I graduated from Florida Career College with an Associates Degree in 2002 at their ************** facility.I was then hired by them as an IT Instructor in 2003 in their ************** facility.I was then transferred to their ******* facility a few years later. While working at their ******* location, I obtained my Bachelor's Degree in 2006.I now need a copy of that diploma as I am traveling overseas.I contacted the office that provides that and was sent an Associates Degree, but not the Bachelor's Degree, which is the one I need since it is the most important one. After trying to fix this issue, I was told to call the Department of Education since they said that it did not make sense for the system to show that I have two (2) associate degrees.I called the Department of Education, and they do not service Florida Career College, so they sent me back to them for further assistance. It seems that we are going in circles when all I need is a copy of my FCC Bachelors Degree. At the time I received my Bachelors Degree, I was already working for FCC for a few years and they needed all their Instructors to have a Bachelors Degree, which I did. I took some extra courses and tested out of some to courses in order to receive my Bachelors Degree. Now, it shows me as having two (2) associate degrees, which makes no sense.I need for someone to correct this and send me my Bachelors Degree. My name is: ****** ******************* DoB: 12/20/1966 Last 4 of SS#: 6883 Email: ********************* Cell: ************** Alt. Dear Better Business Bureau,

Thank you for providing us with an opportunity to respond to complaint #********, submitted by ************************* to the Better Business Bureau (BBB) serving Southeast Florida and ************* regarding Florida Career College (**********************.  ************** originally enrolled into the Computer Network Technician (***) program on September 30,2019.  The student canceled her enrollment within the schools 14-day cancellation policy on October 8, 2019 and all tuition and fees were refunded.  ************* also enrolled into the Business ********************* (***) program on June 20, 2018 and withdrew from the program on December 18, 2018.  ************** then enrolled into the *** program on March 30, 2020 but did not attend her first class, therefore her second enrollment in that program was cancelled.
************** was Approved to Receive ******* Student Aid
In her complaint, ************* claims she is not liable for this debt with [the] Department of Education/Nelnet, I do not have a contract with [the] Department of Education/Nelnet, they did not provide me with the original contract as I requested.  As stated previously in this response, Ms. ****** initial enrollment into the *** program (September 30,2019) was cancelled and all tuition and fees were refunded.  Ms. ****** second enrollment into the *** program (March 20, 2020) was cancelled and all tuition and fees were also refunded.

However, for her enrollment in the *** program on June 20, 2018, ************** utilized a combination of Title IV loans and grants to assist with funding her education.  To receive ******* Student Aid, ************** completed a Free Application for ******* Student Aid (*****).  ************** signed and submitted her Master Promissory Note (MPN) with ******* Student Aid on June 4, 2018.  The ***** was then processed by the U.S. Department of Educations ****** of ******* Student Aid, and once her information was verified, ************** was approved to receive ******* Student Aid to help fund her educational program. Students cannot receive ******* Student Aid without having their file reviewed and approved by the ******* ******************.  ************** was provided an electronic copy of her MPN with the option to print or download at the time she completed her electronic signature.
Upon Ms. ****** withdrawal from the *** program on December 18,2018, a refund calculation was conducted on her student account.  The refund calculation determines how much the school has earned due to the students dates of attendance, and also provides the school with the amount to be refunded to the students lenders.  After the return of Title IV and Tuition Refund calculations, the school was eligible to retain a Pell ***** of $2,960 and a Supplemental Education Opportunity ***** (SEOG) of $100.  The school was also eligible to retain $4,667 in ******* Student Aid loans.  Therefore,************** is responsible for repayment of net loan of $4,667 to Nelnet for her ******* Student Aid loan.  In addition, the student had a remaining tuition balance of $1,243.80 that was not covered by the ******* Student Aid.

Nelnet is the ******* Student Aid Loan Servicer for Ms. ****** Funding

It should be noted that Nelnet is the servicer for ******* Student Aid loans and assists students with repayment options.  Per the ******* Student Aid website, students must repay their loans, even if [they] dont complete their education, [or]cant find a job related to [their] program of study, or [they] are unhappy with the education [they] paid for with [their] loan.  Therefore, repayment of ******* Student Aid is not an option.  Defaulting on a student loan can result in negative consequences, such as government garnishment of wages or tax returns.  ************* is encouraged to work with ****** regarding her loan repayment.  At this time, we have responded to Ms. ****** concerns. We encourage ************** to work directly with the ******* ****************** at ************** regarding her federal student aid account balance.

