      This company called me to speak about selling contracts and when they seen, I was not interested. The man hung up on me so I called back to speak with someone to see if it was a scam and the representative asked me was I interested in purchasing contracts and do I have a business and when he seen I was not interested and I wanted to speak with someone in charge the first representative the representative was disrespectful.

      The initial phone call with the first representative was cancelled due to another phone call coming in, so on that end we do apologize. Regarding the second representative, the phone call consisted of you questioning if we were a scam or not which we answered against, admittedly when you wished to speak to a supervisor that demand should have been met. Now to your request for speaking to a manager/supervisor as to reach a resolution, we did have one reach out to you. We have done our due diligence towards your request.

      in October of 2022 I became a new business owner of a federal contracting company and I messed up the spelling of my name on my *** registrtion online and couldn't figure out how to correct that so the more I researched the more this company (USFCR) kept coming up so I called them for guidance. They basically scammed me in to spending $2150.00 telling me that I couldn't do it myself, and that there were so many other parts to the registration, and that is why we have to go through them to get this done because they fill in all the missing parts like my capabilities statement that will help others identify me an they will get my SBA and Woman owned business noted that will set me apart. All for a cost of course. I felt it surely was worth it because of how it was explained to me and paid the money. I was told I would be up and running by end of November only to discover that I had been scammed. They took my money and instead of correcting the spelling of my business, they just took the same incorrect registration I spent my hard earned time on and resubmitted it again causing yet another delay and problem with my registration because it wasn't matching my **** Realizing what they had done, I began calling on the daily to get this fixed and the more I called, the more people were leaving and I was being assigned someone new constantly who I would explain the situation to and they would start to fix it and they would leave and I'd have to start over again . Anyways, I FINALLY got my registration corrected 4 months later and now I am coming up on renewal in 3 weeks and I went online to do the renewal myself only to find out that they never completed what I paid for and I didn't know it until I looked at the registration. I paid for an official Govt profile creation in the **** and this was not completed. Also a capabilities statement that wasn't completed. I literally only got the *** registration. Therefor I need a refund.

      The client placed their order on November, 2, 2022 for the *** registration, SAP website and APP services.  All of the work had been completed and I have attached screenshots showing the activity history. The website is now expired but I have screenshots showing it was completed and linked to the clients commercial website. Client had access to APP throughout the course of the contract but I have attached a screenshot showing that they never logged into the system to utilize the service. The *** registration was correct and completed 1/25/2023.  The registration had an error in the name from when the client originally submitted the registration. Unfortunately, the process is more involved than just resubmitting the registration with the correct name. The Federal Government requires certain steps be taken. The case managers obtained and submitted the necessary documentation to have the name corrected in ***.gov. Once the registration is submitted to ***.gov, the timeframe for activation is left to the Federal Government. Considering documentation needed to be submitted to the *** to correct the legal business name, the timeframe from the date the client signed up until activation on 1/25/2023, is standard in this situation.

      I am rejecting this response because: I am unable to paste the link so will type it out here.  If you look at the site where all of the things they claim they did but mysteriously have no proof of because they claim my contract has expired, it will show complete blanks because the information that they were supposed to fill in with hyperlinks to my capabilities statements and information on my business that I paid for doesn't exist because they didn't do it.  Here is the link to view and I have copied and pasted below what the link will show you to give proof that my **** was not completed as promised in my contract which I have as a reference in the initial complaint letter.

      That is the link to show you what I have copied and pasted below: It will show you that my capabilities statement that they claim they completed was not done or the hyperlink would show on my *** registration and **** sheet.  If you look at the attachment in my initial complaint of my contract with USFCR, you will see that part of my contract and a majority of what I paid for was the information for the **** including my capabilities statement and here's proof that I never received any of it therefor I am *********** a refund.  If someone would return my phone calls, i wouldn't have had to take it to the BBB.  I didn't get what I paid for and therefor *********** a refund.  Again, all the information listed below is information I did myself when doing my own *** registration.  The only thing USFCR did was s**** it up several times, but eventually helped me to get the comma removed and period placed in my name correct.  I did all the foot work even with getting them to correct the name as they attempted to just resubmit my original information thinking they would get paid to do something I had already done and when they realized that the name of my business didn't match my Articles of Incorporation because there was a comma instead of a period between my name an PLLC, and they ran into the same issue I did, they then were forced to fix it and that took them almost 4 months and all they did was correct that one mistake.  I thought the money was worth it when they explained all that I got for this along with all the support I needed to write proposals and bids and get my company off the ground and none of it happened.  As I have shown here and they have also shown, I didn't get what I paid for and the information is missing on the **** page because it wasn't done.  This is why I am asking for a full refund.  Changing a comma to a period doesn't cost $2,150.00.  I got no support, no **** completed page, no Capabilities statement and lots of frustration and anger being passed around like a hot potato with my concerns, because no one wanted to deal with me, and your turnover is so high no one stays long enough to make a difference.  I would like a refund please.

