I contracted with JKS to repair damages to my house from hurricane *** on 11/22 I gave a deposits of $6,140. Which was the amount of the insurance deductible. I settled with the insurance company for a cash offer of $26,700.00 the damages were the roof, the pool cage screens and a 10 foot section of the eve that blew out. JKS received the insurance check on July 19, 2023 I contacted JKS to start the roof replacement and pool cage screens. I replaced the eve panels because I was tired of waiting for them and was afraid animals would get in the attic and create a bigger problem. **** ******** contacted me and said they were ready to pull the permit for the roof replacement. I mentioned I was interested in doing a metal roof and he said the price would remain the same since the equivalent shingles would cost the same as the less expensive metal roof panels but would be better. This was in August of 2023 and it has been one excuse after another as to when they would come. Finally in April of 2024 JKS hired a subcontractor to strip the shingles and installed an underlayment. At that point it had to be inspected he said they would return after inspection. Three weeks later he said they would be back at the end of the week also the screen company would also replace the screens at the same time. He used this excuse five weeks in a row after that he was saying he would call me but never did. The underlayment has been exposed on the roof for at least 90 days. I read the literature on this type and it states it starts to deteriorate between 90 and 180 days. With the sun here in ******* I would expect the protection of the material would be on the lower end and with the heavy rain we often get this could become a major problem soon. It should be replaced or covered over with more of the same and the roof completed.Initial Complaint

I signed a contract with jks construction and engineering *** cape ***** to replace my roof after hurricane **** They promised many completion dates and roof remains un finished. I paid them the insurance check when it was received in January 2024. I attached invoice from them but will need to get proof of payment from my bank. the original agreement was for a roof replacement after hurricane ***. a deductible was paid of $4,840.00 on 2/20/2023 and an additional initial insurance payment of $4,248.04 was paid 6/23/2023. after numerous text and e-mail messages nothing was done. and now all text and e-mail attempts are not returned. we have receipts for the monies paid and a record of texts and failed e-mail attempts. an e-mail was sent requesting a refund.Initial Complaint

