I would leave no star if that's an option. I hired Thorough Construction, LLC for my business. Upon signing the contract, they agreed by charging us $9,500, Pre-construction consultation is included, provided the legal and approved architecture plan (did not mention how many times we can revise the plan), helped us apply for the business permit, electrical permit and plumbing permit. We transferring the $3,500 and paid $6,000 in cash, which they took on 10/13/2022. After 6 weeks later, on 11/28/22, without any notice or communication, the contractor decided to end the contract and will not complete the job per our agreement. They decided to charge $6,000 for the fee, as they claimed that the architecture plan is complete. They will continue providing consulting service but not submitting the plan nor applying business, electrical, and plumbing permits to us. I asked them for the detailed charges for the cost of the architecture plans and pre-construction consulting costs as our whole contract is agreed upon the working the whole project and it is not detailed on how much each list costs. They did not provide anything and the fee they claimed is what they charge. I am filing the complaint not only they delay the time and breaching the contract, we have to hire a new architecture engineer and find out that the plan they provide doesn't have detail HVAC nor the Energy Calculation and etc. If we end up submitting the plan with what they told us, it will not be approve by the county and will only have us stuck and them. Up til today, they are still telling us that this plan is sealed and approved by the architecture engineer and we can submit it to the county. The drawing is sealed but it will not be approved by the county with the missing information, but they won't take any responsibilities with it. Please watch out, even the licensed contractor can scam consumers.