      I have provided screenshots of the website and online capabilities statement that were completed and active while the clients services were active with us. I have also provided email correspondence between the client and our SAP specialist addressing questions the client had about the website as well as edits she requested after viewing the website and online capabilities statement. I am happy to provide additional emails providing further exhibiting that the services were completed and the client was made aware of and acknowledged that the services have been provided. Once the services expire, the information is removed from public view. Since the services have been expired since November of 2023, the information is no longer available online for public view.       I am rejecting this response because: If you read all the correspondence, it is me requesting the information I paid for and them coming back and forth with templates that were never applied because of all of the errors that their employees were making between the *** registration and preparing my capabilities statement.  My online profile was never completed, my PCS codes were not updated in their *** registration that they eventually did, my DSBS profile was never completed, my narrative was not completed and my hyperlink to my capabilities statement wasn't done.  There were no principals listed for the business, there were no certs listed and no key words or past performances were completed, and no assertions either.  They basically skirted around doing anything except the *** registration and after 4 months of going back and forth with them, they finally got that completed, but that is all they did hence the ongoing communication from me.  This was all needed per the contract that I signed.  It is a breech of contract

      This is an email I received from the *** looking at my incomplete DSBS profile again.  I received several emails from companies noting this on my profile and when I explained to them that I had been arguing with USFCR for an entire year to give me my money back or complete the job I paid for I was also told to attempt my own *** renewal and I should find that I am not able to because USFCR has also been known to change the administrators to themselves in an attempt to continue taking our money each year to renew our registration.  I had to go through and change my email address and password in order to be able to renew my *** registration on my own.  I was also told this activity was highly illegal yet they did in fact remove me as the admin and when I contacted the help desk, the admin was ************************* who was the person assigned to my case at USFCR and who made all the mistakes with my *** registration.    Your copying and pasting of what looks like useless data, doesn't change the fact that I never received my full DSBS profile that I paid for and I was treated unfairly by your revolving door of staff that I need a refund because I clearly didn't get what I was promised!!

      This client placed an online order for a *** on 03/04/2023.  Our case management team has reached out repeatedly to obtain the required information from the client in order to process the *** registration. We have used what we have received from the client thus far to obtain the *** (screenshot attached), but the client has yet to provide the documentation required by the government to submit the registration. I have also attached a screenshot of the account activity page that shows we have been continuing to obtain information from the client in order to process the registration, but the client has been uncooperative in providing said documentation. The client signed an additional contract with one of our representatives on 4/10/2023 for the Simplified Acquisition Program, which includes a government formatted website (**************************), email and a capabilities statement, all of which have been completed and are attached. I have also included a copy of the *** contract that the client signed, which outlines the services provided under the contract and the terms and conditions

      On July 13th, I was contacted by USFCR, saying that our Federal Contractor ********************** (***) was about to expire. Because we are a nonprofit that receives federal funding for our programs, it is imperative that we do not have a lapse in our *** **********************. At the time, I had just started my job and could not find paperwork saying when our ********************** was due to renew and the person I was speaking with on the phone had our account number and other details. At no point did they identify themselves as not being with the actual US government. So, I believed that I was renewing our federal **********************. I was additionally told that the "cost of the *** ********************** was going to be increasing in **** and was offered an option to renew our *** ********************** for 3 years at the current rate, instead of annually. So, I chose that option. I have subsequently learned that *** ********************** is free and that USFCR is a 3rd party contractor who takes money claiming to handle the **********************. However, I have received an email saying that they need ME to set up the account: "Because you already have an existing **********************, the first step is gaining access to that **********************. *** has recently updated its rules of access so we are going to appoint you as the ********************** Administrator to be able to proceed. This will require you to create a ***.gov account and the completion of a notarized letter, which I will provide to you. First, if you have a ***.gov account, please log in and take a screenshot of the Workspace/profile page and send it to me for confirmation. If you do not have a ***.gov account. Please go to **************************** and use the pdf attached to this email to create your account."They further claimed that I signed a contract, so I asked them to provide a copy -which I now have. I then was able to cancel the contract. Even then, the cancellation notice appears to say that my ***.gov ********************** is being canceled -which, of course, it's not.

