Would do ZERO STARS IF I COULD. It is now the 3rd day of sub zero temps and there is NO heat or HIGHLY INADEQUATE HEAT in the entire building at **************. Its gotten as low as 53 with the highest being 60 during the day time. There is no plan in place to fix it and every time I call the crooks at horizon they send maintenance up???? The latest they did was duct tape windows. There has been zero reasonable accommodations. Maintenance also told me that 60 degrees is fine and the reason it wont get warmer is because its cold outside-BS!!!these people are BREAKING THE ***** DO NOT RENT FROM THEM!!!!!Horizon Realty Group

Dear BBB of ******* and Northern ********,We have received the above complaint # ******** and respond as follows:As you are undoubtedly aware, Chicagoland has seen an extended stretch of extraordinary below-zero temperatures, sustained high winds, and blizzard conditions. The apartment building that ****************** lives in is directly bordering Lake ******** separated only by ****************. There are no buildings to shelter or block the icy winds coming straight off the lake, and being situated on the 22nd floor, ****************** apartment is getting the worst of what Mother Nature has dished up. Our maintenance team has worked tirelessly to ensure that the buildings heating system has been running continuously at capacity. Despite our best efforts, the sustained outside weather conditions have taxed our mechanicals and have hampered our ability to maintain adequate temperatures in certain apartments. As such, our maintenance team has provided supplemental electric heating devices, where needed, to enable interior temperatures to stay above the minimum requirements. In addition, the maintenance team has been sealing out drafty windows, insulating air conditioner units, closing window blinds, etc. These measures, including a supplemental heating unit has been provided to ******************, but she has refused to utilize them. In fact, she admits in her complaint that every time I complain, they send maintenance up. Further, after ****************** called the City of Chicagos building department, and they visited her apartment, they confirmed that her radiators were working as designed, and at capacity, and recommended the same successful temporary measures we have been implementing in similar situations in the building. We continue to monitor the apartment temperatures and offer supplemental heating units to ******************, which she has continued to decline. Thankfully the weather is forecast to break later today and maintaining adequate temperatures solely with the apartment radiators should no longer be a challenge. Horizon Realty Group unconditionally denies any and all of the allegations of breaking the law and are 100% committed to providing supplemental heat for as long as is needed to maintain adequate temperatures in ****************** apartment.Respectfully,Horizon Realty GroupReview fromC S S

I feel completely scammed by Horizon. I have always been in compliance with rental insurance requirements. They partnered with a rental insurance company (*****), and automatically signed up tenants if they did not "opt out". I missed the email. So even though I have insurance, they signed me up for a second policy with a company that I did not want. When I ask for the charge to be removed, I am sent back and forth between companies. I do not understand why I am being billed for a service I did not use (I already have insurance and always have) and I was automatically signed up for. I've accepted that the building is managed poorly (doors have been repeatedly broken and don't close/lock so anyone can come in, there's a new building manager every 9 months or so, etc.) But if a company is ok scamming people in this way and offering excuses, where does it stop? They've held marketing events in our lobby for a cleaning company and Xfinity and I wouldn't be surprised if they automatically signed tenants up for that too. Today I got a message saying I need to update the required rent auto-payment system so it includes other payments. I guess in the future it will be easier to bill tenants for services they don't want. I can't wait to move out.Horizon Realty Group