      Dear Better Business Bureau,

Thank you for providing us with an opportunity to respond to complaint #********, submitted by Ms. *************************** to the Better Business Bureau (BBB) serving Southeast Florida and ************* regarding Florida Career College (FCC).

A search of the Schools records does not match the information provided by ******************** in her complaint. An email was sent to ******************** on February 12, ************************************************ order to confirm the correct student file.  As of this writing we have not received a reply from ********************, nor has the email been returned as undeliverable.  While we cannot respond to ******************** specific situation, we can provide a general response to her claims.

Students Must Address Their Remaining Student Account Balance to Obtain a Copy of Their Diploma

******************** claims that she should receive a diploma [whether] we owe payments or not.   At the time of enrollment, students are provided with an enrollment agreement that lists the tuition charged for the program.  The prospective student reads and signs the agreement to indicate their awareness of, and approval with the terms of their enrollment.  Additionally, students who obtain federal student aid and/or an installment payment plan must review and sign each contract to confirm they are in agreement with the terms.

Our policy is that students must be current with their installment payment plan for transcript requests but does not require that the payment plan be reimbursed in entirety. The policy is in full compliance with all federal and state regulations and is no different than most other accredited institutions.

The federal government also makes it clear to students that a transcript may be withheld when the student is not current on financial obligations to a school.  As stated by Federal Student Aid, your school may withhold your academic transcript until your defaulted student loan is satisfied.  The academic transcript is the property of the school, and it is the schools decision- not the U.S.Department of Educations or your loan holders- whether to release the transcript to you.

It should be noted that the school is happy to provide an Education Verification to a potential employer or educational institution even if the student has not addressed their student account balance.  A student may request an Education Verification to be sent directly to the potential employer or educational institution. Students may request an Education Verification online via:transcript.floridacareercollege.com.

Students do not Have Access to Other Students Records

******************** alleges that many people who didnt work hard as I did but graduated without going to class.  She further claims that people who are working in the [field] who never attended.  ******************** allegation is inaccurate.  Students must successfully meet all program objectives to be declared a graduate, which includes meeting the attendance requirements.  The school is complaint with the Family Educational Rights and Privacy Act (FERPA) which is a federal law that protects the privacy of student education records.  As such, ******************** does not have access to other students records and therefore her allegation is only speculative.

The Medical Assistant Technician Program is not a Degree Program

******************** states that she never got my degree.  The Medical Assistant Technician program does not provide a degree upon successful completion, instead the graduate is awarded a diploma.  The purpose of the diploma program is to provide education for the graduate to obtain an entry-level position within a medical facility.  All prospective students are provided a School Catalog which lists the programs and the level of proficiency gained (diploma) upon graduation.  The enrollment agreement also provided to students at the time of enrollment clearly states the program and achievement level upon graduation.

The School is unable to confirm the identity of the complainant or respond to the concerns further without additional information from the student. In light of this, we respectfully request that the BBB close the complaint.

      Sincerely,

      Dear Better Business Bureau,
Thank you for providing us with an opportunity to respond to complaint #********, submitted by Ms. *************************** to the Better Business Bureau (BBB) serving Southeast Florida and ************* regarding Florida Career College (FCC).
******************** enrolled into the Medical Assistant Technician program at the Florida Career College ******* campus and began attending on September 26, 2016 and withdrew on October 17, 2016. ******************** later enrolled into the Medical Assistant Technician program at the Florida Career College **************** campus and began attending on August 24, ********************************************************************************** May 2018 and then went on a leave of absence which expired and she never returned to the school, resulting in a withdrawal.

Please note that we were unable to respond to ******************** initial complaint because we did not have enough identity information to locate her in our system. There are 15 students in our system with the name of ***************************. ******************** provided her date of birth in her second complaint and we were able to locate the correct student in the system.

Response to the Allegations Directly Effecting ********************
In her second complaint, ******************* has made several allegations which are untrue, and we are only responding to the allegations directly regarding ******************** attendance in her program at Florida Career College.

As mentioned earlier, ***************** began attending the Florida Career College **************** campus on August 24, 2017 and successfully completed three modules in the program but was withdrawn for violating the student code of conduct on April 13, 2018. It appears that ******************** and her mother were involved in an incident on campus prompting her withdrawal from the program. ******************** did contact the Florida Department of Education Commission for Independent Education (CIE) regarding her termination from the program, however the Commission closed her complaint on May 7, 2018, based the response provided by the school. Please see this response to CIE below, Exhibit A.