      This client signed up for our *** services online on July 12,2023.  Our website and ALL of our materials state that we are a third-party and not the Federal Government and this information is also listed in our terms and conditions which the client must read and sign prior to entering their credit card information (see attached).  The client then completed the *** worksheets the same day she placed the online order, On July 14, 2023, the client spoke with a representative of our company and signed a contract for 2 additional years of service before our rates went up.  Our case management team reached out to the client excessively (screenshot attached) requesting information needed to process the registration and never received a single response. The *** system works in a way in which a singular login will lock the registration so it is required to gain access to our clients account to determine if they are linked to the actual registration and if not, a notarized letter is required. Since the last person to update the *** registration was NOT the client and the client stated she is new to her job, the client likely does not have access to the registration and will run into the same problem we were trying to resolve for her.

      We have been continuously reaching out to the client trying to get the necessary information and continue to go unanswered. We did not receive a cancellation request until 12/8/2023, five months after the order was placed.  Our cancellation policy, listed in our terms and conditions that the client must agree to and sign prior to entering payment information, states that our cancellation period is 48 hours from the date of the contract having been signed.

      I am rejecting this response because: 1) The business states that they "always" identify themselves as not with the ******************** government. That is not true. See attached email correspondence when I was being told that I needed to renew my ***.gov account. 2) See page 3 of the correspondence where the representative from USFCR says that the ******************** government will be making "price increases" to the *** registration. As it turns out, the registration is actually free -when you register with the ******************** government directly. So, this is a flat out lie used to "upsell" a customer to by what I/we perceive to be adding additional years to our ***.gov ******************** contractor registration. At the very least, USFCR should refund the cost of the additional 2 years that were obtained under false pretenses.

      Each document the client provided states that ** Federal Contractor is not a government agency. None of the forms state that the government will be issuing price increases nor do any of our marketing materials. Again, we continuously tried to provide the services the client purchased but the client ignored all of our correspondence for 5 months and then demanded a refund. Our refund period is 48 hours.

      I am rejecting this response because: 1) The attached correspondence from *********************************** of USFCR on July 14th clearly states that "The federal government starting Monday July 16th will be starting a new direct payment option called FedNow. With that *** will experience a price increase to $899 per year...."    2) Per the correspondence from ***************************** of USFCR on December 8th (copy attached), USFCR could never have provided the services that they are charging for because they are unable to set up a ***.gov account for our organization. Instead, the email says, "Because you already have an existing registration [that I set up] the first step is gaining access to that registration.... please login and take a screenshot..." OR "...if you do not have a ***.gov account. Please go to **************************** and use the pdf attached to this email to create your account." Either way, they are unable to set up a ***.gov account for our organazation and can only access an account that I, myself create. In other words, the product being sold doesn't exist and neither does the "price increase" (since ***.gov is free).

      The ********************************* specialist claimed They are the way to register for the ***. I clarify if they worked for the government. ************** stated, This is a real program, and they are the way to register for the ***. In various conversations he strategically implies this is the way to register for the ***. At no point in any of our calls did he clarify they are not representing the government or that the *** registration is free. Instead, he strategically made statements to mislead me and redirect my questions. I simply tried to explain the misunderstanding and I requested a refund. *********************** desperately held onto the funds. At the end of it all I was never provided with the services; I was told I paid for. I believe USFCR may have started doing things inside the *** on behalf of my company, which I didnt authorize. As if they took my *** registration and claimed it for themselves. It seems someone else is working inside the *** without direct communication to me about the specific details. This appears to me like it might be illegal behavior, but I would like to believe its a big misunderstanding. I hope the whole company really upholds honesty and these were two bad apples in the company that worked together to strategically mislead me. I not only feel they misrepresented themselves, but I also paid for the false representation of services I never received. All the behavior makes me feel, like I was robbed. I am waiting to see how they handle the refund. I'm still investigating if they strategically mislead clients (like me) by deceiving them to believe they represent the US Federal Government program for registering people with the *** or if this is a big misunderstanding.

      I was informed by the bank to stop communication with them. I filed the situation as fraud with my bank because it's clear to me the USFCR is a big scam. They recently sent me an email to "provide some additional services" but it's all a scam to get more money.

      We spoke to the client in August and explained that we could not process the refund because there was a pending credit card chargeback.  We agreed to accept the chargeback so the funds would be returned to the clients card.  This was done on August 29th.  I have attached a copy of the resolved chargeback.

