I was onboarding for a job this staffing agency promised me and came to a section where they wanted me to sign a release form for HIPAA. I told them I have never been asked to sign that on a job application and would not be signing it now. They said okay and refused to go any further with the onboarding. I am not obligated to sign a HIPAA release to apply for and to be given a job, not from the research I did, or any rememberance of having to do so in the 50+ years I've been applying for work. I feel they violated my right to work. I told them as much and they said I wasn't required to apply, which has nothing to do with the issue as far as I can tell. I feel they should not be requiring applicants to sign a HIPAA release form to receive a chance of employment.

Human Resources is aware  the candidate was confrontational during the application process and has since reported Partners Personnel to the Better Business Bureau. We take all candidate interactions seriously and strive to provide a respectful and professional experience for everyone who applies for a position with our company. We have reviewed the situation with our team and are taking steps to ensure that our communication and processes are clear and consistent for all candidates. We apologize for any inconvenience or confusion that *** have been caused and appreciate your understanding in this matter."
The candidate was contacting our branch for an employment opportunity in *********,which required heavy lifting of 50-pound doors during the 1st shift and offered a compensation of $14.50 per hour. However, the candidate expressed his interest in the position, but also mentioned that he had just been offered a job at Amazon for $16 per hour and he was looking for a minimum of $15 per hour. Additionally, he asked if we pay weekly and when he could start.
Our employee informed the candidate that the available opportunity pays $14.40 per hour and asked if he was capable of performing the essential functions of the job, which includes heavy lifting. The candidate confirmed his ability to perform the duties and agreed to complete the employment application and background check if he was selected for the position.
After receiving the second part of the application, the candidate called back questioning why he needed to fill up the ***** release form. Our employee explained that the ***** form is part of the application, but the candidate was not obliged to complete the form. However, the candidate expressed his concern, stating that he had never signed the form before, even at his doctor's ******* He felt that he was being deprived of his right to work.
We would like to clarify that the ***** form is a formality required for hiring, and the candidate was not obligated to complete the form or the application. The candidate has not completed the application process, and we understand that he has decided to take the job at Amazon. We appreciate the candidate's interest in the position and wish him the best in his future endeavors.

I am rejecting this response because:
For one, I never said that I was taking the job at Amazon.  Two, my complaint is that I should not be required to sign a HIPAA release form to qualify for a job.  Alot of the other stuff they mentioned is none of their business as well.  If they can legally require a candidate to sign a HIPAA release form as a general part of applying for work, then I'm done.  I didn't think that was par for the course and have never been required to do that in my lifetime. I'm 68 years and have literally applied for a gazillion jobs and this is the first time I've been asked to do that.  As far as working for their temp service goes, they can take a flying leap anyways.  P.S. If confronting them about this is confrontational, then so be it. They texted me, I just brought it up at the time.  *************************
    Sincerely,
