I reserved a rental car from Ecovia (dba Autovia, dba HDC Rent a Car) for a quoted price of 165 euro (~185). However, when I arrived at the off-site rental car location, they charged me a previously undisclosed "claim management fee" of $79.95.This claim management fee constitutes false advertising, specifically as to pricing.I would like a refund of that fee.Business Response

Dear Partner,
I hope you are well. We would like to inform you that our mutual client voluntarily added the Claim Management service for accident management and roadside assistance at a cost of $10 per day. The client was aware of the total charge at all times, signed the contract as a sign of acceptance and provided the payment method voluntarily.
It should be noted that the client was supposed to be assigned a mid-size Nissan Sentra vehicle or similar as indicated in his reservation, but the rental agent gave him a free upgrade to a Kia Soul mid-size SUV. He was given a discount at the counter of $40.58. The client requested it and the rental agent approved it since he had been an excellent client and wanted to help him make the reservation with the additional service he requested, and he was provided with the Sunpass service as a courtesy.
The signed contract was sent to the customer's email and the tickets from the sales station were provided.
For the reasons mentioned above, the customer's request is denied since he was aware of the charge at all times and special measures were taken to help the customer and improve his vehicle rental experience.
Best regards.Customer Answer

I am rejecting this response because:My complaint is not about whether I paid the charge knowingly and voluntarily.
My complaint is that the claim management fee constitutes false advertising, because it is a mandatory fee (as communicated by the counter representative) that was not included in the online quoted price.
I was not aware of the fee until I arrived at the rental location. By that point, it was too late to secure any better rental rate from an alternative rental company.
HDC Rent A Car should please desist from false advertising.
Sincerely,
David SilverInitial Complaint

Charged made on 5/24/2024 for $166.67 as a result of additional insurance was not authorized.I am filing a complaint on HDC Rent a Car. I booked through economybookings.com. I have never had such a bad experience renting a car in *************. My booking confirmation showed an amount of $99.16. Any rental company honors the personal car insurance coverage with a full coverage limit, which I provided them with a copy of the car insurance declaration page from State farm, a well recognize insurance company. *******, the *** manager on site, wouldnt allow me to take the car if I didnt purchase their additional coverage up to $500,000 and the $14.95 SUNPASS. When I explained that I have never had to purchase the SUNPASS service because I have always added the rental car to my SUNPASS account. They said, that unfortunately, they do not allow that and that I was required to purchase form them. They were willing to give a special discount for $10 daily instead. Part of this is because they required me to purchase their insurance because they said my insurance doesnt have enough coverage. Looking at my original booking on ***************.com it says the liability insurance needed is $300,000 which is what I have and should have been enough. The rental agency misleadingly said it should be $500,000 and therefore charged me $75 for it. Moreover, and most importantly, I provided them with copy of my declaration page indicating $300,000 coverage and they wouldnt accept it.Business Response

Dear BBB,
I hope you are well, we inform you that the reservation number HDCBGP77701099 made by ************************* with contract number RA #***** - *** was scheduled for 2:30 p.m. on May 24, and the client showed up to take the service 1 hour 20 minutes after the time scheduled by the client.
According to our terms and conditions established with Economy booking, the delay time is 60 minutes. After this, the reservation, if the client has not shown up, is canceled due to No Show.
Upon the client's arrival, that was the status of her reservation. However, notwithstanding the above, authorization was requested from the manager of the ************ to reopen the client's reservation. You were asked for the relevant documentation, driver's license, reservation voucher, identification, vehicle insurance declaration sheet.
Upon verifying this, the rental agent was able to show that the client did not comply with the terms and conditions, the client was told that the service could not be provided.
The client indicated that her **************** credit card covered CDW Collision and **************** she was told that this type of card was not allowed by our company, the insurance options were indicated and the client added CDW to her reservation. + TPL $3000 Excess Bronze with a cost per day of $25.
The client was informed of the total fee to pay and voluntarily provided the payment method and signed the contract as a sign of acceptance of the charges made and the terms and conditions of the rental.
We hope that this brief story can clarify the situation of our client, if additional information is required we will be here to collaborate.
Likewise, we kindly request her extensive experience and recommendations in these cases, so that it is resolved in the most cordial and expeditious manner, in order to provide optimal service to our clients.
I'll look forward for your answer.
Kind regards.Initial Complaint

I rented from this company on May 13, 2024 DO NOT RENT HERE!!! SCAM SCAM SCAM!!!!!! They will advertise a reasonable rental fee and they attempt to force you into taking their upgrade for the SunPass and ESPECIALLY THE INSURANCE. Even though they say you can use your own insurance they make the requirement $500,000 for liability because they knew standard policies are only at $30,000. DO NOT waste your time and money. They ***************** behind the booking sites so they can attempt to not give you a refund.Initial Complaint