On 04/08/2023 I signed a contract with JKS Construction and Engineering, CGC *******, CCC *******, EIN:82-3698275 to replace our roof. I was told he needs a deposit of $18,370 to start the job. The job never got started. I sent numerous messages and left many voicemails with no return. In December, 2023 I got lucky to catch ******************************* in the office. He said if he does not finish the job by the end of January 2024, he would cancel the contract and give my deposit back. I have not received my deposit back as of yet. The contract says: "The Contractor shall start performing the work on or before 03/30/2023. Approximate Completion Date: The Work will be substantially completed on or before 03/30/2024." According to the contract I can cancel it at any time, for no work performed. Now he is out of reach. There were countless lies and promised start dates. Our roof started leaking. DO NOT use JKS Construction! We are out $28,000+ and they never finished our roof - we had to hire another contractor to re-do the entire roof. There were countless lies and promised deadlines that were never hit - I am pretty sure this company has lost their license in **********, and after we did more digging, the owner, **, has a criminal background and has been arrested before in the ** region for illegally accessing public utilities while on a job site... pure money grab and it's a shame there is no protection for homeowners like us in this situation.We signed a contract back in December 2022 after Hurricane *** hit for JKS to repair our roof. We were told it would be about 2-4 weeks until they were able to tear off the roof and complete the dry-in, but that eventually led to weeks and months of "just one more week" and "we'll be there next week" until they completed the tear-off and dry-in in May of 2023. We were then told that it would be 2-4 weeks until the roof was installed and completed. The same story and same lies followed... for months with NO roof install. It was so bad that our dry-in started to fall apart after sitting in the sun for months and we had leaking/water damage inside our home following this. I spoke personally with RJ several times and he kept saying "next week" over and over. Several times when I called him to get an update he was "out in ********* working with a hedge fund manager" or he "was a couple of old fashioned's in" and would talk to me later. This scene continued on for months - he was out spending our money ($28k+ paid at this point) while we were waiting for a roof.As November rolled around, and our permit was expiring... again, we had to hire a new contractor to complete the job because JKS NEVER SHOWED UP and kept everything we paid them.After I did some digging, it turns out there is a lawsuit from the other owner of JKS Construction against RJ (**********************) and the other business partners. Our home was damaged during Hurricane Ian. We signed a contract with JKS CONSTRUCTION & ENGINEERING, INC. FEI/EIN Number ********** *** **** ********** ****** **** * **** ****** ** ***** ***** ******** We paid them a sum of $5,756. JKS cashed the check on Oct. 21, 2022. (see attached contract and proof of payment). They ignored us for almost a year and then said we'd have a roof on the following dates: Aug 11, 2023 Sept 8. 2023 Oct 31, 2023 Nov 15, 2023 Nov 20, 2023 Decr 6, 2023 Dec 20, 2023 On Dec 27 we asked for a refund and on Jan 9, and on Jan 19 we sent follow up requests via texts. These texts were acknowledged and we were told a refund was being sent. The JKS website was then taken offline for several weeks in December 2023 and January 2024. My personal and work emails were blocked in January 2024. We issued four written statements requesting a refund via the JKS website in January 2024 when the site was live again. I signed a contract with JKS Construction & Engineering on 10/15/2022 to negotiate my insurance claim and replace my roof after hurricane **** I paid them my deductible of $5240.00 that same day. My insurance claim was settled and I dropped off another check in the amount of $19534.77 to JKS Construction & Engineering on 1/9/2023 for the balance. So, the roofing job was paid for in full at that point. They came and removed the old shingles and installed the new underlayment and drip edge on 2/28/2023 and 3/1/2023. After that they left and never returned to shingle my roof. I have made phone call after phone call, but they use an answering service so you can't even talk to anyone directly and they won't return my calls 95% of the time. I have also sent numerous emails back and forth trying to get my roof completed. Finally, I received a call from ********************* on 6/14/2023, he told me I was scheduled for shingles 6/21/2023, but no one showed up. Then I was told I would be scheduled the following week because of rain, but I was not. Later I received an email from *********************** on 7/5/2023 saying we will get you shingled this week, the reason for the delay was because of an extreme labor shortage, but that week came and went with no results. After another round of emails on 7/12/2023 and 7/13/2023 with ***********************, he said they would ********** tomorrow 7/14/2023, but that was just another no show. I have been going to their office on a weekly basis for the last several weeks trying to get something done, but with nothing to show for it. Now it's been over six months since I paid for the roof in full and it still has not been shingled. No one should have to go thru this much BS. I cannot believe JKS Construction & Engineering treats their customers this way and is still in business. I have also uploaded the contract, the scope of work from UPC and a current photo of the roof.Customer Answer

I originally ordered metal panels from JKS on 02/21/23 after being told they would take 2 weeks to come in. On 03/21/23, 4 weeks later we still had no materials. I was told they would be there the next day and asked if I could make the final payment. I wired it that same day but also called for some clarity. Upon calling I discovered that *** had only ordered 50 SQ of material and 1 trim kit despite me paying for 100 SQ of material and 2 trim kits for 2 identical buildings. I was reassured that the coils and trim kit had not left yet so it would be no problem to add them to the truck and I should expect them on that Friday. Trim kit was finally delivered on 03/28 but only for ONE of the buildings. We started the installation of the roof panels on 04/24 only to be short on materials. We called and were told the rest of the panels for that building would be coming that day but they did not arrive until 04/27. The crew finished up the one roof but we still did not have the materials for the second roof so we emailed and called several times again. Finally on 04/29/2023 we were told that the trim kit would be delivered on Monday, 05/01/2023 with the panels to follow on Wednesday, 05/03/2023. Trim kit wasn't delivered Monday, so we called on Tuesday. We were reassured that both panels and trim kit would be delivered the next day on Wednesday 05/03/2023. They never arrived so on 05/04/2023 we requested a refund. Friday rolled around with still no refund processed so we texted one of the owners to ask for a wire confirmation. His text said "I just sent her a message to confirm I'm not in today I'll get back to you as soon as she responds" in reference to his accountant in the office. It is now 05/09/2023 and we have still not received our refund or a wire confirmation despite several emails, calls, and texts sent. JKS owes us $21,648.16 and yet they are giving ** the run around. We've already reordered materials so now we are just sitting ducks hoping to get our money back
