This business is the management company for the property that I am renting. I have been working with them to try and fix a maintenance issue which involves a leak in the apartment above mine. The leak has been ongoing for the previous month and is causing mold and water damage to my possessions and unit. Multiple attempts have been made to contact them in order to have the issue resolved, but all attempted repairs have not resulted in a complete product. They have also been delayed in their response time and being able to have maintenance come out. The people that they hire as well in order to do maintenance are unqualified, unlicensed, and untrained in the work that they do. I would like to have this issue resolved as I am still paying my rent monthly and Im being presented with a possible health risk for doing so. I would like this company to either send qualified mold abatement and plumbing company to repair the issue or I would like reimbursement for the time that I have endured this issue and still had to pay rent.Initial Complaint

Pro Management does not keep up with normal repairs of the apartment. The complex is dirty with trash, insect infestation, drug paraphernalia, broken glass, stray animals, and animal and human f**** The property manager (***** ******) harasses tenants with on-time payments and posts notice on doors without following up on regular repairs of the apartments. The intimidation and retaliation by the property manager and the company is illegal and they should be held accountable for their actions on tenants.Business Response

Management appears to arrive only when rent is due but when repairs are requested it is ignored. Units have broken glass and are boarded up and people still live in there. Trash is always overfilled unsafe conditions outside when neighborhood kids want to play outside. Repairs seem to order but never fixed. ***** infestation never seemed to be fixed it appears to be a biannual thing to do. The problems with this company are many and egregious. For the sake of brevity I will list the most recent. 1) The rent we pay has increased from $1500 to $2400/ month in 3 years. We have received notices to pay rent or quit after paying rent on time or early after they lost our cashier's check. (since resolved). 2) The swimming pool at the house has not been usable since May of 2023 due to lack of and then poor repair and replacement of equipment even though we continue to pay an independent pool service to add chemicals to keep algae from growing and mosquitos from breeding in the pool. ($130/month). 3) Worn out window screens have not been replaced. They were measured and new screens made not once but twice, but they are too small to fit in the windows. 4) damaged windows (from bird strikes). I was asked not once but twice to send pictures of the windows, which I did... to date, no response. I have 2 binders worth of documentation about my issues with this company, and I need to have something done ASAP please.Business Response

