Credit Bureau Systems, Inc. received an account in collections for *** ****** from ******* ****** ***** on July 30th, 2019. The balance referred was $1,416.76 and the date of service was December 26th, 2018. CBS is the third-party debt collection agency for and HIPAA Business Associate of ******* ****** - a contract between *** ****** and CBS is not required or necessary for CBS to collect the debt on behalf of ******* ******. As a courtesy, CBS has attached an itemized statement validating the debt here, and has coded the account to report as disputed. We ask that *** ****** please be aware that this account is past the statute of limitations for collections, meaning that CBS will not take any actions to collect this balance. However, ******* ****** may still show the account as delinquent and it may remain on *** ******'s credit report for up to seven years from the date of service or until it is paid.

THIS DEBT COLLECTOR VIOLATED THE Fair Debt Collection Practices Act . This company refused to take my payment on multiple occasions (regardless if we were disputing final cost, they have NO authority to refuse my payment), wasted 2 hours of my time, and ultimately forced me to pay an amount I did not agree to under threat of further legal action and legal prosecution. I was told that they if I paid only the amount I agreed to pay, that they would allow the interest to accrue and pursue me accordingly, while I think this is a terrible way to conduct business, and unethical In January '25 I was contacted by a law office in Paducah with instructions on how to resolve my outstanding medical debt. I was advised that payments would be made to "Credit Bureau Systems Inc". I was given the option to pay this debt in full with the advisement that doing so would eliminate any potential interest or fees and that could be added if i was unable to pay in full. I was also given the option of making payments in lieu of a 1 time full payment. Payment arrangements would result in interest and attorney fees as the attorney would have to gather payments until the debt was resolved: i understand and agree with this. I advised that i wanted to pay this debt off as soon as possible I would call back on or by 2/21 with either a majority of the monies owed and the intention of being able to pay all monies owed. I called the law office with the entire amount owed on 2/21 as promised, but i was then told that i now owe far much more that the original debt. I was advised then by the law office to contact "CBS INC" on 2/24. I called on 2/21 and left a voicemail and again on 2/24. When I made contact with *** of CBS, she became combative and unprofessional. I asked her several times why she would not take my payment, considering she has to read a disclaimer in the beginning of the call that I made to them, this is an attempt to collect a debt. I am very disturbed by these business practice.

Mr. ********* complaint seems to hinge on the fact that he believed he should not have had to pay fees additional to the principal balance incurred when paying the balance in full. Mr. ********* file was referred to our attorney’s office for non-payment on October 31st, 2024; Mr. ******* did not call **** Law with the intent to pay his principal balance in full until February 21st, 2025. Previous contacts from Mr. ******* were in regards to making a payment plan, which Mr. ******* acknowledges in his complaint would result in additional fees. During that four-month time period, interest was accruing and court costs were incurred by **** Law. Moreover, Mr. ******* signed agreeing to the statement “Should it be necessary for the Hospital to pursue collection, I agree to pay all reasonable collection costs, including court costs and attorney’s fees incurred by the Hospital in collecting my account” for the dates of service in question (please see attachment). Prejudgment interest/attorney’s fees were waived in an attempt to resolve the matter amicably; however, Mr. ******* was repeatedly told that he would be responsible for paying the court costs associated with this matter. Thus, Mr. ********* insistence that his payment of the principal balance not including any additional charges constituted payment in full was refused solely due to the conditional acceptance stated by Mr. *******. The payment including the court costs owed was accepted by CBS on February 24th, 2025.

All request for proof of records for collections were made via phone calls in which i answered there phone call, after i asking them multiple times to please stop contacting me.

      Business Response

Credit Bureau Systems, Inc. has no record of any dispute from *** ******. We currently hold five accounts in collections for *** ****** which were referred to us by ******* ****** from between March 2023 and June 2023. Since their referral, we have attempted to reach *** ****** several times by phone and letter but were only able to make contact with him once: on May 12th, 2023, at which time he stated he was on his lunch break but would call back to set up a payment plan on his collection balance of $1,545.19. We did not hear back from him and were never able to establish contact again despite numerous attempts by phone and letter.

