I am submitting this complaint to expose the deceptive and unethical practices of JD Home Rentals in ******, an Armenian-owned landlord. JD Home Rentals engaged the now-defunct debt collector, *********************, to pursue an alleged debt that was never clearly justified or explained. Despite multiple requests for proof, I was met with evasions, leaving me with no choice but to settle out of fear of further harassment. After paying the unjust debt, I never received confirmation that my account was settled, nor was my personal information ********** addition to their shady business practices, JD Home Rentals failed to maintain basic living conditions. The apartments, parking lot, and even common areas like sidewalks were infested with roaches, demonstrating their negligence and disregard for tenants well-being.The actions of JD Home Rentals and ********************* reveal not just a lack of transparency, but a deliberate manipulation of consumers. The debt was assigned to a 3rd party debt collector. During the tenancy no complaints in relation to habitability were made. The justification for the charges were timely mailed upon move out and when the tenant failed to pay for the damages it was assigned to a debt collector. 1.Failure of Accountability
JD Home Rentals failed to provide clear proof of damages despite the debt being assigned to *********************. I was given a billing statement full of errors, raising doubts about its accuracy.
2.Resolution Despite Injustice
I paid the disputed debt to stop escalating harassment and protect my creditnot because it was justified. JD Home Rentals and ********************* failed to resolve the issue fairly or transparently.
3.Mismanagement of the 30-Day Notice
My properly submitted 30-day notice was initially accepted, but later arbitrarily deemed invalid, causing unnecessary confusion.
4.Neglect of Tenant Well-Being
The claim that no complaints were made ignores the visible issues with habitability, including pest infestations and general neglect of the property.
Purpose of This Complaint

Charges were supported by documentation which is provided to the collection company in order for them to accept the assignment. There has been no documentation that we have received to co trading any of the charges or to support ANY habitability claims. The individual complaining says in their response that this is not an attempt to secure a resolution but to bring light to policies they agreed to in the contract. I applied for one of their home rentals. They had my security deposit for 6 months, pushed back my move in date three times as well as poor communication from staff. I gave up my current lease to move into their rental and they screwed me over. The property is still not ready and can't give a date or explanation for what has been done. I requested my security deposit to be returned and finally got it . They posted the same rental on their website for the next person. This rental company does not care about their tenants only the Financials and I feel like they do this often. I just wanted the BBB to be aware .Business Response

Occasionally the City of ****** (and no other city in the valley but ******) will require plans for a regular remodel because when the properties were originally annexed into the City, the City of ****** did not require plans. So because the City failed to get plans in the beginning, they are putting the burden on the new property owner to be able to perform a remodel that does not change the size or floor plan of the original house. This causes a 6 to 9 month delay for an architect to submit plans and for the city to review them. It does us no good to take a house off the market for 6 months only to refund the deposit. We currently have 2 architects working for us full time trying to keep up with the demand.Customer Answer

We moved into our home in September of 2023 and have not had a working ** unit since. It ended up getting cold and we turned the heater on for the first time and smoke came out of the vents which made them have to come out and address the issue with the heater. At that time whoever came out refilled the coolant for the ** due to seeing that it was low. Then in May some things happened that required the fire department and one to come out and turn off the electricity meter and this resulted in our unit being red tagged. Before this happened we had complained about our ** still not working. Our red tag was removed as of Friday August 9th and we were able to return back home. They set up an appointment for maintanence to come and look at the ** unit and fix any problems or so I thought. The guy that came only refilled the ** with coolant again he didnt even look for or fix any actual problems. He stated that we could let it run and cool down the apartment and if it didnt cool down the apartment that the rental office would have to decide to fix it or replace it. This to me is crazy because thats what he was there for. Today Tuesday August 13th I called the office and informed them that our ** unit is still not working it is not cooling down our apartment at all it got up to 87 degrees and the only reason why its that low is because I had a window ** running that I had to purchase due to having children and it was way to hot. They told me they couldnt have another person or maintenance person some out until Thursday to me this ridiculous because this is well over 72 hours and how is it our fault to have to wait this long in a hot apartment.Business Response

