    We signed a contract with Tim L*****, Connecticut Framing & Construction in October, 2021 to finish our basement, add sunroom and deck. Mr. L*****, indicated that he had a big crew of 25 people and equipment, which has proved to be false. He has agreed to finish our project within 3 - 4 months. Mr. L***** has left my project half done, after receiving full payment and almost two years since the contract was signed. There are still open permits with the town. The flooring & walls weren't finished, electrical system is not fully functional and the plumbing and gutters are not completed. He would rarely text back and never takes calls. Sometimes he doesn't show up for few weeks or a month. Mr. L***** has not made any attempt to finish my project apart from excuses and broken commitments. He sometimes have his daughter Rachael send a schedule and never honors it. Now he has blocked my numbers and haven't responded in the last 3 months. I have requested that he refund my money. I feel Mr. L***** has conned me into signing a contract with his company by willfully misrepresenting his abilities. He has left my house with permit violations and in unsafe condition.

    On August 20, 2020 I signed a contract to repair storm damage done on August 4, 2020 a tree fell through my roof. Tim L*****, DBA Connecticut framing and construction agreed to work with my insurance company to complete the project on or about March 2021 work began. Mr. L***** indicated that he had a crew and equipment which proved false. The work that was performed was by marginal subcontractors. They caused much damage to my house and left areas half completed. There were times less than one day a month was spent working on my house. Mr. L***** never returned, phone calls, nor had any face-to-face meetings with me, as requested. The project is half done, and Mr. L***** has received full payment. It has been two years and seven months since the contract was signed. To date there are still open permits with the town of *******. The upstairs bathroom is not done as well as the installation of the window and the siding of my house. The electrical system is not fully functional and the plumbing is not completed. Mr. L***** has not made any effort aside from excuses and broken commitments. I have requested that he refund my money and I would do the work myself on May 29, 2021. Later on I offered that Mr. L***** furnish the materials and I would install, both requests were denied by Mr. L*****. I feel Mr. L***** has willfully, misrepresented his abilities and commitment to complete my house which he has been fully paid for. It is unconscionable to have left my house in a deplorable , unsafe and unfinished condition.
