/gutters, a stairwell railing, and a deck extension. The issue I am currently trying to resolve is that the deck is not properly sealed and allows water to leak into my home. This is causing a large amount of water damage. I wanted to simply have them come out and repair it, but all contact serves have been shut down and I am unable to get a hold of anyone at Legacy Team Construction.

      I have reviewed the response made by the business in reference to complaint ID ********, and find that this resolution is satisfactory to me, however the issue is from their doing. They are attempting to place blame on something they did not touch when I have confirmed it was. They are in contact with me and are willing to work on the issue, so I do not have any further complains currently.

      On 12/20/22, I entered into a contract to fix the roof and replace the shingles on my mobile home. Unfortunately, ** very disappointed in the way the roof turned out.Our deal was that I would pay $12,000 for the roof, which included a reshingle and a structural fix in order to address the drooping ceiling in the living room. When the shingles were finished, **** came back and told me that they couldnt do anything more because of budget constraints, then put several screws in the ceiling and pronounced the job finished.He stated that they did the best [they] could do and that I should have known that [they] meant [they] would only do the best [they] could do, not fix it perfectly, Legacy Team Construction arranged for financing and intimidated me into releasing the funds before they would start the work. They have already been paid $9000 for work that they later decided they could or would not do. Also, the roofing subcontractor called me stating that Legacy is refusing to pay him because I am refusing to pay the additional $3,000 for work they stated themselves that they cannot do as promised!

Owner does not respond to communication requests for information on whether there will be anyone working on the project. House is unlivable and not secured against the winter weather at this time due to partial demolition. We requested a meeting w owner on Oct 20. No reply.We requested meeting w owner and/or written schedule and communications plan. No reply.Sent letter on Oct 24 and am filing complaint with BBB as noted in that letter.We would like to sever the contract and have our money returned for work that has not been done,

      Dear ****** and *******,


      After discussing with Sab, the plumber from Solution Plumbing LLC, it is clear that our part of the job is done. The issue, however, is with the part of the job that was done before we started work on this project by ANOTHER plumber.


      Whoever was there prior to us did not pipe the vent drain of the shower properly, causing a leak, which is preventing us from passing the inspection and continuing the work.
      This was explained to you multiple times by the plumber himself, and it is also attached here to this email as an email correspondence we had with the plumbing company.


      Please note that there were other issues that our plumber fixed with no charge, such as the shower drain.


      Overall, it is clear that the other contractor you hired did not complete their work properly and maybe was not even licensed.


      Moving forward, you have two options.
      One would be to call that other company and have them fix the vent drain under the warranty they should've provided you with. Once that is done, we can call the inspection.


      If this is not an option for you or if you want us to take care of that, we would have to ask the plumber to do the extra work, as well as call ****, the contractor, to open and close the wall. This will cost you $3,200 extra.


      If you agree to these terms, **** can be there as soon as Friday, and *** will fix the issue on Tuesday. Then, we will call the inspection. The scheduling of the inspection depends on the city, but we're hoping for Thursday, the 10th.


      After the inspection is done, we would ask you to pay for the work done as well as the agreed schedule payment of $8,000.


      Please respond to us by tomorrow, Thursday, at 12pm, so we can move forward and avoid any delays. Our expectation is to finish with the inspection by next Friday, the 11th or the following Monday.


      Once the plumbing work is done we will move forward to phase 2, which is the electrical work, and then we will continue with the rest of the job. We can not continue without finishing phase 1.

      I am rejecting this response because:

      The business has not respond** to our request for a written communications plan and written project sch**ule.  It was not sent to us in advance on Oct 31 as we request**, and he did not bring anything with him to the meeting. We met with the business owner and he stat** that it would be sent by the end of the day, which it was not. Instead of discussing a communications plan and project sch**ule, the business owner focus** on falsely blaming us. During the meeting we, several times, repeat** our request for a written communication plan and project sch**ule that we could review. That request continu** to be ignor**. The poor communications on this project has been the basic reason the project has been delay** and work has been badly coordinat**. The email from the business does not address how they will improve their communications for the remainder of the project, and what their process is of completing the multiple items we stat** in our letter that are easily complet** and are not relat** to the plumbing and electrical work.

      Below are a sampling of the many messages we had sent to the business project manager and owner over the last several months that were mostly ignor**.