This rental company definitely feels like some sort of scam happening, they constantly tell us there is going to be work to be done to the apartment and nothing changes or they take 2 months to change something important. I had to call everyday for 2 months to fix the A/C during the winter while our apartment was under 50F the whole time. Aswell as the water heater I had to call for 2 months. We currently have a situation that's making horse flies come in the house through the bathtub and they don't want to fix it even though we pay every month. Each time when I call they put me on hold for an excruciating amount of time saying they're calling the plumber but they never stop by. They hang up while they put us on hold just so they don't have to talk to the people renting to them. There's multiple law cases done with this company and I think they need someone important to make them understand that it's not okay to have people living in uninhabitable environments. For a year now i have lived in my apartment and have been needing repairs since than, just recently rent was raised $51 plus a late fee of $75, monthly that being $1451 yet i have mold, needing repairs for a year now and could never have pest control sent in when needed. Not only is the property overall terrible ive also been needing a new ** system since i moved in, i watched the old maintance in the first month of moving in take an old ** out a unit and put it into mine, the ** is damaged with tape holding the wires together and air is not blowing cold or well. When i orginally asked about it they would continue to say it was temporary and waiting on approval. The company refuses to give me corporate information or even speak to a higher up within the leasing office. They never give call backs and every time i call in they tell me i have to wait longer to get someone sent out. I beleive overall business is ran poorly and my rent being raised is unacceptable with out ant notice. My complaint with the company pro management and with the property manager who's name is *******, I do not know her last name. I first filed a complaint with the BBB on Wednesday. The property manager issued out a notice for a smoke alarm inspection the day after I filed my complaint with the BBB. She arrived Friday evening around 5:45pm with two gentlemen. ******* asked to conduct an inspection of the unit. Once she was allowed to enter with the two gentleman, she proceeded to interrogate me about some of the complaints that I made with the BBB. ******* did not conduct a smoke alarm check as stated on the notice prior to her arriving. The two men that she was with, I did not recognize one of the individuals and the second guy I recognized him from installing a botched water heater that he cracked and destroyed property inside the unit. From me and my mother's understanding, that gentlemen was terminated sometime last year shortly after installing the water heater. That information was told to me when i went into the office to request maintenance for an outdoor bulb that lights the parking lot at night. The company has not responded to that request that i made three months ago. I felt threatened by her and the two men. ******* has never responded to any of the issues that we have had in the past year. This was the first time she arrived and nothing has been done still. The interaction with ******* felt retaliatory and intimidation. The pictures that I have shows the botched work when installing the water heater. There was never a hole in the ceiling and the pan to the water heater was destroyed by one of the guys who installed it. I also have pictures of the water patches on the ceiling showing that there is a leak. Her actions were very unprofessional, very condescending, dismissive of the complaints in the unit and as she left, she said started to the other gentlemen that, "there is nothing to see here, let's leave." This property management that *** also be under Golden Management ************ (******** **) violates Tenant rights under ********** Code, Civil Code- CIV ****** by illegally withholding security deposits (and more.) On January 14th of 2024 I moved out of the unit I was renting at 1944 ************, ***** ** ***** ( I was only living there for 9months.) I left the unit in better conditions than when it was given to me (I have videos and pictures of the before and after.) I also had no outstanding balance due (written communication and receipts to prove that) and the on-site manager by the name of ****, still invoiced me (approved by the property management) for fees that were not relevant or justifiable. They provided a summary of what was deducted but neglected to provide receipts. They unlawfully kept $508.81 from my deposit (total amount should have been 1,300$.) A noticed by priority mail with delivery confirmation was served to them and received on their end on February 26th, 2024 and signed by their employee *******(*******), to request the entirety of my deposit back. No explanation/response was received from their end to me. I have enough evidence to prove that they had neglected our maintenance request while living there and enough evidence to prove that the deductions are unjustifiable and not agreed upon or mentioned during walkthrough/ the last inspection. I am posting this because the majority of people living there/on one of their many properties are low-income, on Unemployment/disability and/or probably receiving section8. This company Pro Management Company ********** Management ******** ***** shouldnt be allowed to keep taking advantage of their tenants by violating their Tenant rights. As much as I would like to visit you and speak to you in person about this matter and educate you on ********** Landlord Tenant rights.
I am more than happy to break everything down for you here instead. As you may be unaware or uninformed of tenant laws, regulations and maybe even what it means to manage apartments/rentals.
So I will just get right into it, I am disputing EVERY charge made with total fees of $508.81 from our deposit as it was done in bad faith.
On the first page of the Move out Itemized Detail Report that you, *****************************, approved, under Tenant Information: the move out date states 01/16/2024, that information is FALSE. The correct date is 01/14/2024. I have attached a picture of the 30days notice of Residents intent to vacate, sheet which shows evidence of such date.
Additionally, I have provided a text message conversation dated January 13th, 2024 between my husband and **** (on site manager) confirming to meet on Jan 13th to finalize move-out details and ensure that the apartment was in good conditions, rent was paid and all keys returned before the deadline of January 14th, 2024.
Our only outstanding balance was the prorated amount for the 30 last days, that amounted to $729.83 which was paid on time and in full by money order before the deadline of Jan 14th.
We are disputing the rent charge of $21.84 as there was no written or verbal notification OR explanation provided in person or on the report. Which begs the question, did you switch the move out date on the document of the Move out Itemized Detail Report so that you could charge us for an extra day?
I am disputing the Maintenance supplies fees of $211.97.
********** law requires the landlords to attach a copy of any invoices or receipts with the itemizedstatement (yes there is a difference between all three of them).
Golden Management/Pro Management Company has failed to provide ANY receipts accounting for the maintenance supplys bought.
Additionally, I am disputing the Cleaning fees of $65.00.
My husband and I cleaned the ENTIRETY of the apartment inside and out. And did the manager a favor by cleaning and maintaining the back yard.
Upon move-out the apartment was actually left CLEANER than when it was given to us. I have attached a video recorded April 11th, 2023 of me CLEANING the bathroom and specifically stating that, there was no cleaning made, so I had to clean it myself. I also have attached pictures of the bathtub stains and picture of the overflow drain as examples of how filthy the apartment was given to us. We can verify that the apartment was left in the original conditions with the exception of it ACTUALLY being cleaned and the back yard being restored.
Feel free to pause the video to see ALL the cleaning I had to do, and while youre at it look at the walls and pay attention to the bad paint job (paint chippings, spots and unfinished areas) which I will ALSO be disputing.
We are disputing the amount of $210.00 charged to us for PAINTING. Again, you failed to provide receipts for such expense.
This one is particularly ironic, given that the bad paint job was the FIRST thing my husband and I brought to the attention of Pro Management.
We had conversations with ***(the on-site manager prior to ****), **** and ******* about the paint. I have attached text message conversations between *** and myself were I specifically say to him,
Also, just fyi (I'll send pics later if needed) the paint is peeling in the bathroom, with cleaning and after showers the paint is fading I notice that in the rooms as well. Just wanted to let you know given that it's only been a few weeks living here and that happened already just so that it won't be deducted from our deposit.