After charging the Freon it is necessary to allow the unit to work before further analysis can be done, usually they work once they are recharged. I am disgusted with the decrepit owners. I walked through a vacant unit that was crawling with cockroaches, I came to the ************** and noticed their sign is littered on and defaced, they do zero upkeep. I have provided many services and pest control with no reciprocity, the on-site manger was ousted from her position and the mailboxes were left unsecured and raided by criminals. ***** the guy who runs the place is apparently telling handimen to look the other way, this is absurd. Justice must be done and the community needs to report JD Home Rentals to the authorities. I have heard they will grab deposits for themselves and charge up consumers, targeting the disadvantaged. I have called JD rentals in **************, ** multiple times for a repair. It's been over 2 months and am recovering no Answer on when a repair will be done. The heat has been reaching over 116 degrees and it's now becoming more of a health and code violation. I informed JD Rentals about the broken AC/ Swamp Cooler and about the homeless individuals that have broken the swamp water pipe and have came back trying to fix it and left. Since the water pipe is broken no water reaches the swamp cooler and the system stays bone dry. ITS OVER 110 degrees today and it's to hot to not have the AC/Swamp cooler working.Business Response

Photographic evidence proves the carpets were spotless at move-in and move-out, yet they've ludicrously tried to shift the burden of proof, exposing their own lack of evidence. The charge is null and void, as I'm not on the hook for turnover costs like carpet shampooing, given the absence of any real damage. *********************' underhanded override to a derogatory account status is a brazen violation, done without so much as a courtesy notification. l personally delivered the 30-Day Notice with a witness, instructing the landlord to use the security deposit for prorated rent in accordance with California Civil Code 1946(b), thereby ensuring full satisfaction of the rent owed for the remainder of the term. Now, it's time for the landlord to own up to the facts of my dispute and order ********************* to resolve and close the debt, scrubbing my personal info from their records. A tree planted on the rental property on the east side of my house has a tree growing on the side of it which is damaging my home. It has damaged my roof which I needed to repair and concrete has broken due to the roots of the tree.At MINIMUM I would like the tree removed and my concrete repaired. The tree on their property damaged the concrete on the side of my house and the roots have grown toward my covered patio. Requested a maintenance for AC unit not working. A day later call to check on request to find out that it was not put in for a work order. Request again and was informed it will take a week to get someone to look at it. Its 100 plus degrees and my kids and I will have to be out of AC for the remaining of time. Rent has been going up every year and a simple maintenance to check our AC unit cant even get looked at. They dont care about customer/renters and are unprofessional when talk to over the phone. I am rejecting this response because: typical JD HomeRental response never got a call back to comform nor concern of renters situation. My family and I has been out of AC for about a week now with degrees 100+ temperature hot weather. We basically had to be out of the apartment do to heat without AC living with family members until I get a call from their maintenance which never happen. I call to check and was told I just have to wait for the call. I end up calling a friend of mine whom a heating air conditioner technician whom helped me and told me what I needed to change out from the unit. So basically I had to fix the problem myself so my family and I can live in the apartment instead of waiting on them in the heat.Business Response

I paid a deposit for a home of $1200 for address **** E. ******* Fresno ca ***** in April 2022. Was told it would potentially take a month to 3 months to be ready to move into. It has almost been a year now and they have not got it properly fixed and has cost me a lot of wasted time. I have been calling for my deposit back for 2 weeks now and they have just been giving me the run around and placing me on hold. I am currently homeless and living in a ten. The house didn’t take 11 months, PG&E did. We have made every effort we could to keep homeless out. Until Fresno PD has a place to put vagrants that break into houses, we will have to continue to play a game of whack a mole to keep them out. You were offered number plus opportunities to transfer your deposit to another unit and you declined. You have stated you want the deposit back and then refused to answer when we attempted to give it back. This particular agency is false advertising. The is advertising houses for rent but the house is not on the property, gone, or the house looks good from the picture inside but the surrounding property is trash and had been broken in and gutted out, not ready at all. The rental agency expect the customer to pay for processing the paper and deposit and rent their dump of a rental missing house and not give the money back. This kind of businesses was called monkey business, or a scam.Business Response

******, you need to focus on reading the terms before you apply. We very clearly state that placing a deposit will put you in line and the entire property will be remodeled or rebuilt based on a timeline provided at the time of the deposit. We have a long list of people waiting to rent our properties and, generally speaking, we don’t have time to repair the units before a tenant has placed a deposit. The pictures you see online are not posted by us, there are old MLS listings and photos from previous owners. We don’t have any pictures on our website. Again, all of this has been made very clear in our terms that you must accept before you apply. I’m surprised you were able to invest so much time into making this report after spending so little time reading the documents we ask you to read before you apply. Also, when you report to the BBB we are required to respond, so if you wanted no further contact, which wasn’t going to happen before this report, you shouldn’t have made a report.
