This store denied notary services to a State National. The federal government defines a State National in 8 USC 1101 a (21). US citizens are in the jurisdiction of the sea / admiralty under Great Britain. The United States is only the 10 square miles of the District of Columbia. A State National has done paperwork to return to the jurisdiction of the Land and Soil. Their Nationality is that of the State in which they were born. This UPS store, 1819, committed a HATE CRIME. A hate crime as defined by the FBI is coming against one's Nationality. I suggest this store get with their lawyer and get educated before this becomes public.

    The UPS Store #1819 Response

    07/17/2023

    Good evening,

We thank you for taking the time to reach out to ******* Store **** about your recent visit. Unfortunately, we were not able to complete your notary services due to the lack of identification that you provided during your visit. During your visit, ********* specialist, ****** and our Assistant Manager *** tried to explain to you that you must have a valid form of identification in order to legally have any type of notarization performed. ***, the Manager on duty, did confirm with the *************************** on whether or not performing the notary was in legal standing, which it was not. To clarify this further, I called the National Notary Hotline today and explained the situation at hand. Here is the response that I received:

    "Identifying Document Signers

Procedure: In notarizing any signature, whether by acknowledgement or jurat, ******* Law requires the Notary to positively identify the document signer. The following three methods of identification are acceptable (** *********):

    1. The Notary's personal knowledge of the signer's identity (see "Personal Knowledge of Identity," page **);

    2. Reliable identification documents or ID cards (see "Identification Documents [ID Cards]," pages *****); or

    3. The oath or affirmation of one personally known credible identifying witness or two credible identifying witnesses by reliable identifying documents. (see "Credible Identifying Witness[es]," page *****).

    Identification Documents (ID Cards)

    Acceptable Identification Documents:

A Notary may identify a document signer through any on of the identification documents listed below. The document must 1) be current or if expired, issued within the past five years and 2) bear a serial or other identifying number (** ***************):

    1. ******* drivers license or identification card issued by the ********** of ******* Safety and Motor Vehicles.

    2. ** passport issued by the ** ********** of *************** Foreign passport if stamped by the ** Citizenship and *********** Services (USCIS).

    4. Drivers license or non-drivers ID issued by another ** State or Territory.

    5. Drivers license officially issued in ****** or ******.

    6. ** military ID.

    7. Inmate ID issued on or after January 1st, ****, by the ******* ********** of Corrections or ************** of ******* (but only to identify prisoners in custody).

    8. A sworn, written statement from a sworn law enforcement officer explaining that an inmate's IDs were confiscated upon incarceration, and that the person named in the document is the person whose signature is to be notarized.

    9. Permanent resident card, or "green card," issued by the ** Citizenship and *********** Services (USCIS).

    10. A veteran health identification card issued by the ** ********** of ******* Affairs."

Having a staff member being accused of acting out a "hate crime" is not something that I take lightly. I have reviewed all camera footage from the interaction and have also taken the necessary steps to insure that there is not a "special treatment" overlooked for "a State National." I am very happy to say that in conclusion, ****** and *** took all of the necessary steps to insure that they were not notarizing a document illegally.