      I engaged the USFCR on June 2nd to help me do a renewal of my *** registration, which had lapsed during the ***** pandemic. After a few attempts at doing it myself, and failing to be able to login... I hoped that engaging a professional services firm with declared expertise doing exactly what I needed done might expedite the process. Now over a month later I'm no closer to being registered than when we began. My e-mails and calls to the USFCR team are not being responded too immediately, or they contain excuses, blaming the *** organization for mistakes that I have come to believe are really just the incomitance or negligence of the USFCR team. This week I have begun working with *** support services directly... to resolve my issue. And requested a refund for services not provided from USFCR. I have kept all correspondence with them, and my receipt for the $599 service fee they charged. Yesterday i spoke directly and respectfully to ***************************** the Lead Case Manager and she "assured me a response" and update on status within the business day. No response came then or today. When I came to BBB I see that I am not alone in my experience with them... and wish I had come here first.

      We initially began working with the client in May of 2019 and managed their *** registration through July, 2020 at which point the client did not renew due to Covid impacting their business. The client placed a new order to renew on 06/02/2023. When we received your administrator letter, a ticket was opened with GSA in order to access the registration. During this time we continued to monitor the status of the help ticket and on 07/05. GSA stated you had access to the *** registration, but that was incorrect information. We submitted another ticket on 07/05 to gain access to the registration and on 07/06, you were contacted by your case manager by both phone and email with instructions for sending and requesting roles. On 07/07, we received a notification that we were given administrator roles but when we tried logging in, we continually received an error message. A case manager contacted you to let you know of the system error and sent screenshots showing the error. We advised that we would need to open a new ticket with GSA. A new ticket was created with GSA but the client requested to cancel services prior to that ticket being resolved. The account was worked on continuously and we remained in continual contact with the client. The delays were causes by system errors in the *** system.

      On July 5, 2023 I followed a link on Grants.gov site regarding application for a *** registration (required to submit ***** according to Gov. site and indicated there was no fee associated). I was directed to a site USFCR that took all my personal information (including my AMEX information) and indicated they would be contacting me. I immediately received a invoice for $599 and 2 emails and 2 voice messages. This is a fraudulent operation and being promoted through a government link.

      There is no link to our website on Grants.gov or any other government website and all of our marketing materials and literature state that we are a third party. The client placed an online order on 07/05/2023 and we received a cancellation notice the same day. We released the customers payment on 07/05/2023 so their card was never charged.

      On 12/15/2022 I spoke with *********************** from USFCR to see if we could work together to help me get government contracts for my business. He spoke very confidently and assured me that he was paper greedy and would help me get as many contracts as possible. He asked how much I had to invest which was odd and I said a certain number he said oh you dont need that much but for $2150 we will help you. I agreed paid the fee and signed the contract that included registration with ***.gov (I had already done most on my own), website, ******************* to prepare bids to ensure I would win contracts. He stated it was the holiday season but they would get it going and after the first of the year the bids should start coming in my portal. I waited patiently for weeks with little action. Towards the end of January I sent an email asking why nothing was happening with my account and all of a same the same day my ***.gov account was activated. I kept emailing *************** the worker assigned to me for updates and also questioned current bids posted and ask them for clarification and received no appropriate responses to help. Beginning of February I emailed again asking what was going on and ******* responded saying the *** was behind due to it being new year and to give it time. After 60 days of nothing not even communication from USCFR I emailed asking for a refund due to breech of contract on their end. I had no website, no email, no bids coming in my portal & no response from ******* or *****. This was sent middle of February and they never responded to me. End of February I emailed again upset and again asked for a refund due to thei company breaching the contract and still to date have received no refund, no bids, no website, no email NOTHING that I paid for and signed a contract with them for. Oh they do ACH payments only as opposed to credit cards because the bank will not dispute ACH transactions. First red flag I missed. They are calculated and scammers

      The registration process in *** can take months to complete.  This registration was completed within 30 days of the order.  The attachment provided by the client shows that the Case Manager, ******* was in constant contact during that process.   The notifications and email that were to be sent are set up through the *** system that the client was provided access to.  **** send out an email on 1/20/23 to schedule a call to go over the opportunities available in their market and help set up the *** searches so that they would receive email notices when there is an opportunity to bid on.  This email was never responded to.  As for the website there were never any intake forms submitted by the client for our builder to create the site.  Email are sent weekly to remind clients to submit that information.

      This is a screen shot of constant emails between myself and them asking what is going on and why nothing has been done per the contract signed. A website was to be created, email and be registed with ********** which only happened after I sent many emails to follow up with them they finally had my ***.gov activated ONLY at the end of January. No website was created, no email and I have yet to receive any bid opportunites via ***.gov which tells me its not set up propertly. I am requesting a full refund for breech of contract, I have started the legal process and filed suit already since they want to ignore me and send a screenshot of emails ONLY not any work they did per the contract signed on december 15. I will see you all in court

      I Have already filed small claims in court and you have been served, this has cost me addtional fees and need to be reimburesed for all of it which the total is $3,000 for court costs and other mailing etc costs that I have ancountered due to your irresponsible business promises.