******************** later reentered the program on May 15, 2018 and completed the remaining modules of the program leaving only the required externship portion of the program needing to be completed. On October 29, 2018, ******************** requested a leave of absence and the leave was extended to an expected return date of January 15, 2019. However,******************** did not return as expected and was withdrawn from the program on January 15, 2019. As stated in the school catalog, Students who fail to return on their scheduled LOA return date and/or fail to get an approved extension in advance will be dropped from the program.

******************** agreed to the Student Financial Aid arrangements with her lenders and was aware that she needed to return to her program to complete it after her scheduled leave of absence but she elected not, resulting in a withdrawal from the program. Therefore,******************** remains responsible for repayment of her loans to her lenders.

Given the above, we respectfully request that the BBB close this complaint.

      Re:  *************************** - Complaint #****
      Dear ******************:
Florida Career College (FCC) appreciates the opportunity to respond to the complaint from ***************************.  ******************** started in the Medical Assistant Technician diploma program on August 24, 2017 at Florida Career College (**********************.  ******************** was dismissed from the program on April 13, 2018 due to a violation of the Student Conduct Code.

      Repeated Attendance Issues
******************* had a history of attendance issues throughout her enrollment.  The school is sympathetic to Ms. ***************** that she has experienced attendance issues due to a chronic illness, however the school is required to follow the published attendance policy in place at the time of her enrollment. Students must successfully complete all educational requirements (including maintaining positive attendance) in order to be eligible for graduation, and ultimately to be fully prepared for the career field.  Per the school catalog, Students whose modular attendance falls below 80% will be advised.  The catalog further states, A student is required to achieve a minimum cumulative attendance of 80% by the midpoint of the program.  Tardies and leaving early are counted against student attendance. Please refer to Exhibit 1 for the schools attendance policy.

******************* was advised on multiple occasions regarding the need to maintain the minimum standard of 80% attendance in her program, as demonstrated in the Student Advisement reports provided in Exhibit 2.  Although ******************** claims that the school employees have failed to encourage [her] and tell her [she is] doing good, the comments noted regarding ******************** strengths in Exhibit 2 are fairly positive.  However,in order to help ******************** reach her educational and career goals, the school is committed to also providing an honest observation of the risk factors and areas of opportunity that can be a hindrance in the workplace.  Therefore, while the school did acknowledge ******************** strengths and advised her she was very smart and a quick study, along with the encouragement of being capable of succeeding, the school also noted the need for improvement in ******************** behavior and attendance on several occasions. ******************** signature appears on each form, indicating her awareness of the schools assessment of both her strengths and risk factors.

The Executive Director, *****************************, spoke with ******************** early on in her enrollment, and advised her that while the school was willing to work with her regarding her illness, she is still required to meet the minimum attendance standards in order to remain in the program. ******************** stated that she believed she could simply make up the missed coursework in the program to rectify her attendance issues, but was advised by ********************** that makeup work does not count toward the mandated attendance percentage.  At the time of her program termination, ******************** had only 41% attendance, which was far below the 80% minimum standard. Unfortunately, ******************** Student Attendance Record demonstrates that her absences exceeded her time spent in class, as demonstrated in Exhibit 3.

      Unprofessional Behavior
The schools published Student Code of Conduct is located in the school catalog, and provided with this response as Exhibit 4.  As stated in the Code, Students are required to adhere to the rules and regulations of the College.  Professional behavior, attitude, and courtesy toward instructors, staff, and other students are required and essential.  Additionally, the Code states, Students are required to adhere to the rules and Students may not play games of chance, use offensive language, make unnecessary noise or engage in unprofessional behavior while at the College.

On April 5, 2018, ******************** arrived late to class.  Although the class was already in process, ******************** entered the classroom while talking on her cell phone, which disrupted the course lecture.  ******************* then proceeded to sit down in her seat and continue her phone conversation, without regard to the class being in session.  The Instructor, ********************, asked ******************** to either end the phone call or leave the classroom to complete the call outside.  ******************** refused to end the call, and instead walked out of the classroom and left the campus.

On April 9, 2018, ******************** met with the school to discuss her attendance and conduct issues. The school reviewed ******************** attendance, and ******************** agreed that she had been advised previously regarding improving her attendance in order to remain in the program.  ******************* also stated that although she had been absent from class for 10 days in succession, it was not due to illness. ******************** stated she remained absent for 10 consecutive days as she was moving, and that she had packed her uniforms in the [moving] truck so she felt she could not attend class.  ********************* questioned ********************, asking why she didnt pack her uniforms in a bag so they were accessible and she could continue to maintain classroom attendance.  ******************** did not have a reasonable explanation for this lengthy absence.  ********************** states that at no time during the meeting did he make any statements that were disrespectful to ********************.

