They increase the 2025 budget and made us paid for their incompetence. Playground maintenance was $300.00 in 2022 and this year they charge us $ ********. Lake/pond was $******** in 2024 and increased to $ ******** in 2025. Both items huge increase is due to the lack of performance. We were reporting to them for more than 3 years that the retention pond was not getting treatment. We sent photos of weeds, branches and falling trees on the pond water and the strong smell of it. Trees around the retention pond on my back yard are more than twice the tall of my house. They can easily destroy my house on a storm. If that happens, I will sue them. They fail to visit the pond and investigate our complaints for years. On last budget meeting ( December 2024), they finally decided to hire a company to fix the problem. They had few quotes around the $9,000.00. They approved Dr ****** who was charging them $********, so they increased our *** fees. We have to pay for something that the *** fail to fix on time. Later on, *** directive refused to sign the contract. Now, they hire a company for $3,005.00 a year. The only thing that they are going to do is put chemicals and it is not working, plus they fail to put chemicals in all the areas of the pond because there and branches and trees that makes the job difficult. They should know that before they give them a quote and get into a contract. I want the *** to return the money that they overcharged us for the lake/ pond portion, I don't want that money go to the reserve. I want that money back to me.Empire Management Group, Inc.

However, we respectfully clarify that Empire Management Group does not make budgetary or vendor contracting decisions for the community. All such decisions are made by the elected Board of Directors, in accordance with Florida Statutes and the communitys governing documents. Our role as the management company is to support the board by obtaining vendor proposals, providing guidance, and executing the boards ************* this specific case:Playground Maintenance and Lake/Pond Budget Increases: The board, after reviewing vendor proposals and long-standing concerns from residents regarding maintenance, determined that additional investment was necessary to address deferred or incomplete care. These increases reflect not incompetence, but a deliberate effort to correct years of underfunded services and restore proper upkeep to community amenities.Pond Maintenance History: Ms. ***** is correct that concerns about the pond had been ongoing. Our team communicated these concerns to the board as they were received and obtained multiple quotes from licensed vendors, including aquatic specialists. The selected vendor was chosen by the board in a public budget meeting.Vendor Change and Scope of Work: After initial approval of a more expensive vendor, the board later decided to pivot to a lower-cost provider to manage ongoing chemical treatments. The challenges posed by overgrown trees and branches were discussed at the time of contracting, and the vendors scope of work reflects what was feasible under the current environmental conditions. However, even with the best efforts, long-neglected natural areas cannot be fully restored immediately and require continuous attention.Refund Request: Budget allocations are set for the entire association and governed by statutory and accounting practices. Funds collected for approved maintenance services cannot be individually refunded to residents, nor are they considered overcharges. Instead, these funds are applied to operational expenses or reserve accounts as required by law and the associations governing documents.While we understand that the situation may be frustrating, Empire Management Group has consistently acted within its responsibilities to support the communitys board, engage appropriate vendors, and address resident concerns.We remain committed to supporting the communitys long-term health and safety and continuing to work with the board to improve lake maintenance and all other shared assets.Review fromSophie D

I have been consistently paying my *** fees for 30 years without issue. However, this year, after the *** transitioned to a new portal managed by the Empire Group and a third-party company, I encountered significant challenges. I struggled to gain access to the portal and had to make multiple calls (six in total) and send numerous emails (five) just to obtain basic information, including the mailing address for my check.After mailing my payment, I was informed that they never received it. To resolve the issue, I requested a physical address where I could drop off a check in person and receive a receipt. Upon arriving at their ********* office, I was instructed by the receptionistwho was unprofessional and displayed poor customer serviceto wait until the person I had been communicating with was available. After waiting for an hour in traffic and another 20 minutes standing behind the desk, I grew increasingly frustrated and decided to approach the agent directly. I found her on a personal phone call, laughing, and unaware of my presence. All I sought was a receipt as proof of payment, as this was my second check for the *** fees and I wanted to avoid any further complications or lost *********** my dismay, a manager rudely told me that I was not allowed to be there, creating an unwelcoming atmosphere. It was clear they were more interested in gossiping than providing proper customer service. Given the lack of professionalism, communication, and resolution, I am compelled to leave a 1-star review. If I could, I would rate this experience zero stars.Empire Management Group, Inc.

Our goal is always to provide a smooth, professional, and supportive service experienceespecially during major transitions like our new payment portal ********** clarify, Empire Management Group implemented a new payment portal in May 2025 to enhance homeowner account access, improve transparency, and offer more flexible payment options. We began proactive outreach in December 2024, sending regular notices via mail, email, text messages, and announcements through the existing homeowner portal to ensure every resident was aware of the change.While we successfully assisted over ****** homeowners through this transitionincluding direct phone supportwe understand that isolated issues may still occur. We regret if Ms. ******** did not feel properly supported. According to our records, we do not have documented complaints from her about this visit, and unfortunately, we are unable to verify the specific details described. That said, any employee behavior that reflects poor service or unprofessional conduct is taken very seriously, and we would have addressed it immediately had it been reported.We welcome Ms. ******** to reach out directly to our Homeowner Advocate Team at ************, available during business hours, who are specifically dedicated to resolving homeowner issues with urgency and care. We are also happy to issue receipts for check drop-offs and can provide alternate payment options for any homeowner facing *************** Empire, we are committed to improving continuously and welcome constructive feedback so we can better serve our communities. 1 starEmpire Management Group is literally a joke!!!!! They do not respond to any communications from us whatsoever. We have reached out to ******* at Gardens multiple times and left voicemails, sent emails, no response whatsoever. We submitted an ARC request for a fence May 2, they claim not to see it in their system till June. We have contractors on standby waiting for approval before coming out, but there is no sense of urgency or care. Do not use this company!!Review fromRichard

