    On March 17th, 2022, I met at my home with Andrew Q******, owner/operator of Andy's Aluminum and Construction to discuss plans to construct a garage enclosure of an existing RV Port which is attached to my home. The company was referred to me by a neighbor who had work performed for them same a year prior. On this same day I wrote a deposit check to Andrew Q****** in the amount of $1500.00 as he requested with the remainder of $10,500.00 to be paid on completion of the project. We had a verbal agreement about the scope of work and cost, and he offered no written contract or special terms, nor did he provide a receipt for the check. He did produce a generic sales order sheet off of a small pad on which he only wrote a brief description of the scope of work. I assumed that at a later date we would meet again, and he would have some other paperwork to go over but not until permits were applied for and approvals given by the appropriate agencies. After two months I verified that he is not a known contractor nor have permits been applied for in my City (Haines City, FL). He told me on May 20, 2022 that permits were applied for under a different contracting name in Bartow but I heard from that Building Department and they confirm no receipt of application. I was also told that Haines City has jurisdiction over my address for permits so it appears that he lied to me about Bartow. I have major concerns that this contractor does not have the proper local, county, and state credentials to perform the work and that he has not been honest with me. I asked for my deposit back on May 20, 2022 and said I wanted to cancel the project and his response was "not today". I waited a week and sent a reminder email to his business but he has not communicated with me.
