On or about January 3, 2022, I was telephonically introduced to ***** ****** by my boat Broker, John Guidotti. January 3, 2022, I received an estimate of repairs from Happy *****'s Marine of Edgewater, MD, which was sent to my friend Sean Fitzgerald and forwarded to me by Sean. Total labor was estimated at $3,500 and parts around $1,800. ***** wrote on the estimate that a down payment of $1,800 would be required to begin work. On January 19, 2022, I transferred $1,800.00 to ***** via Zelle using my Chase Bank Application on my cell phone. ***** later demanded $3,000 to get started, and then later declared it was $4,000 (I have the texts). The following additional transfers were made to ***** upon request to continue the boat repairs in response to his specific demands. February 3, 2022 ($1,200); February 11, 2022 ($500); February 14, 2022 ($2,000); February 16, 2022 ($2,000); March 16, 2022 ($900); March 21, 2022 ($900). Each of these transfers was made in response to his demand for money on or about those dates, made during a telephone call or via a text message to my cell phone, and was sent through Zelle on my Chase bank phone application while I was resident and situated in the state of Washington. On March 29, 2022, ***** demanded another $800 from me in person while I was on my boat in Maryland checking the progress. I told him I could not get the entire amount right away, as I would need to make some transfers and I transferred what I could to him, which was $500, with a promise to pay the remaining $300 next week. He said that would be fine. On March 30, 2022, ***** demanded an additional $300 and I did not pay him. His text message to me was alarming after I bought him lunch the day prior, and his response the following evening at approximately 7:49pm was "No I don't want nothing to eat but dam $300 will be nice." This caused me to look into things further, and I discovered elements of suspected fraud. I demanded time and materials in writing.