Student And Her Mother Escorted Off Campus
Following her meeting with the Director of Education, ************************** and the Executive Director on the morning of April 9, 2018, ******************** returned to the campus at approximately 10:45 am with her mother.  While in the school lobby, ******************* mother began screaming and using profanity.  Unfortunately, due to the disturbance the Director of Education was required to request the schools security officers to ****** ******************** and her mother off the property.

At approximately 12:30 pm on the same day, ******************* and her mother reappeared on school property and demanded a meeting with the Executive Director.  As ********************* was in a meeting, the Director of Education, the Associate ******************** and the Program Manager ************** attempted to meet with ******************** and her mother.  Shortly after the meeting began, ******************** mother began screaming, using profanity and displayed aggressive behavior.  At this point, the security officers were called once again to ****** ******************** and her mother off the property for a second time that day.

******************** Enrollment Is Terminated Due To Violations Of The Student Conduct Code
Due to the aggressive and inappropriate behavior displayed by ********************, the school officially terminated her enrollment on April 13, 2018, as evident by the dismissal letter sent to ******************** and provided as Exhibit 5.  Due to the nature of ******************* conduct, the school utilized the Termination Policy as published in the school catalog, and provided with this response as Exhibit 6.

FCC appreciates the Florida Department of Education Commission for Independent Education contacting us on behalf of ********************.  As the student is no longer attending the institution due to inappropriate conduct, the matter has been closed.  Should the Commission have any questions regarding this matter, please do not hesitate to contact me at **************.

Back is 2006-2008 I atended Florida career college for computer tech. They we super helpful when it came time to sign up. They took financial aid no problem. They took all my loans money I spent many many years having to pay off. Mostly due to not getting a job. Me not getting a job is probably because they never sent me a diploma or transcripts even though I went to the office for about a year, asking for them constantly. I honestly should never have passed the school due to the fact I hardly was there because they put me into the wrong program and I was not happy at all. They still graduated me even though I knew nothing, hardly attended, and never took any type of tests... I'm not sure who they tought or graduated because it was not me. Thought I paid for it for years and still till this day have no proof of diploma or transcripts.....

This is just an example of how I have tried and tried and tried. Still have not received anything. They did not even message me back when I said, "the link does not work". I have requested 2 seperate times since January this year. I do not have evidence of prior requests. Unfortunately I did not think I was ever going to go through all this. Yet, this still did not help anything of the biggest complaint of, me not actually getting an education or any help for ALLLLLLL the money I spent. Again all that money I spent in loans and years of my life struggling to pay off student loans due to this company and I do not even have a transcript, diploma, or education...

      Complaint: 21124115

I am rejecting this response because: Yet again, what I stated and provided emails and verifications of. I have attempted to request my transcripts yet again for the 50th time. As seen in the email has been approximately a month as of now. still have not heard from anyone, have not received an email back, nor have i got ANYTHING in the mail. I have requested the transcripts TWICE since we have been communicating through BBB. There has been absolutely ****** contact attempted from this person they speak of or ANYONE at all. I do not have voicemails nothing whatsoever. This is why I continue through BBB. Just because you did not own anything at the time does not discredit my time and what I went through. sadly the company took my money, did not care to give education, nor even care to possibly reach out. If I had to hold my breath I would have died in 2007. this company is just as much a joke now than it was then... read ALL the reviews at these "colleges". 95% of the reviews even say this school is a scam. Please show me where they have attempted to contact me!!!! i still have the same phone number i have had for 25 years.... guess what not 1 CALL, not 1 email, not 1 letter in the mail, no diploma, no transcripts, and absolutely NO EDUCATION, so what do I have????? Some person that purchased the college saying I graduated? I do not feel any better, nor am I sitting in a better position, that is why I reject.

      Sincerely,

      Dear Better Business Bureau,

This is our third response to complaint #********, submitted by ************************* to the Better Business Bureau (BBB).  As stated in both of our previous responses, **************** enrolled into the Computer Repair Technician program at Florida Career College- ***** (FCC) on June 26, 2006 and graduated on August 9, 2007.  Previously, we responded to Mr. ******* claims on January 17, **** and again on February 13,****.  Upon receipt of our response on January 17, ****, the BBB closed the complaint on January 27, ****.  A rebuttal was received on February 12, **** and we submitted a response on February 13, ****.

