I received a notice from the ************************************* (***) stating that I could not renew my registration due to two flags placed by the Mount Rainier jurisdiction. I was unaware of these tickets, as I had already paid all tickets directly to the jurisdiction from which they originated. On February 10, 2025, I printed the list of flagged tickets and paid for one of the tickets immediately. The following day, February 11, 2025, after speaking with a representative named Ms. ****** I paid for the second ticket. Ms. ***** assured me that the flags would be released within 2 to 7 days.However, when I contacted the ************************** (****) on February 19, 2025, I was put on hold for 30 minutes by a representative named ******* ****** She informed me that I needed to speak with Ms. ****** After the 30 minutes on hold, the call was unexpectedly disconnected before Ms. ***** could join the conversation.When I called back, ******* ***** informed me that although I had paid for the two flagged tickets, **** would not release the flags. They claimed I had other outstanding "phantom" tickets that were not flagged but insisted that I pay an additional $300. I expressed my concern that this felt like blackmail and was an unfair abuse of power, especially since the *** flag was related only to the two tickets I had already paid.Both flagged tickets, numbered ******* and ******** were cleared, yet the **** debt collector refused to release the flags, despite acknowledging my proof of payment. This situation constitutes unfair abuse, blackmail, and deceptive practices.Business Response

The State of Maryland MVA Flagging process is fully automated. MCOA phone representatives have no ability to impact the submission or removal of flags from the system. Once a payment is made, a release is submitted to the state. This release occurs upon receiving payment for the citations. When this issue was brought to our attention, **** immediately communicated with the Mt. Rainier PD, and they confirmed that both flags had been released.Initial Complaint

This is an outright scam company I spoke with??**** or someone ! I called because they claimed to have my file regarding photo monitoring or something similar. However, the incredibly rude person on the phone not only refused to verify the ticket or provide any details about it, but she also insisted I simply needed to pay itno questions asked.When I explained that our business hadnt received any prior notice and requested to speak with someone else for clarity, her response was dripping with attitude. She smugly informed me that she had no one else I could speak to, no number to give me, and that the ticket "just has to be paid." There is a further issue as it is tied to the *** so it is a pure scam and a $46 and now $141.75 x 2 for $283.50. To top it all off, when I pointed out how absurd it was to demand payment without offering any proof or information, she sarcastically replied, "You called me, pay it or not."This companys behavior is absolutely ridiculous, unprofessional, and reeks of a scam. I will be reporting them to the *** immediately. Avoid this shady operation at all costs! They are nothing more than a predatory scam company trying to intimidate people into paying baseless charges.Business Response

We are a licensed collection agency under contract with the Town of ************** to collect their delinquent debts. We are not a scam nor are these citations a scan. Our original letters for each of these two citations were mailed to the consumer to the same address that is on this complaint.
The amount due for each citation is set by ordinance by the Town of *************** The original amount of the citation is $40. If the citation is not paid, there is a late fee of $25 added. The town also lists unpaid citations with the *** and adds a $40 flagging fee an a 35% ($36.75) collection fee. Both of these citations have been paid and reported as paid to the Town of ***************

I am rejecting this response because I did not receive the notification and the escalation of fees and the run around with this agency is questionable; the doubling of fees with no notification and the rudeness of the initial agent---who just basically said Pay it or else... is unacceptable. I contend that this is a scam as they get paid with no verification and hold you "hostage" to a flag with DMV/MVA.

I reviewed the chain of events for this complaint. I did explain the breakdown of fees in my last response. The fees are established by ordinances passed by the Town of ************** and are detailed in the second letter that is mailed to the consumer by the Town of *************** Only The Town of ************** can submit tags to the *** for flagging.
Our first letter went to the same address that is given by the consumer in this complaint. That address came from the client.
The Fee structure:

