    My parents paid David Tinker Excavating to install a new septic system at the property of * ****** ***** back in March of 2006. My parents paid this company in full to complete the job. I purchased the home from my parents in 2018 and did not have any inspections completed or checks for open permits on the home because it was a sale within the family. After purchasing the property I was trying to add drainage and reached out to the City of ******* ** for an "as-built" so that I knew where the septic components were located but the City of ******* told me they didn't have one on file. After very long back and forth with the City of ******* and Dave Tinker, it was determined that the as-built was never filed with the town after the installation was completed and therefore a permit remained open. I have an email from the City of ******* **'s sanitarian, ***** ****, confirming the date and time he and Dave Tinker would be coming to my house to get the as-built completed and filed with the town 6/7/2018 at 10AM. It should be noted I have the entire meeting that day recorded on a thumb drive showing Dave Tinker, ***** ****, and others taking measurements in the yard to complete the as-built. 4 years later 2022, we are trying to sell our house and the buyers were told by the City of ******* that there is an open permit on the septic system, opened by Dave Tinker. When I reached out to Dave Tinker at ************ I was told the permit was not open by them, and provided a number for a deceased man by the name of **** ***** who completed the engineers sketch for the septic system. The City of ******* confirmed the permit was never closed by Dave Tinker and Dave Tinker has made no attempt to conta** me and get this open permit resolved despite being paid for his services to complete the septic installation at * ****** *****.
