We would like to provide clarification regarding our role and practices.

    Central States Recovery does not engage in the purchase of debt or personal information. Instead, we function as an intermediary between our clients and individuals with outstanding debts. Our contractual relationship is based on agreements with our clients, which under Federal and State Law legally authorizes CSR to manage the billing and collection process on their behalf. This arrangement does not involve the purchase or sale of your information; rather, it pertains to the representation of the debt owed to our clients.

    In addition, we understand your concerns about credit reporting. However, it's important to note that our agreements with the National Credit Bureaus prevent us from altering the reporting of valid debts. This means that if it is determined that the debt in question is accurate and legitimate, CSR is unable to remove negative reporting from your credit bureau report, based on customer dissatisfaction, as we are bound by contractual obligations with these National Reporting Agencies. If the debt is proven to be inaccurate, we will take all necessary steps to correct any reporting errors on our part.     Our apologies, totally understand now reading your case files carefully, it's clear that the first two times we tried to explain things, it wasn't easy for you to understand. Let us try again, but in a simpler way....

    You can choose to say no and ignore whatever you want at this point, makes us no difference.  However, it's still true that you received services from our client and have not paid.  It seems like you don't know much about how business contractors and sub-contractors work, and that's a bit sad. Your knowledge and understanding of our industry, business, and probably life in general, is very small.

    We don't need an agreement with you to help recover the debt you owe. We've been trying to contact you through different letters and calls, since 2019, when you first received services.  Until now you have ignored all prior attempts to resolve this debt. If you want to verify and settle the debt you owe, please get in touch with our office through the proper channels and we will be happy to send the detailed information you need.

    On 8/30/23 I received a call from central states recovery from ***** ***** I was expecting brandy . ***** **** preceded to tell me the settlement offer on my accounts was $3600 and some change. I told her that I had $2000 of it she said that I had to pay the amount of settlement or it was void if not paid at that time . I told her I didn’t have the full amount she then said ok I will notate your account. I then called back and asked for time to come up with rest . ***** **** then said I had until 430 pm. I spoke to hospital and was told a different story then what was told . ***** **** clearly violated fdcpa section 807 with falsifying the facts and being very misleading and false urgency. I will be seeking legal representation for violating my rights

I want to clarify CSR's role in the debt collection process and explain why we were unable to settle your debt for less than $3,698.75. CSR is a third-party debt collection agency. This means that we do not own the debt you owe; we represent the creditor who does own the debt. As such, we cannot settle or act on the debt without the creditor's approval.

    On August 25, 2023, you called CSR and requested a settlement on your account. CSR emailed our two client contacts on August 25, 2023 and August 29, 2023 to request authorization for a settlement amount. On August 30, 2023, our client replied stating that the settlement offer you proposed was too low and that the lowest amount they would take is $3,698.75.

    On August 30, 2023, you spoke with *****, who explained that we are only authorized to settle for $3,698.75. You replied that you only had $2,000 and not $3,698.75. The $2,000 you offered to pay was less than the settlement you offered back on August 25, 2023. This raised questions for our client.

    I understand that this is frustrating, but I want to reiterate that we cannot settle your debt for less than $3,698.75 without the creditor's approval. Settlement offers must be submitted by the end of the business day, as this is the benefit of the settlement. The debtor gets a discount, and the creditor gets payment immediately and not via a drawn out payment process. Additionally, the creditor may not offer the same settlement amount again the next day, so it is important for CSR to receive payment by the end of the business day.

    I also want to apologize for any confusion you may have experienced when you spoke to our client. The individual you spoke to may not have had the authority or knowledge of the information previously given to CSR.  CSR has not violated any FDCPA regulations and is more than willing to assist you in any way we have authorization to help you through this process.

    I am rejecting this response because: i did make a offer as I clearly explained to brandy that I was trying to clear my debts off my credit report and I only had a certain amount and between the first initial conversation I had a chance to clear more with a settlement . No one intends in getting in debt or is it fair that consumers are billed 3 separate identities for the same visit . And yes you did violate i never rejected the settlement of your client but to be told it had to be paid by end of business day when i clearly could have paid the $2000 and then could have paid remainder with a two payment arrangement but that was not offered or accepted so I was mislead because i needed time to get remainder but wasn’t given that and lied to because let me quote I could pay the $2000 and have 7 days to pay remainder . If this the is how your collection agency is ran it is not a surprise that no one wants to pay your company. I do not deny my responsibility . So now I Geuss your client now has to deal with drawn out payments since I was told the settlement offer was void if not paid by 430 pm 8/30/23  and if not paid the client would be notified that I rejected offer which is not the case . I didn’t spit section 807 out of the top of my head. I am in collections and know that in no shape or form is lying ok. Second I will not financially rob my family to homelessness to pay a company who is unwilling to work with humans who work hard to do the next right thing.

