- On March 25, 2015, the Arkansas Residential Contractor's Committee voted unanimously that Michael Qualls, d/b/a Mike Qualls Construction shall pay a civil penalty of $500.00 for misconduct for violation of Section17-25-510(c)(3). The Committee further ordered that the license of Michael Qualls d/b/a Mike Qualls Construction be suspended until code violations on a known project are corrected. Michael Qualls d/b/a Mike Qualls Construction shall refrain from bidding on or performing work as a residential contractor prior to being licensed with the Residential Contractors Committee.