11/14/23 Dear BBB of ******* and Northern Illinois:We have received the above complaint (Review ID ******* and reply as follows:We were disappointed to read this review. While we acknowledge that Horizon changed renters insurance platforms from one company to another (*****), we provided ample and repeated advance communications by various means to our residents. We initially communicated by email and announced the change on June 30th with follow up emails and reminders on July 7th, July 14th, July 21st and finally on July 28th reminding residents that there was 4 days left to act. We hand delivered flyers under every apartment door on July 20th and posted the flyers in the elevators and laundry rooms. The communications were very clear and explained that residents could maintain their existing insurance coverage simply by changing the mailing address for the interested party to the new P.O. Box. It was also made abundantly clear, a full 4 weeks in advance, that failure to provide an updated certificate of insurance by August 1, 2023 would result in automatic enrollment in the Liability Waiver Program with a monthly $14 fee. The second sentence in Mr. ******** complaint is blatantly false. Mr. ******** failure to act and comply with the new insurance requirement was not a scam, nor was it due to any fault of Horizons. ****************** ignored the numerous communications, failed to act as requested, and fell out of compliance. We also note that once ****************** finally complied with the requirement in September, full credit was promptly posted to his account. ********************** has been dedicated for over 40 years to providing quality housing and delivering quality service. From time to time, like any business, practices and policies can change. As ****************** described in his complaint, an upcoming software modification is happening in a few weeks with the payment platform Horizon utilizes. In order to make certain that the platform functions properly, and ACH transactions are handled the way our customers want them to, we have advised residents to proactively review their payment elections and account options prior to the end of November. This is a perfect example of how Horizon places a priority on communicating in advance with residents and keeping them abreast of pending changes. As illustrated by the prompt credit to Mr. ******** account, when problems do arise, we work to resolve them as soon as possible. As for the marketing events held at the property, no one has ever been automatically signed up for anything automatically. I am currently renting at *********** property run by Horizon. This is the worst experience of property management I have ever received. From the beginning I have been discriminated against. Was never given a tour by management. ****** didnt even check to make sure that my keys were the right keys until I moved and was locked out my first night.****** Is a property manager who is supposedly to work in the building as she screens her calls and sit in her office in the dark. does not respond to emails of tenants and therefore does not fix anything in the units. Huge cockroach infestation I have pictures weekly of dead cockroaches everywhere in the hallways, stairwells elevator and my apartment all the way on the high floors. I was promised weekly pest control that never happened. There is a roof leak that is leaking into my bathroom that has deteriorated the paint, walls and wood allowing bugs termites and any creatures to crawl into my bathroom.it was like this for 6 months until someone came and painted over to covered it up the wood and structural damage that is still there and the wall continues to worsen behind the paint. The lock on my door continues to come on loose from being stripped and no urgency to fix. I received a call from management name **** and when I was trying to explain the concern for my safety and the inability to enjoy my apartment due to the door locks not working I was told to disregard my complaint and I then was hung up on by ****. When I called back four times I was sent to voicemail. They turn the water off with less than 24 hour notice. theyve closed the garbage shoot down for over 2 weeks in violation of health/ safety hazards with no update. There was also a deceased body not found for a week Allegedly and property management did nothing I have emailed ********************* was also part of the corporate chain at Horizon with no call back, email or follow up. They need to be shut down immediately Before someone gets hurt.Horizon Realty Group

Dear BBB of ******* and Northern ********:Horizon Realty Group unconditionally denies any allegations of discrimination. Horizon has well documented that this resident has repeatedly refused access to the apartment for the maintenance repairs she has requested. This has significantly delayed the process of ordering the materials needed to address the work/service requests. The ********** that the resident referred to ***** worked for our firm in over 4 months. Our Portfolio Manager, is working with this resident to obtain permission for our Supervising Engineer to have access in order to assess the door/lock issues. We are also attempting (again) to be provided access to the apartment for the purposes of exterminating. Without the tenants permission to enter the unit, we cannot address these issues in a timely manner. We are hopeful that our resident will provide permission to enter her unit so that we can begin to address these issues. Horizon is ready, willing, and able to bring all of these matters to a resolution with the tenants cooperation.Horizon does NOT turn off water (or any other essential services) OR shut down the trash chute without providing ample notice unless there is an emergency situation. Occasionally repairs or maintenance is necessary and requires a temporary disruption of service, but ample notice is always provided. As relates to the recent and unfortunate passing of one of our residents, the insinuation that Horizon was somehow negligent or responsible for this is appalling to say the least. I would never want this to happen to anyone, I will not stop fighting for tenants like myself. If you asked me in '21 when I moved in 5 stars because ********************* was a saint. She was the reason I moved in after discussing my needs for an *** animal & why I bought out of my old lease (for much higher rent that isn't worth it). Fast forward 5 months & all h*** broke loose. How they are allowed to call themselves a rental agency is beyond me. I had a slumlord in Humboldt Park in '17, he was better than this. In December I'm assuming the floors had maintenance & received an email. That never happened for me, they told me it was a "glitch", it was my fault then sued me when my apartment was walked in on by TWO men (I am young woman living alone God knows what they could have done) I was terrified & thankfully I have a recording camera on at all times. I called & only got ********** voicemail repeatedly, so I called 311 for help. She finally called me back later. They tried to use the type of breed my dog that was already discussed, was never hidden, never bothered anyone as he is my *** animal (even told *************** I would find a different one). ******** was repeatedly contacted prior to this (the front desk who were abruptly fired Thanksgiving week w/out compensation/notice for an entirely new "security" tried to help me too). Horizon loves to send *********************** after you, if you're unaware he is a low-end eviction ************ eviction rates as of COVID is horrendously HIGH (doesn't care about non eviction mandates). Ultimately, ****** along w/ HRG severely lack empathy, tenant safety is not a ************** don't care what you need. ****** knows nothing outside of the standard eviction laws which is fine when you don't pay your rent except by actual Renter's Rights laws, HRG IS absolutely in the wrong. All that needed to happen for me personally was an apology. Instead HRG, *************************** (now has been fired since), *********************************************** are still to fighting me MONHorizon Realty Group

This review is FAR from factual. ****************** corresponded with the property manager via email on June 28, 2021 that she was contemplating adopting a pet. The property manager responded providing information with the applicable pet fees, age and breed restrictions, etc. and the resident replied acknowledging receipt of the information and again made it clear it was a pet, not an **** ****************** then proceeded to present fraudulent information and paperwork claiming the pet was an **** This complaint is fully without merit.