****, knew about this issue as well and ALL issues pertaining to the units shes managing as she went around every unit to document the conditions of the apartments. When taking over the position of on-site manager.
On October 12, 2023 **** came into my unit to perform the anual smoke detector test, At that moment, I filled an in person report of all the issues with the apartment and I watched her document on paper the issues with the water heater not working properly, the missing bathtub overflow cap, the leakage under the sink, missing light bulbs, broken fences, garbage disposal not working properly, the wood flooring lifting up all through the apartment(specially by the kitchen) AND my favorite one, the bad paint job.
I walked **** through every inch of my apartment and showed her the issues that we were having with the paint.
I would like to mention that a few days prior, ******** had also visited my unit unannounced, to perform the annual smoke detector test, where he TOO was made aware of those same issues.
My husband and I made All ******* request to the resident manager(s) both verbally and in writing. **** stated her unit was not in great conditions also, so she understood where we were coming from and knew that the company she is working for did not care to provide maintenance or reparations to their units. She promised she had escalated our concerns to her manager and that she was trying her best to get maintenance to come to our apartment.
I will like to draw special attention to the section Move-In/ Move-out Report,in the Move out Itemized Detail Report, this document was not presented to me or my husband during any of the walk throughs or meetings with ****. It was produced after move-out by the company without our acknowledgment or consent.
Under the Security Deposit Return section, there is missing required information. Its almost as if it was willfully ignored/left blank by you and or the company.
I am requesting that the ENTIRETY of my deposit be paid in full for the amount of 1,300$ for withholding fees in bad faith. This will compensate for my time invested in telling you to do whats legally required of you to do.
I understand this is not the first time someone has complained about this company, who keeps changing its name to run away from the complaints: Pro Management Company **** Golden Management Services **** Starlight Management, Group IV Pomona *************** (and possibly other aliases).
I will exhaust EVERY option possible until I receive my refund.

I Have lived in this unit for five years and never once missed written because I have a housing program. They Pro mgmt filed Unlawful Detainer for non payment npm Sepember when sye got the check. There is a MAJOR breach of contract regarding the warranty of habitability. they refuse to repair anythi g properly- there has been anleak u der my snk since i moved in and it has documented black mold *** destroyed the wood. this year, mice have damaged my washer, the hotmand cold waterlines causing my kitchen to flood. none of my kitchen electrical outlets work. includimg oven and i have to run extension cord to living room for refridgerator. i have no hot water in my kitchen. i was washng everything in the bath tub only to find out my neighbors bathroom and closet were being flooded as a result of the drain underneath breaking. the toilet float doesnt shut off the water filling up so it goes to same drain which causes the flooding. In july i came down with a npm infection on both ,y legs where i was bed ridden until recently, and i still have limited mobility. they lied to my case management and said i was being uncooperative. The mgr filed with a fraudulent 3 day pay or quit. I wan to move but iim not able medically or physically to doit in 7 days. it is also same day as birthday. i have 7days to move and i no where to move to because of this unprofessional company. i offered *********** to save face fir both sides but they ignoredd it. she also has discussed my sit. with others and committed slander against my sn who doesnt drink, smoke or do drugs, never been in trouble and is former military. he moved in to help me as my IHSS because im a medcal risk. i cant live like this. we tried multiple times to make repairs but tenant was never available , asleep or with a lot of traffic of people in her house , tents on the side of house with homeless people sleeping in them . i have code enforcement violations of trash and abandoned vehicles o the property . that unit has no washer connections , the tenant installed herself without the management permission and damaged floor and cabinets . we are waiting on a sheriffs lock out . i tried to help the tenant by complying with the contract rules but she refused . the tenant is on a program call path of life and they stop payment and they knew of all that was going on

for the last five years that I have lived here my renters been paid on time every month by a third-party housing program. Per Management filed an unlawful detainer against me for nonpayment of rent for September yet I have proof solid proof that she did in fact receive the rent because on ******************************************************** that she was sending the rent check back. Pro management has been in breach of contract in breach of the warranty of having ability of this unit entire five years I've been here. They make every excuse in the book not to fix something and now they refuse to send plumbers to repair a problem with the plumbing in the bathroom My toilet float does not shut off and it's causing a back up into my neighbors bathroom and if we take a shower it floods my neighbors bathroom and bedroom.. And because of the mice infestation that occurred when the walls underneath the sink crumbled and you created because of the mold and wetness it gave way to the mice coming in and I can't get rid of them I've told pro management about it for two years. I struggled with physical disabilities from car accident when I first moved here in 2018. Pro management wants to claim that I'm in violation of my lease because my son has been staying with me for like two years because I am at risk for slip and fall And have lost use of final your skills in my hand making the simplest tasks that people take for granted, including me, I'm unable to do them. I followed my housing programs instructions and told him he is moving in and my previous case manager failed to notify property management. They didn't notify me of this until recently and he's been with me two years.