      USFCR emailed our company an urgent message, including: "Action needed NOW", "You MUST renew registration TODAY", and "Your company will pay fines" because our *** government registration was supposedly about to expire. We authorized credit card payment based on the urgency of the communication. We subsequently realized: 1) that USFCR is not a government entity, 2) that registration was free; and 3) that the "notice" was 5 months premature, and was NOT about to expire.USFCR published "policy" allows refund within 48 hours of payment. We sent request for refund within the time window. USFCR failed to honor the "policy" and did not refund the charge.

      The 11/1 charge of $599 was refunded to the clients credit card that was used to make the purchase on 12/28/2022.

      I entered into a contract with USFCR for a SAMSHA registration number during the month of July 2022. I needed to obtain a registration number in order for my company to apply for grants and I paid the ****** plus another ******* that was supposed to help me bid on federal contracts. I have received nothing for the amount of monies provided at this time. I have worked with *********************** which only leads to me being passed over to someone else and there will be a promise for someone to call back which never does. I sent off an email yesterday stating that someone will be reaching out to me yesterday and there were no calls. I found an email that stated the SAMSHA code that was provided to me was invalid and three weeks later I had to let them know about the email that they sent to me and again no one followed up on getting my company the correct registration or cage code. It is almost six months later and I still remain without the necessary registration codes and without them I can not apply for any grants or federal contracts. This organization has not lived up to the image that it is attempting to provide on its Linkedin page or any other social media platform. ***** writers that do not speak to anyone but send back emails that you do not qualify. I can not get anyone to return a phone call but if I miss a payment they are real quick to call me about that. I am not able to reach anyone directly and I am given information stating that my concerns have been routed to another individual and they will be reaching out to me which again does not happen. I received a phone yesterday from ***** stating that she sent me an email that requires additional documentation and account correction and it is strange how 24 hours later I still don't have that email even though she stated that she sent it. I would strongly encourage anyone to look elsewhere for assistance.

      I am rejecting this response because: I am the person that reached out to the ***** ********** of which they never explained the disqualification for *****s and no one ever called to understand the structure of all three organization but instead would simply reply do not qualify. What was sent as an alternative was to an IT ***** that was due to close the following Monday. Per the attached document it states that I was approved for the *** registration but was waiting on CAGE number but now it has to do with IRS issues again this information was not provided to me and I have all the email and communications to support the lack of communications on behalf of USFRC.

      On August 2nd 2022, *********************** forwarded an email from ****** to the ***** ********** for review. The email contained a listing of funding opportunities from *****Watch. Our team at the time did not have a login to this site in order to view the ***** ************ On August 5th our ********** paid for access to *****Watch to be able to view the ***** ************ After reviewing the *****s that were sent to us, we determined that out of the *****s that were sent to us that non were the right eligibility for her organization based on the information we had in ***. This information was provided to ***********************; to pass along to the client.
      On October 19th, *********************** mentioned to the *****s ********** that ****** had some more *****s she was interested in pursuing. The *****s ********** sent an email to ****** asking her to please send over the links to the *****s so that our team can look at the eligibility.  On October 20th ****** sent over the *****s in separate emails. The first ***** was for the Pathways Home 3 ***** which had a deadline of April 19th 2022 and so she was unable to apply. The next email contained generalized descriptions for NIH, *** and DOE funding overviews and then the Open ************************* ***** and ********************* ************ The *****s ********** replied to this email the same day explaining that the Open ************************* was not currently accepting new ***********s and that the ***** *****s are open for her to apply but are not something that we typically assist with due to the cost of our services compared to the ***** ***** total. 

      The next email was sent to the ***** ********** on October 20th 2022 regarding the **** *****s. We sent her an email the same day explaining that eligible applicants were "State Mental Health Authorities (****s), ********************* (SSAs), or *********************** (SMAs) including ************************", to which her organization is not.
      On October 26th 2022, ****** called **************************, our *****s ********** manager to discuss her disappointment with the lack of phone calls regarding eligibility on thew *****s. ***************** explained to ****** on the call that the ********** usually does not call a client if we find that the client does not meet the eligibility requirements of a *****. The call lasted for 40 minutes where they discussed ***** ************ costs associated with USFCR's ***** services, options and suggestions for ***** fundraising. **** then sent a follow up email to ****** to where she sent an open ***** *********** to her that she could apply for. She did not receive a reply to that email.
