      Bought an advertised **** mobile home as totally remodeled, all new including water pipes for ******, advertised as ******. There was an addition to home which was removed and replaced with a skirted very large deck. I am 65 years old and caring for 97 year old father here. I asked many questions at move in time, including the possibility of freezing water pipes as we are both on limited income and since "all new", didn't need problems. I was assured by *******, the park manager to not worry at all, because there was heat tape and to just open cabinets under sinks. Because of my dad's age, l keep the heat at 76 and run additional space heaters to keep warm. On the morning of January 3rd, temps only got down to about 2 degrees, cabinets open, and pipes froze. Called artic air here in ********, they informed me that whole side of trailer where addition was previously was wide open, no skirting, insulation, nothing, and that is where hot water heater is located. They took pictures for me, thawed pipes, told me unless closed in will happen over and over again. They temporarily fixed and cost was *******. I contacted *******, park manager, and she informed me that they would take no responsibility. I would like to attach pictures for proof. Thank you.

      Dear ********************,

      We are in receipt of the complaint filed on January 5th by *********************** against Asset Development Group bearing your ID #********.   Asset Development Group, LLC is ********** largest manager of manufactured home communities, in business since **** and currently managing over 50 manufactured home communities with more than ****** residents.  Our high BBB rating is reflective of the superior customer service we consistently provide to our residents. 

      Our company is not a manufactured home retailer, and Asset Development Group is not the seller of ****************** home.  We ask that **************** review the terms of the signed sales agreement as most used manufactured homes are sold as is with no representations or warranties.  In any event, we are happy to provide some information which may be helpful for **************** regarding winter maintenance of a manufactured home. 

      Water pipes outside of manufactured homes are subject to freezing during ********* *******, but fortunately there is an easy and relatively inexpensive solution.  To keep water lines under manufactured homes from freezing and bursting, the landlord requires the application of insulated heat tape.  Heat Tape is a heated electrical wire that is taped or wrapped around water lines to prevent the water lines from freezing.  Some heat tapes use a thermometer and turn on automatically when the temperature nears freezing, some continuously heat the water line.  After installing heat tape, insulation foam is simply wrapped around the water lines.  Heat tape must be plugged in after installation.  Mice and other rodents also like to chew the wires and snuggle up against the warmth so it is important to thoroughly check the wires before the winter months arrive.  Application of heat tape and proper insulation to outside water lines is affordable and is one of the best ways to prevent outside water lines from freezing.

      Information regarding the maintenance of water pipes is clearly stated in the Guidelines for Living that were provided to **************** upon move in, but reminders are also sent to all residents beginning in October to prepare for the upcoming season:

      excerpt from community Guidelines:
      "Heat Tapes: All water line heat tapes and heat rods must be plugged in when cold weather arrives and unplugged when weather permits. If there is any freeze and/or water damage resulting from neglecting this requirement, the repair will be at the expense of Resident. Landlord reserves the right to discontinue water service to the Home, subject to the rules of the ********* ************** Commission,should it be determined that the Resident has been negligent in either installing, maintaining or operating heat tapes and/or rods."
