The board of pharmacy has denied me my license four times, after I have verified and sent in my name change due to getting married. I have paid my dues, and I am no longer able to continue working in the pharmacy as a technician without my license, and every time I submit a new appeal it takes another ***** days processing without me finding an answer. They are no longer returning my emails, and there is no phone number for a live agent.Business Response

Dear ***** am filling a complaint against NABP (****E department ) :Firstly, NABP (****E department ) set requirements to a foreign pharmacist in order to be a licensed pharmacist in *** , and one of this requirements to pass English test ***** IBT after a candidate pass the **** exam. However, the ***** IBT exam is changed and these changes applied retrospective for all candidates , and **** did not amend the requirements or apply alternative exams. ************************************************************************************************************************************************************* Secondly, NABP apply a period of 5 years to pass the ***** IBT starting from the date the applicant pass the **** EXAM . Nevertheless , ***** IBT exam was stopped for almost 1 year during the covid and this stopping period was not add to the period of 5 years to pass the ***** test, although this was unforeseen event due to COVID PANADEMIC crisis. TEST centers were closed. ****************************************************************************************** Thirdly, ETS offered new test due to covid that is ***** IBT home edition. Nonetheless, NABP didn't accept this exam as well. ************************************************************************************************************, my period of eligibility to pass the ***** IBT exam will expiry after 1 month, i requested to extend this period, and i communicated with NABP through email and i received a reply that there is no extension under any circumstances, despite i mentioned the above points and i added also that other parties like USMLE accept other English exams ex OET medicine exam .( all these communications are available upon needed). Finally, i paid 10 exams, flight tickets (as the exam accepted only within *** ), hotels and ETS preparations exams . I need reimbursement .Furthermore, I would humbly like to ask you your advice as to what my options are as well as how to proceed further.Business Response

National Association of Boards of Pharmacy (NABP) Response to BBB Complaint# ********
The consumer who filed this complaint requested the National Association of Boards of Pharmacy (NABP) make a program exception just for him, to extend the expiration of his Foreign Pharmacy Graduate Equivalency Exam (FPGEE) and allow him additional time to pass the required *************************** (***) Test of English as a Foreign Language, namely ***** ibt (*****), examination to achieve Foreign Pharmacy ****************************** (*****) certification.
Prior to and when the consumer applied for ***** certification, the Candidate Application Bulletin (Bulletin), attached, clearly states that candidates are required to pass the ***** within five years of receiving a passing FPGEE score. This consumer was required to pass ***** by April 10, 2024. He acknowledged that he read and will comply with all of the ***** application requirements, which includes the ***** requirement, at the time he applied for ***** certification.Importantly, the ***** program requirements regarding passage of ***** have not changed within the past five years and candidates may take the ***** an unlimited number of times, at least three (3) days apart. That means the consumer had more than 500 opportunities to take the ***** during the past five years.
NABP never received any ***** scores for this consumer, passing or not.NABP understands that this consumer only took the ***** in 2023. This consumer also could have taken ***** prior to applying for ***** certification; however,this consumer chose not to. Further, he did not take ***** between 2019 and 2022,including during the period prior to COVID in 2019 and 2020. The *** testing sites in the ** were generally closed only during March through May of 2020,due to COVID, but despite the availability of the US *** testing sites for nine months during 2020, this consumer chose not to take the ***** during that time in 2020 or anytime in 2021 or 2022. For decades, NABP has required ***** candidates to take ***** tests in the **. NABP will not alter this requirement for any candidate.
NABP will not change ***** certification program requirements at the request of candidates. Doing so would be unfair to non-requesting candidates and would impact the integrity of the certification program. This consumer may apply again to the ***** program at any time if he still would like to seek ***** certification.Customer Answer

I am rejecting this response because: NABP didn't reply to each point i mentioned in the complaint . The reply focus on ***** exam was available during period 2019 and NABP stated that i did not take any exam of ***** during 2019 and 2020 and this is not correct, i am attaching 1 ***** result sent to NABP as an example . kindly i need clarification for the following points:1- ETS change the ***** exam during period from 2019 till today and this change in exam content applied retrospective for the applicant who have Valid FPGE application.
2-NABP didn't accept any other options of ***** exam for example: ***** IBT home edition.
3- period that ETS centers of ***** exam were closed didn't compensate by NABP for the 5 years of FPGE eligibility .

The National Association of Boards of Pharmacy (****) is happy to provide additional clarification to each of the consumers.
1. When an ***** candidate takes the *************************** (***) Test of English as a Foreign Language, (*****), the ***** test taken is the ***** test in effect on that particular testing date. The consumer states that the content of ***** changed from 2019 to todays date. **** does not own, develop, or control the *****; however, it seems unreasonable that test takers would expect that any exam, including *****, to retain the same content, without change, over the course of 5 years.
2. As advised in ****s April 12, 2024 response, **** will not change the **** Foreign Pharmacy ****************************** (*****) certification program requirements at the request of candidates, as doing so would be unfair to non-requesting candidates and would impact the integrity of the certification program. Since at least 1992, **** has recognized *** ***** exam and is under no obligation to recognize more than one such test.
**** only permits examinations required for ***** certification (***** and FPGEE) to be taken in secure professional testing facilities (*** offers secure testing facilities for its ***** test). These facilities use a secure candidate identification process and provide candidate monitoring. This **** policy has been in place for more than 20 years, including during the ***** pandemic. Other ***** options do not fulfill the ***** program requirements. The Candidate Application Bulletin (****************************************************************), available on ****s website (www.nabp.pharmacy),describes additional information about ***** and *** testing facilities.
3. As stated in ****s April 12, 2024 response, this consumer was aware in 2019, when he passed the ****** that he was required to pass the ***** within the next 5 years. Even if this consumers chosen *** testing centers were closed from March through May, 2020 due to *****, the *** testing centers were available to this consumer for at least 57 months, and he had at least 500 opportunities to take the *****. This consumer had sufficient time to take and pass the ***** without extending the expiration of his FPGEE for three additional months.
This consumer may apply again to the ***** program at any time if he still would like to seek ***** certification.Customer Answer

I had to undergo emergency surgery at the end of October and then had to go back into the hospital because of complications from this surgery. I was sent to take the NAPLEX a little over a day after I was admitted to the hospital and was unable to notify them within two business days prior to my examination. Because of this, they are trying to charge me a resit fee because of an emergency health issue. This is punishing people for having to go to the hospital and having emergency health issues. This should be waived for this situation instead of the **** being money hungry and taking advantage of people in their tough times. I wish I never went to pharmacy school because I cannot believe such an unethical practice would be used by a governing board as such.
