[Excerpted from formal complaint lodged with WA DOL on 5/29/2024]Needing to obtain a replacement Title, I visited a DOL contract office in ********* but was told that their records still reflect my credit union as the lienholder, and in order to get a replacement title issued, I would need a letter from my lender showing the lien had been released. I obtained an emailed letter and went to the Woodinville License Agency (WLA) office. I produced the letter, the email it came with, AND the receipt showing I had paid off the loan, but after huddling with the supervisor, I was told it had to be an original "wet signature" letter.I requested that from my lender and when that arrived, I went back to ***. I presented the letter, still sealed in the ************ envelope, sent via certified US Mail, which I opened right in front of him. After another supervisor ******, and more referencing the manual, *** proceeded to tell me, that I needed to have the lender complete an Affidavit of Release and have it notarized.On both occasions, I have presented the documentation as instructed, providing more than ample evidence to substantiate the lien was satisfied, yet the agent's and supervisor's incompetence and erroneous instructions have resulted in another unnecessary delay. As a result of this misinformation:1. I have experienced significant delays in obtaining the replacement title.2. I have incurred additional costs and wasted considerable time in gathering unnecessary documents.3. The situation has caused me considerable stress and inconvenience, as I was unable to assist the new owner to complete important transactions involving the vehicle.