As a courtesy, we have attached an itemized statement for the only account that we are currently reporting to *** ******' credit. However, to reiterate, we have no request of *** ****** ever requesting a copy of any statement from our agency. The account has been coded to report as disputed.

We have no knowledge of any Charter Communications and do not know to what that refers.

I was paying ******* ****** on a payment plan and they sent part of my bill to collections. This CBS did not want to fear anything about that, or the fact that i was already paying out $100-$1200 a month in medical bills due to my multiple anti-autoimmune disorders (MS, dermatographia, Graves disease-which required me to have a total thyroidectomy); which has led to me having multiple surgeries. This CBS wanted me to pay an additional $100 a month. They bullied me into saying yes, no matter what I said I couldn't afford.

      Business Response

      Date: 06/04/2024

Credit Bureau Systems, Inc. apologizes for the health problems *** ********* is experiencing. However, we must categorically deny these allegations. *** ********* called in to our office on May 29th, 2024. Once she explained her change in financial situation, *** *********'s account representative agreed to adjust her existing payment plan without objection. She asked "what can you commit to?" and when *** ********* expressed that a $50 a month payment would be more suitable for her (compared to her previous monthly payment of $100), her account rep offered a 23 month payment plan with an initial payment of $50.00 and 21 subsequent payments of $50.15, with a final payment of $50.22. *** ********* authorized the payment plan while on the phone with her account representative. There was never any disagreement regarding lowering the payment or pressure to keep the existing payment plan; it was never even mentioned.

I've reached out to this company a few times with no response. I've called and they have long wait times. I have also sent a letter a month ago to explain the account and nature of business. I still have yet to receive a response, They currently are listed on my credit report and I have never had any business or relationship with them. I have never signed any contracts or anything with this company. I am here to report a false account.

Credit Bureau Systems, Inc. received collection account ******** from our client **** ***** on January 2nd, 2020, with a balance of $5,688.08. On January 4th, 2022, *** received a notice from *** ***** that she disputed the account. The account was coded to report as disputed on *** *****' credit report, and verification of the account was mailed to *** ***** on January 6th, 2022. No response was received from *** *****. Subsequent letters were sent to *** ***** to try and resolve the balance in April 2022; again, there was no response. Beginning in May 2022 and ending in February 2024, *** received ten direct disputes from *** ***** through her credit report. Each time, the account was verified as correct with our client **** *****. *** did receive an additional dispute letter from *** ***** on March 20th, 2023, disputing the account - however, seeing as the account has already been validated multiple times and coded as disputed on *** *****' credit report, no further action was deemed necessary.

      Complaint: ********

I am rejecting this response because:

a request for validation of this account was requested, this was not a dispute. I have not received any validation of this account as of today, neither have I signed a contract with this company in stating that I owe them. You have admitted to ignoring my request for validation.

      Sincerely,

As we explained in our 4/12/24 response, validation of the account was mailed to *** ***** on January 6th, 2022. Credit Bureau Systems, Inc. is the contract third-party collection agency with **** *****, meaning that *** assists **** ***** with its accounts receivable; a contract between the consumer and the collection agency is not required.

As explained in my last response. A letter of validation was never received and client has refused to send one as requested several times.

If this account is what I believe it is, this property was destroyed in a storm and written off through a homeowners policy.

As explained in our email to *** ******, we understand his frustration and apologize for all of the confusion regarding this matter. We did receive *** ******'  payment in full of his accounts ************ and ************ with ******** ******** ******** and Clinic on October 7th, 2022. Those payments were remitted to ******** ******** on or around November 10th, 2022. However, after investigating this matter, ******** ******** determined that the monies received from our agency were incorrectly posted to *** ******' accounts. This explains why they were still showing a balance for *** ******, despite his payment in full to our agency. We received assurance today that this would be straightened out and the payments posted correctly.

A paid in full statement was emailed to *** ****** today at 2:56 PM CST.