I have been dealing with this company for 5 years. They keep sending me tickets for a license plate and car that I had never owned. I sent them proof that this car was never mine and they have not resolved the issue. The car is registered to someone name ****** ******** but somehow they picked my name out of a hat and decided to opened everything on me. They also took $250 out of my son that has autism state insurance check to put towards someone elses debt. I have tried to resolve this issue through them for 5 years. Based off of the ****** reviews and bbb complaints they do this to people all the time. I have hired an attorney that will be dealing with this scam company and sue them for the damages that they have caused me and my family.Business Response

Per the city of *************, Md citation processing center I have a old traffic citation that was taken over by Municipal Collections Of America.. I know longer can pay it through ************* processing center, I have pay it through MCOA.. The only problem with that is I've been trying to contact MCOA for about 2 or 3 weeks now, but have been able to speak to anyone on the phone.. The numbers I've called says restriction, technical difficulty & go to somebodies voice mail.. I just want to be able to pay my citation..Business Response

When I went to renew my registration in ********, I was informed that I had a flag from the City of ************* for a violation from March of 2024. I paid this ticket on 10/31/2024 and gave **** a week to remove the administrative flag. I called the week of 11/18 as the flag was still there and was told I owed an additional $121.50 and the flag would be removed in 2-4 days. I paid the amount on 11/22 and by 12/2 the flag was still there. I called on 12/2 and was told now I owed another $87.75 which was not initially shared with me on either of my previous called. I still have the flag from March on my registration but neither of these other violations were listed as administrative flags in the *** website. I am at a loss as to how to move forward and feel like I am getting the runaround.Business Response

I received a flag notice from the MD **** of Transportation in June of 2024, related to a traffic violation that occurred in January 2024, that I never received any information on. Only by calling a number provided by MDOT, that turned out to be this collection agency, was I made aware that a citation had been mailed to an address in ** I hadn't live at since 2012. I moved out of state the of MD in 2012. Only recently moved back to ** to a different location in Aug 2023.Business Response

I am rejecting this response because: as stated in my statement, I sent an email to MUCOA on 30 July 2024, that included a request for a copy of the citation, to the email address provided by their representative. The same email address I used on 9 August 2024 to again request a copy. This is neither here nor there, as MUCOA has done nothing to address the issue of removing the erroneous collection fees that resulted in the flag. As such I still cannot renew my handicap placard, or renew my registration.

As a collection agency, we have no authority to change the value of a citation that is listed with us. I contacted the Town of ************** and made them aware of the situation. They contacted the *** and learned that a change of address was submitted by the consumer in August of 23. The *** had the paperwork but had not updated their records. Because of that, ************** has removed all late fees and has deleted the flag from the ***. The amount that is owed for this citation is now $40.Customer Answer

I received notification from the Maryland MVA that I had an open ticket with the Town of ************** that needed to be paid prior to renewing my vehichle registration. I called the Town of ************** and they confirmed that yes I have ONE ticket in there system associated with my vehicle Plates of 1DX5627. The Town of ************** stated the ticket was from November of 2023 and the ticket# is ****************. This was a speed monitoring violation from a speed camera. The Town of ************** stated this is the only ticket owed to them and it was $45 with a late fee of $20.00 totaling $65. They gave me the information of the collection agency to call and pay the ticket. I called and the collection agency told me that I have numerous tickets on file from ************** totaling over $900. I immediately called ************** back at ************ and they confirmed that this is incorrect. They were kind enough to email me a statement stating that I only had one ticket ****************. Municipal collections is refusing to accept these FACTS and will not release the hold on my MVA account unless if I pay $900. I asked them to please email me proof of any further tickets from the Town of ************** as the town has confirmed I do not have any further tickets other than ****************. I need to see proof of owing $900 worth of tickets before I pay them particularly because the Town of ************** is confirming I do not have but the one aforementioned ticket. I have went on Municipal Website and paid the $65.00 ticket on 6/29. I sent an email to Municpal yesterday from the Town of ************** confirming everything I am stating here at **************** I am including a copy of the email from The Town Of ************** confirming that I only owe for one ticket, I am also including the screenshot of the email I sent to Municipal, and proof from my card carrier of paying the ticket. Municipal needs to remove the flag from my registration immediately.Business Response