    I received a letter from a debt collector for a medical bill that I had no idea existed, as I had thought I had just finished paying off all bills related to that visit. Having never dealt with this type of services before, I was skeptical about if they were a legitimate company based on the looks of the bill I had received and the nature of the call I had with an employee. When I called the company to get more info on what this was regarding, I spoke to Kay ****. When questioning what this was regarding and how was I to know this wasn't some kind of a scam, Kay proceeded to recite ALL of my very personal info to prove to me, including SS#. I am appalled that she did that without verifying who I was to begin with, just to prove her point. I shudder to think that this woman had access to my identity. Very unprofessional and I would think illegal for her to do any of what she did. On top of all of that, she was hateful to me. I had asked to see more details about what this unpaid bill was, and it's been a couple of weeks and I still haven't received them. I think everyone deserves be aware of how this company is treating our very private information. And businesses should stop supporting this company by giving them business, when they are so careless with patients personal and private details.

    Debtor has had multiple accounts listed with CSR and even made prior payments.  The first account listed with CSR was 11/2/17.  Therefore, I find the comments above to be contradictory as debtor has dealt with services like ours (us in fact) in the past.  Debtor has received calls, letters and even made payments to CSR in the past.  In addition, the “bill” debtor received from CSR is Federally mandated and the same as every other collection agency in compliance with CFPB Regulations.

    Sophisticated software disagrees with the above statement.  The first-time debtor called was 2:05p.m. and spoke with Kay for 7 mins.  During that conversation, the debtor provided their account number which prompted Kay to verify their date of birth and the last 4 digits of their social security number.  All standard operating procedures under FDCPA guidelines.  During this conversation the debtor became upset telling Kay she was violating her rights by calling and giving out information.  While talking over Kay and confusing the story debtor hung up on her. 

    Regarding the statement: “I had asked to see more details about what this unpaid bill was, and it's been a couple of weeks and I still haven't received them..."

    The second time debtor called was at 2:13p.m. and was transferred to Kay’s voicemail where they left a 1:08 minute long message requesting an itemized statement.  On 4/18/23, at 12:16p.m. the billing company was emailed request for an itemized statement.  As of this morning, 5/02/2023, CSR has yet to receive the requested information. 


    CSR has acted in accordance with State and Federal laws when handling this account, and we will use these complaints as a teaching aid to ensure we do better in the future.

    I find the response and tone of this email to be very similar to the tone of the call I had with this company. They take pride in belittling people they deem to be a lesser person, the 'debtor' that is a low life.

    To try to paint me in a bad light by saying that I have had multiple accounts listed with their company is patently false. I did have ONE in 2017 (an overlooked 3rd party medical bill just as this one was-which can happen to anyone when you're paying on multiple accounts). That hardly makes me a pro at recognizing and dealing with services such as theirs. I am a proud business owner with a close to *** credit rating, take that nonsense somewhere else. That is not what this is about, this is about how my personal info was being treated by this company.

    Kay most certainly gave all my personal info freely without verifying who I was, that was the reason I submitted this complaint in the first place. That is the reason I became upset and I called her out on the spot for doing so.  She was stone quiet when I did, she knew what she had done.  In her effort to be a ***** ***** to me for saying I didn't know if she was a legitimate company, she had messed up, she did violate my rights. There was no confusing what Kay had done.  And I have right to be protective of how she was slinging my personal info around.

    I had to make several phone calls to medical facilities to track down the necessary info to validate this bill.  It wasn't until Thursday, May 11th, that I received this mentioned statement from Kay.  By then, I had already tracked down the info and paid the bill. They didn't mail it until they saw I had filed this complaint. 

    I can see that this company is just going to deny what their employee did, and that using the BBB is proving to be fruitless in this situation.  There are other ways to make sure organizations are aware of why they should take their services elsewhere and I am going to make sure to utilize those. It's not okay to slander someone, or to treat them and their very personal info this way.