**************** Requested his Transcripts on January 4, ****

As part of his submitted complaints,**************** has provided eight copies of emails regarding his transcripts.  Many of the copies are duplicates of the same email. Out of the eight emails provided, only one is with our ********************** which confirms his transcript request submitted on January 4,****.  Upon requesting a transcript online, the student will receive a confirmation email. Transcripts are processed in 6 to 8 weeks from the date of the request.  ********** Mr. ******* transcript request is still within the processing timeframe. **************** may reach out to the ********************* at: *************.
It should be noted that seven out of the eight emails provided by **************** were not addressed to the school, but instead to the Florida Department of Education, which is a governmental agency.  Mr. ******* claims that he has not received responses appear to be due to having sent his inquiries to the agency instead of the school.

      Summary of Our Previous Responses

We have already responded to **************** twice, and he has provided no new concerns in this third complaint submission.  Below is a summary of the important points provided in our previous responses:
**************** graduated from the program on August 9, 2007.

IEC U.S. Holdings, *** (IEC) did not purchase the school until August 2014.

IEC did not own the school when **************** was a student.  In fact, IEC purchased the school seven years AFTER **************** graduated.

Mr. ******* file does not contain information that confirm his claims. As we did not own the school when he was a student, we cannot confirm or deny Mr. ******* claims.

Transcripts must be ordered online at: transcript.floridacareercollege.com.  If **************** has any questions regarding his transcript/diploma order, he may contact the ********************* at: **************.

The Director of Career Services, ********************************* has reached out to **************** on several occasions to offer placement assistance, but he has not responded.  We encourage **************** to work directly with **************** to obtain placement services.

As the school was not owned by IEC at the time of Mr. ******* enrollment, we are unable to confirm Mr. ******* claims regarding his educational experience.  ********** we respectfully deny his request for a tuition refund.

At this time, we have provided twice to Mr. ******* claims.  Please do not hesitate to contact me if you have any questions.

      Better Business Bureau:

I have reviewed the response made by the business in reference to complaint ID ********, and find that this resolution is NOT satisfactory to me. I can clearly see how this company is deflecting any issues using the "we did NOT own the company then". also by not accepting and understanding any situation, offering any REAL HELP. They are clearly lying about SOMEBODY reaching out to me. That has not happened what so ever. This is all a waste of time just like the supposed education they offer. For ANYONE that can read any of this, Just go read reviews left for these schools.

      Sincerely,

I enrolled in FCC in ******* in early ****s. Young naive I felt very pressured, forced into signing documents, enrollment paperwork loan paperwork etc without any specific knowledge of what I was signing. I wasn't given any time to discuss with family or friends. This has severely impacted my entire life. I am black Puerto Rican from *******, now a 36 yr old single mother, who Still does not have a high school diploma. Still in debt to a private loan, I guess I signed, unknowingly and have been caused massive emotional, financial and mental stress for over ten years. I have had anxiety about ever pursuing my education after all the debt I got myself into, because of paperwork I signed. The school completely failed me and I need to express my concern and warn others. I am finally now standing and taking action to what happened to me so many years ago as a young woman, 9th grade education and have student loans for a college that I never even took any tests for, or got any type of check or loan of any amount in my name, in my possession, ever. Yet, I been sitting in fear of going to jail for non payment, misleading information, harassment amongst so many other discrepancies that happened to me. This needs to be corrected. This is completely unacceptable.

I have been attending Florida career College. I had a baby had an aggressive C-section infection and was in the hospital for a month. I got out of the hospital and went back to school. I finished my courses and stormy was supposed to find a site for me to my complete my hours, but that was never done and Step stormy lied and said that she gave me a location and the text message you will see she never told me I can go to the location I reach out to the school to resolve the matter and they said I needed my *** certificate in order to be able to go to a dental location to complete my hours at the time. FCC did not have anyone to do the *** classes by the time they had somebody to do the *** classes I was not able to do it because I had to work so I went ahead and paid for my *** classes and sent a copy of it to ***** who at the time was working there and then I was waiting to complete my hours. They had to try to find a location willing to except me I ended up waiting and waiting and waiting and had to have surgery and doctor ************* Eventually the US Department of education got involved with FCC and told them that they were not allowed to enroll new students. FCC told me that I was considered a new student which I do not understand how when I was in rolled in my school had already been funded by financial aid as well as my loans. Ive already paid the school so now I am out of an education and a certificate, and they want me to pay money what I would like it for FCC to own up to this or the US Department of education or a FFFA to own up to their wrongdoing and allow me to complete my hours so that I can graduate and be able to work in a dental office as I should I should not be penalized due to the fault of their employees, not doing their job and then trying to cover up their mistakes by making it seem like it was a student issue versus an employee lack of work ethic issue I have tried to reach out to everyone no one seems to be able to help me everyone points fingers at everyone