      Going back to the June 12 text, many of those requests are still outstanding:

      Hi Liroy,
      Were seeing a number of problems with paint and dust getting over our furniture, into our air vents, and onto natural wood surfaces (floors, doors, mailbox) that are to remain with natural wood finish.  Our appliances are coat** in dust and debris and we wonder if they will still work when the remodel is done.  All of our smoke detectors are coat** in dust and probably will ne** replacement. Weve ask** you about these things twice before.  Therefore, could you make sure that ALL items are cover** and protect** before more priming and painting occurs, including all:
      - Furniture (living/dining rm)
      - Blind over large window (living rm)
      - Electric wall heater (living rm)
      - Ceiling fans (front b**room, living/dining rm)
      - Appliances (refrigerator, stove, dishwasher, microwave)
      - Light fixtures (front entryway, hallway)
      - Outlet covers (including cable)
      - Heating ducts (front b**room, kitchen, bathroom)
      - Natural wood (entryway mailbox & door)
      - Door handles

      In the basement covings also are ne**** to protect from dust and debris:
      - Living space (ie with a zipper type sheeting allowing entrance/exit)
      - Storage items and clothing racks.

      We have also ask** that the bath and kitchen area be shop-vacuum** to help r**uce the dust and debris, especially that which has dropp** into the ducts and in the space between the main floor and basement; this has not been done either.

      The old space for bathroom fan space ne**s to be seal** up (inside and outside) and fill** with insulation.

      Also, we wonder** when the mirror and the hardwood floor in the former hallway closet being convert** to fit a washer/dryer are going to be remov**.  We have mention** to you previously that we would like this to be til** the new dryer/washer space to be til**.  To be functional, the new closet space requires a FINISHED MINIMUM ******** inches wide by 31 inches deep.  The depth measurement includes 5 inches for dryer venting, washer hookups and electrical outlets.  Can you make this work?

      I believe you will be checking with the plumber to see when he will come this week.  Hopefully, Tuesday?  We ne** to be there for access to the basement and shutting off the water.  Below is a list of plumbing ne**s which I believe we have previously discuss**.

      Arsen has made steady progress on painting in the rest of the house and we appreciate his work.  Could you contact *** and ******* to find out when they will have the necessary permits and when they will actually start work.

      It seems like many things are being held up by the plumbing and electrical work of which we have seen no progress.  We want to be able to accommodate this work as much as possible, but we have been somewhat frustrat** by several no shows and promises for return work dates that dont pan out.  To facilitate, I creat** plumbing and electrical spec sheets which I have given you and others copies.  Hopefully, they have been of some help.  

      In addition, WE NEED TO BE PRESENT WHEN THEY ARE AROUND since the plumber and electrician will ne** access to the basement.  Before they begin work, however we also ne** to have protection (i.e., plastic sheeting over our items and 2 zipper entrances) of our private, living space and personal items ready and in place to allow these contractors to do their work imm**iately without being delay** by this prep-work which we have ask** for several times already.  This protection is also ne**** before Arsen can begin painting the interior stairway. Stairway. This area also requires relocation of the existing light receptacle box to the lower round cutout. In addition, ***** ne**s to completely enclose the stairway and put down brown paper to protect the existing carpeting before any patching and painting can begin.

      The plumber and electrician may also ne** access to our attic space which is access** through the back b**room closet.  This closet has been clear**,but there is plaster dust and perhaps some paint over-spray on the hardwood floor which ne**s to be clean** and then cover** with brown paper before accessing the attic space or beginning any painting of the closet.

      SET UP PLASTIC SHEETING AND ZIPPER DOORS in basement (ne**s to be done before Tuesday if thats when the plumber will start).
      FINISH PAINTING the ***** (NW) b**room, including the ceiling.When he is done with that, we can clear out the closet, so that he can then paint it.
      FINISH PAINTING the BACK (NE) b**room including the ceiling (NOT CLOSET see note below).
      FINISH PAINTING the LIVING ROOM/DINING ROOM, including the ceiling.

      The electrician also ne**s detail** plans of the cabinets or else actual placement of outlets, receptacles, switches, recess** lights mark** on the walls and ceilings, since my mapping of the design was only approximate.

      Note:
      Painting of the BACK (NE) b**room CLOSET ne**s to be done AFTER electrical, bathroom venting, and inspections are complet** as the ***** is access** from this closet.

      You mention** that we should call you instead of emailing or texting, but you havent return** any of my calls in the past week.  Most importantly, could you please give us an update on sch**ule for the electrician?

      Also, it looks like Arsen has finish** painting in the living room and front (NW) b**room and we would like to be able to access some of our possessions.  Therefore, could we have Arsen:
      Remove the plastic and floor coverings from the living/dining rooms and front b**rooms
      It would be best if the appliances dont have to move out of the kitchen. But if its necessary to move the stove, refrigerator, dishwasher, and microwave out of the kitchen to make room for the electrician, heat** floor, tiling, etc., these items could be mov** into the dining room area. However, please put down floor protection and dust off the items before moving, or recover in new plastic, so that the items dont damage the floor or spread dust all over the living room.
      Put up a new zipper door between kitchen and dining/living room which should stay until the remodel is over.
      Remove very full bag of demo-material that tipp** over a couple of days ago and we had to clean up the mess.
      Put down floor protection in the back (NE) b**room closet where theres attic access since a ladder is necessary to get up into the attic.
      Also, we are still waiting to hear if you have secur** an electrician. If the electrician comes soon, for example, then he could quickly move the light-receptacle box in the stairwell; then Arsen could start patching/painting the stairwell after he covers the carpet and closes up the stairway area with plastic to prevent dust and paint from getting all over the basement area.