1 star1. Was told by empire management (in email form) that they were not allowed to give homeowners any e-mail addresses, or phone numbers of anyone on the neighborhood board. After attending a board meeting we were told phone numbers an email addresses of board members were definitely allowed to be given out by empire management. This mistake by empire management has left many homeowners in violation, with fines adding up over a period of time. In my case over $400 in fines/penalties due to HOA quarterly charges not being properly applied with the coupons provided by Empiire management (all payments made on time). In this case my payments were applied to late fee penalties that started at $25, eventually rolling over to $400+ during the 3 years of not being able to contact a board member, while paying my quarterly fees on time with the coupons. (Provided Checks front & back to prove payment with notes for each quarter on every check). This entire situation begun when the post office returned my 2021/2022 coupons back to Empire. When I was finally notified that the 1st Quarter was not paid, I immediately paid off the entire year to avoid any other problems (copies of ALL checks) Instead of using the check to pay off the entire year, the money was posted by empire towards the late fee. Eventually putting my account in violation without my knowledge, finding out two years later with a letter Claiming over $400 in quarterly fees were owed? All this because I was unjustly kept from speaking with a board member for over 2 years purposely to run-up the late fees WITHOUT my knowledge. IMO This is an unfair business practice by empire management done over an over to different innocent Homeowners. All after 30 years of paying my HOA fees in full an on-time!Review fromSam S

1 starWe moved to this HOA management only for less than a year. Their service is extremely bad and charged us twice without notifying and explaining what they are to us. 1) They have a customer service line, but which is virtually doing nothing. They promised leaving message to the property manager, but never got response from the manager regarding our question in timely manner (if ever responded). Once it took about 2 months to respond.2) We have got charged twice in first two months in 2024, without explaining why we got charged, they simply added the charge to our system until we found the charges in our HOA portal. 3) They even created a separate account number for us for charging us some "special assessment" without telling us beforehand and telling what is for. We have to call customer service line to leave message for the property manager and wish they will respond. Phone calls or messages to the property manager will never be responded.Review fromStarla R

5 starsI have lived in my community for 15 years and Empire took over 4 years ago and the community is looking great, and we do not need an increase in HOA dues for the 3rd year in a row. Empire HOA is a very unprofessional company. The communication provided by their management and team members is nonexistent to say the most. They take photos and videos of your home and then hit you with violations on a Saturday morning or a Holiday. When you have a question, they do not answer; however, they send a violation in the mail about everything. Literally! Everything!
1. I have beautiful solar lights in my driveway. Violation. The reason. It just isn't allowed.
2. I have to request to put up the American Flag. Why?
3. I have to request to plant tulips?
4. I have to request to place a potted plant in my walkway.
5. I have to hide my garbage can and put it in the most awkward places that make no sense, and truly makes my week to week harder.
They have no empathy for the people they are working for --- the residents. It is as if having my home is Christmas and they are the grinch. They really do not care to work with us as a customer, but instead feel as if we are a customer to them. They are not the company I would have chosen to work with -- if given the chance to do a detailed analysis.
Here is some constructive feedback I provided them with: When giving a response, it would be very professional and helpful to help the resident. You can do so by giving more information on what they should do next. Keep in mind that working with you all is already unpleasurable as you all are imposing (-- to my opinion -- unreasonable) violations for simple modifications to the home; therefore, you all should try to put yourself in the shoes of the home owner. A home owner is literally trying to find peace, and you all remove the ability to relax and make decisions that truly hurt no one.Empire Management Group, Inc.

Unfortunately, Ms. ******* doesnt seem to understand that she lives in an HOA that we do not make the rules. Sadly there is little we can do other than continue to educate this homeowner on teh requirements of the community they chose to live in. We do not make the rules, we are entrusted to enforce them by the boards of directors.
The complaints she mentions are not only inaccurate, but insulting as she presents a picture that isnt true, her complaints have been handled, and the community is aware.

5 starsHave used this company for 3 years now as a new community. The response time with our LCAM is same-day. As the Board President, having a reliable community manager to oversee our budget, violation visits, and communication with our vendors is a great asset - I have more opportunities to speak on behalf of our community to voice concerns that impact our local area instead of focusing on just issues regarding neighbors. This is a respectable property management company - homeowners don't realize how many communities they manage so they expect immediate answers - expectations of service companies are always too high. I appreciate our LCAM for his dedicated involvement in helping us establish a qualified BOD and for keeping open communication regarding all decisions being made on our behalf. Violations have significantly lowered in the last year due to his persistence in maintaining open dialogue with neighbors. We have seen several homeowners finally pay overdue assessments over $2k because of the qualified attorneys Empire uses. EMG follows all Florida laws pertaining to HOA's and has proper treatment of each individual neighborhood they service.Review fromJoe Rios

5 stars*************************************************************** *********************************************************** As a current customer, I could not be happier. Empire has been absolutely instrumental in helping our community recover from prior management and a bad board that abused their position. Since Empire and Jose's team took over our accounts receivables are down over 60% and our violations are down to a handful.
Thank you Empire, we could not have gotten out of the hole the community was digging ourselves into without you. We will be always grateful for your help!
Readers, ***************************, every community will always have them, happy customers dont usually take the time to leave reviews because frankly if things are great, the HOA is not top of mind.