I live in ******************* and on 29th March 2023, I visited ********** and rented a car from ********* rent a car, located at HDC car rentals, *****. I paid $418.05 total. I didn't require a SunPass as I was using ****** Maps GPS to avoid tolls. I returned the car on the 22nd April 2023, which was accepted without complaint. Several days later I received another bill amounting to $784.99 inclusive of my previous bill and SunPass charges. I contacted ******************************* at ********** and requested details of the charges, he sent me an invoice that doesn't compute and when I asked him for a breakdown of the SunPass fees, he never replied.Initial Complaint

I am filing a complaint on HDC Rent a Car and would like to request 2 separate refunds of the false or unapproved charges. 1)First charge is for $121.86 on 12/9 of which I am disputing $90.73 to be refunded with explanation below I made a car reservation on 12/9 which was supposed to cost $36 total. When I got to the rental agency, the total came out to $121.86 after I negotiated from even higher price. Moreover, and most importantly, the rental agreement still showed my insurance and had it marked that I declined their insurance for which I agreed to pay. The other $15.73 was Misc charges that dont correspond to my original booking email.2) Second charge is for $180 on which came a week after I returned the car, on 12/17, is a complete scam, and also had a false agreement attached to it. They are charging $180 for a car cleaning fee for excessively dirty vehicle. The car we returned only had some sand in it and nothing more. We did not eat in the car or do any stains that would cost this much $ to clean, and we cleaned the car up as much as we reasonably should have before returning it. Additionally, when we returned it, the agent said its all good and no one even suspected that this would be charged anything a week later. This amount is extremely unreasonable and excessive for a simple vacuuming of the car. The agreement that was attached to that charge was not the one I signed at all and had different information on it, and charged unsuspectedly a week later. I tried to dispute this with the merchant on 12/20, but he is not responding.Initial Complaint

I rented a car from HDC international services, a rent a car company in *****, from November 12, 2022 to November 16, 2022, and I had a very bad experience when I returned the car. First, they inspected the inside and took pictures of a minor coffee stain on the center console and when I asked if I can wipe it off, they did not want me to. So, I grabbed a sock from my suitcase and wiped off the stain which immediately came off. It was a struggle because their employee who was already in the drivers seat had his arm on the center console blocking me from wiping it. I was eventually able to wipe it off and took my own pictures of the clean center console. Second, I received a parking ticket which cost $37.00 because the license plate on my car rental had an I which looked like a 1 so I mistakenly put 1 when I paid for the parking ticket and got a ticket. I called the parking bureau in ***** to explain what happened and they said that I can send my proof of payment and they will dismiss the ticket. I disclosed the ticket and the representative from HDC said that when the ticket is resolved, they will release my security deposit. They released my security deposit, however, recently, I received a $99.00 charge from them. When I called HDC, the representative explain that the $99.00 charge was for the parking ticket, which HDC increased to $47.00 and the stain. I have proof of the clean center console and payment for the parking ticket as supporting documents and for them not to recharge anything else because nothing was disclosed to me during the time I returned the car rental.Initial Complaint

1) Found in KAYAK.COM, via *********** a rental with HDC Rent a Car 2) ******* charged me $10.12 3) HDC Agreements stated that $92 were due when arriving. Insurance was covered: Collision Damage Waiver, Theft Waiver, Third Party Liability was included 4) HDC took me from ***** ********** center to their office at ************************************************** ************ 5) Clerk asked me for $500 payment, I showed him my HDC Agreement that had a contract for $92. He said that tolls coverage was mandatory. I said no, I use ****** Maps with NO tolls navigation. Price reduced to $350 6) I complained saying $92 was the cost. He said a minimal paint scratch would charge me $5000. I said I did no need that coverage, all insurance wsa covered. He insisted I needed to pay $350. Otherwise he would charge me a security deposit of $5000 7) I said to go ahead with it, he menaciously said that was a bad idea, my $5000 security deposit would take many months to recover 8) I had to give up, my wife had left the office under all these threaths, I had no way of going back to the terminal, I was tired after 14 hours of travel, with two large bags, no way to call a taxi or an Uber (no phone coverage)9) The car had some 30 to 40 scratched so I took many pictures before and after, and returned the car full of gas. The return was not a problem, they found no damage nor gas missing1 10) I later found many similar complaint cases (mostly in spanish) of price bait-and-switch, one person did not accept but was left stranded (not returned to the terminal) and had to call an Uber ($40)11) PLEASE stop this fraudulent operation, I see they moved from ******* to 28th st, they are making millions with insurance fraud. The insurance in my case was $200 and car rental $1.76Initial Complaint