      Let us know if you have not receiv** the Honey Bucket permit and/or the specs for the Chair Lift that you request** and we sent.

      Please note again that the street permit for the honey bucket expires July 19.

      Arsen has put up the sheeting to protect our basement area and it was nice to see *** working on plumbing yesterday and he mention** having the inspection this Friday.  Please send us a copy of the plumbing permit and the electrical permit too, if you have already appli** for it. 

      Attach** is the 20-day Street Use Permit for the Honey Bucket which expires on July 19. We paid $178 and we will d**uct from our future bill.  The permits are only given for 20-day periods after which they must be renew** for an additional $178.

      When will the electrician be coming to do work?  Please let us know so that we can ALL make the best use our time. Today (W**nesday), we will be at home only until 3pm after which we dont want anyone working in the basement. The electrical work can probably go quickly now that our basement area is protect**, since some of the ceiling panels can be open** which will provide the electrician with easier access to some of the existing wiring and potential pathways for new connections.  

      Not sent: Also, if electrician comes soon, for example, then he could quickly move the light-receptacle box in the stairwell; then Arsen could patch/paint the stairwell

      We are now in week 8 of our project, a point in time where we had expect** by this time to have the plumbing and electrical work complet** and flooring and cabinets in place.  However, the reality is such that the demolition which were told would take 2-3 days, is still going on.

      Concerns about project for ***
      Project is extremely behind sch**ule (e.g., demolition not even complete; a broken toilet and flooring is sitting in our bathroom.)
      Work is poorly plann** and organiz**.Ive spent hours to come up with a list of plumbing and electrical details so that the subcontractors can understand what is really to be accomplish**.
      We are being told things that are clearly not true.
      For example, weve been told that a plumbing permit was obtain**, but we know in fact it has not.***** told us that the inspector just popp** in last Friday (we saw no one and the electrician who was there all the time say no one) and took a look and has okay** it, but we know this never happen**.We ask** for a copy of the report and ***** suggest** when they receive it they theyll send us a copy.He suggest** it could take weeks since they mail it.This again, is not true, since if the was a valid permit, all this information is online.
      This type of thing makes us very wary and distrustful about the work being done (e.g., is anyone really going to come in to set up a proper vent through the roof or are they just going to pull a fast one and vent it into the attic space?
      The reason which we ask** about the permits is so that we can be assur** of independent verification about critical work being done to our work.Since this is requir** by law, this should be a routine type of occurrence.
      Portable toilet.***** told us to look into getting a free homeowners permit for a portable toilet.There is no such thing.Because there is no room to locat** it on our property, we obtain** the street permit, which expires today.We told ***** that we had obtain this permit which cost us $178.We text** him on July 1 that we had obtain** a 20-day permit (the *** allow**) which expires today.Subsequently, every week we remin** him, but nothing happen**.And then on 7/12 the Electrician ne**** to use the toilet.We all thought that it was still functioning, but in fact it been crack** sometime during the partial demolition which had taken place. Foul smelling water then leak** all over the bathroom and then into our basement.It took us 3-4 hours to clean up the ****** left Liroy a message about it (he did not answer his phone) and he never bother** to even call me back.
      Weve not been given proper advice about plumbing fixtures; so weve had to send back items (mirror cabinet, bathroom sink fixture, and now the sink itself) because we figur** out on our own that it would be impossible for what we had order** to work (even though we have inform** ***** of these details; hes never given us any indication that the items would not work)
      Everything is so chaotic and disorganiz** it makes it impossible to sch**ule our lives since we dont know who is going to show up and on which day (e.g., no one is coming today; we were told by the electrician yesterday than an inspector would be coming, but now hes not coming.
      For example, we were never given advance notice about the electrician.He just show** up on early evening and we just happen** to be home.
      We ask** for clean up of rubble and garbage; never happen** I just spent 3 hours doing it myself

      Poor Communication. We ask** for daily or every other day quick check-in calls, but ***** does acknowl**ge this request.
      For example, I spoke to ***** yesterday, he says laying of floor tiles would start on W**nesday.Again, he does not tell us who is coming or when they will come. He tells me the electrical inspection will occur today, but in fact it not going to occur until next Monday.And how can the laying of the floor tiles occur before the demo is complete. He tells me he will contact the main office about the portable toilet, but Ive call** and no one seems to know anything about it.I got a call this morning that some one would be calling me back about the portable toilet, and I still waiting for the call back.

