      Please be advised that we cannot respond regarding an account, if there is one, because there is no written authorization document signed by the complainant allowing us to provide protected information to the Better Business Bureau or any other person or entity.  As a result, nothing in our response is meant or should be deemed as an acknowledgement of any account that we may or may not have with the complainant.   However, I will address the consumers concerns by providing our policies and procedures. 
      We are a third-party collection agency.  Our clients own the debts that they assign to us.  As a result, we do not have a contract with any consumer for goods or services that are the basis of the account assigned to us.  Also please note, not all debt is made through a contract. For example, an unpaid parking ticket is a debt with no contract.  The same for some utility accounts, tow fees for abandoned vehicles, magazine subscriptions and many other daily transactions where a consumer requests goods for services in the marketplace.  Once we receive a dispute on an account from a consumer, we request validation documents and the contract if there is one,from our client and forward them to the consumer.  Additionally, the credit repositories filter out certain types of accounts from displaying on a consumers credit profile.  If applicable, we flag the account with the credit repositories to inform them that the consumer disputes the debt.  The repositories will indicate that the account in question is disputed on the consumers credit profile.  Please note, we have no control of the process or timetable that the repositories take in order to update the account on their system.  The consumer can also add a consumer statement with the repositories explaining the disputed account.  The statement should display on a consumers credit profile along with the account that we reported to them.  For more information on that process, the consumer needs to contact Experian and Equifax. We do not and never have sent any of our accounts to ***********.

      Please be advised that there is no written authorization form signed by the complainant specific to sharing possible protected information to the Better Business Bureau or any other person or entity.  As a result, nothing in our response is meant or should be deemed as an acknowledgement of any account that we may or may not have with the complainant.   However, I will address his concerns by providing our policies and procedures. 
      It appears that the complainant asserts that all debt is incurred based upon written contracts or agreements.  Although a good portion of debt is based on written contracts or agreement, there are numerous examples where no contract or agreement is made.   For example, a parking ticket.  There is no contract or agreement, expressed or otherwise with respect to a parking ticket. The same with a court fine and damage to public assets.  Those are debts that are owed and non-payment results in enforcement.  A more common example is setting up newspaper, magazine subscriptions and utility services.  Typically, you can set those up over the phone or on the web without a formal written contract or agreement.  Also, its not uncommon to have residual balances owing when a consumer pays the original creditor directly.  Fees that are allowed under the law are often owing and will keep the account open with us and on a consumers credit report.  Examples of these fees include insufficient funds fees, interest and ***** public agency fees and others.  These fees may be included in contracts or agreements but many times, they are not.
      As far as disputes, upon receiving a dispute regarding an account, we flag the account as disputed and we send the consumer documentation to support the debt in accordance with the Fair Debt Collection Practices Act (FDCPA).  That flag also alerts the credit repositories of the dispute.  Once documentation is provided to the consumer and the documentation is not returned to us by the post office, our obligation to provide validation of the debt to the consumer is complete. 
      Finally, if the consumer disputes anything on his/her credit profile, the credit repositories, as required by the Fair Credit Reporting Act (FCRA), allow the consumer to add a statement to his/her credit profile explaining the disputed account.  That statement, within the parameters of the repositories, will display along with the disputed account.  Our company reports to Experian and Equifax.  We do not report to *********** whatsoever.  For more instructions and other information about adding a consumer statement, the consumer should contact the credit repositories.

      I am not liable for this alleged debt with CDI AFFILIATED SERVI.I do NOT have a contract, in accordance with the Uniform Commercial Code, with the collection agency CDI AFFILIATED SERVI, furthermore they have not provided me with an original contract stating that I owe any alleged debt to them. I do not have a full ledger accounting to support their false claims.

      Preface:  Our clients own the accounts that they send to us to collect their accounts on their behalf. CDI does not buy or own any accounts that we pursue.  If contracts were the basis for the accounts that we pursue, the contracts are from our client, not CDI.
      It appears that the complainant asserts that all debt is incurred based upon written contracts or agreements.  Although a good portion of debt is based on written contracts or agreements, there are numerous examples where no contract or agreement is made.   For example, a parking ticket.  There is no contract or agreement, expressed or otherwise with respect to a parking ticket. The same with a court fine or damage to public assets.  Those are debts that are owed and non-payment results in enforcement.  A more common example is setting up newspaper, magazine subscriptions and utility services.  Typically, you can set those up over the phone or on the web without a formal written contract or agreement.  Also, in the event there is a debt to a public entity such as a parking ticket, damage to public property or a court fine,***** code allows the collection fees for public debt be the responsibility of the consumer, not the taxpayers.  Thus,using an example of a court fine, by adding the collection fees, a $500 court fine can increase to $650 or so.  The fine and enhanced collection fees do not have a written agreement and its enforceable.  Examples of public entities are:  school districts, court fines, licensing bureaus, highway districts, ambulance districts, public health districts and more.  Again, most if not all of these examples are debts owed by consumers without any agreement.
      As far as disputes, upon receiving a dispute regarding an account, we flag the account as disputed and if we have a good address for the consumer, we send the consumer documentation to support the debt in accordance with the Fair Debt Collection Practices Act (FDCPA).  That flag also alerts the credit repositories of the dispute.  Once documentation is provided to the consumer and the documentation is not returned to us by the post office,our obligation to provide validation of the debt to the consumer is complete.

      I am not reliable to pay a debt to ***** power. The collection agency CDI AFFILIATED SERV has not provided me any information requested for this debt. This debt is out of ***********. I have never lived in ***** ***** to obtain there services. I've been on state supervision since 2017 and I have live in the magic Valley area my whole life.
