    The contractor was hired in November 2020 to renovate an existing 1 br apt. He received $12,500 from a city housing ***** and an additional $5000 from my personal funds for a total of $17,500. We also paid his plumbing subcontractor directly $6000. In April of 2021,**** was informed he needed permits from the city. He never pulled permits to start the project (these costs were included in the contract.) To date, $23,500 has been paid for a project of about $50,000.and a 6 month timeline (completion date end of April 2021)In July of 2021, he still had not pulled permits. He had stopped working on the project. He was informed his license and insurance had lapsed and told us he was unable to work on the job. It is now 7 months later, and he told DATCP he was still working on getting them renewed. To date, no permits are pulled and he has not made attempts to complete the work. We received one call about a month ago that he was coming . That was more than 30 days ago. He has not showed up or contacted us since. The ***** funds he received were used to create affordable housing in the city of *********. I have also informed my government officials. We are seeking resolution here and will continue to pursue all avenues available to get this rectified.If he is unable to fulfill the contract, the funds should be returned. Taking money for a job and failing to maintain license and insurance for more than 7 months is an unethical business practice. In addition, taking public funds meant to create housing for our community is unconscionable. Please see the pictures of the one bedroom apartment that are provided. 14 months later and $17,500 to **** has yielded very little results.We are seeking resolution here and will continue to pursue any and all avenues that are available to us to ensure this is corrected and other consumers are made aware of the unethical business practices, and poor performance by this contractor.