      Here is our list of previously mention** ne**s that are now URGENT:
      Portable toilet permit expires tomorrow (7/19).You told us that you would contact the main office last week when we spoke on the phone last W**nesday (7/13).Workers now have no access to toilet facilities! You ne** to apply for the next permit. We expect to subtract what we pay for the current permit from our bill.The portable toilet should be plac** on the street (not the sidewalk) in front of our house probably just north of the telephone pole and with the door facing north, Do Not block or imp**e access to our shar** driveway.
      HOUSE CLOSED FROM 7/27 THRU 8/2.We are now in week 9 of our project and at time of signing our contract with Legacy Construction you l** us to believe that that the interior part of our project would be nearly complete.Unfortunately, it seems that we are not even completely past the demolition phase which you told us would take 2-3 days!However, we will be out of town from 7/27 thru 8/2 and do not want anyone working on or inside the house while we are gone.We hope that this time will allow you to plan efficiently to complete our project quickly after 8/2.
      Relocation of appliances, sheetrock, garbage bags, clean-up, etc. It would be best if the appliances do not have to move out of the kitchen. But if it is necessary to move the stove, refrigerator, dishwasher, and microwave out of the kitchen to make room for the electrician, heat** floor, tiling, etc., these items could be mov** into the dining room area. If so, please put down floor protection (thick cardboard) and dust off the items before moving, or recover in new plastic, so that the items dont damage the floor or spread dust all over the living room.Sheetrock can be mov** into our garage until the electrical work is complet**.
      COMPLETE THE LIVING ROOM AND BEDROOM WORK and Remove the plastic and floor coverings from the living/dining rooms and front b**rooms. There is no work being done and yet we do not have access to those rooms.
      Put up a new zipper door between kitchen and dining/living room which should stay until the remodel is over.

      Admitt**ly, some progress has occurr** with the electrical and plumbing work, so hopefully, the project will begin to move ahead quickly this week.

      We really ne** better communication from you.  A daily check-in for a few minutes each morning or every other day would help all of us considerably.

      Your respond  frankly surprises me.

      We've been on constant communication with you (attached to this reply from Gmail) for the past week.

      We gave you a new contact person (*****) and explain the time line perfectly. We told you multiple times that we CAN NOT provide you with a time line for the rest of the project until you fix the issue caused by the OTHER plumber who worked on your property.

      You told us you're trying to reach them in order to fix it. We also offered you that we will fix it for a small amount of money which is literally just us covering our expenses for the sub contractors (All outlined in the attachment) but you never gave us a concrete answer.

      How are we supposed to proceed without your answer?

      We want to move on and finish the project. We've spent way too much time and resources on it than what we'd normally do because of those issues, but you're leaving us hanging.

      If you have an issue with the payment amount for the extra work- talk to us. Communicate. We will try to work it out.

      After the issue is fixed it will only take us a few days to call the inspection. And again- the inspection schedule depends on the city. NOT us. So I can not provide you with that time yet.

      If you choose to go ahead with the other company who cause the issue- we will work based on their schedule.

      After all of that is done- we will move on to the electrical work, and then to the rest of the project. All of that was explained and understood by you. So I do not understand this reply. We're only waiting for YOU to confirm who will fix the issue- us or the other company. You told us a few days ago you still haven't heard from them.

       

      If you have any issues with the way the work is done, like you mentioned, we are here to help. But there is no work currently being done. So there's nothing to change/ do better.

      I am rejecting this response because:

      I want to thank the Better Business Bureau for being a mediation forum, bringing to light the complaints we have made for several months. It has been in response to the BBB communications that the contractor, *** *********************** of Legacy Team Construction, has, to his credit, now taken some action.

      Communications with his representative, *****, have been made in a timely fashion, and we are appreciative of her responsiveness.

      We also appreciate Rays hiring of a licensed plumber to correct the previous subcontractors mistakes so that we will pass the inspection and the project can move forward.

      We do still have outstanding requests that have not been addressed and are hoping that ***** will be able to coordinate those as soon as possible:

      From June 12, 2022 Cover heating ducts, seal up and insulate the space where the old bathroom fan has been removed.

      From June 30, 2022 - Finish painting the ** bedroom, the ** bedroom and the Living/dining room. They have been partially completed since mid June and we have not been able to use them for this whole time.

       

      And as requested multiple times, please remove demolition materials, rubble and garbage from the back and side of our house.

       

      We will continue to communicate this with ***** and in good faith, we wish to close this complaint with the BBB.
