    The university continues to write tickets for students who have already paid for the parking pass. I purchased the parking Long before I was written two tickets. I tried to appeal them, but the school denied my appeal.

    Hello ******, UMKC regulations do require that your parking permit be displayed.  When you order a permit, a printable temporary permit is available upon completion of the ordering process.  You have had 4 previous permits from us, so this seems like something that you should already know.  If a parking permit is not displayed, a ticket will be issued.

    As for tickets, and appeals, I see that you have appealed two tickets in past years, and both of those appeals were approved.  I also see that two tickets have been issued to your vehicle this semester, but neither ticket has yet been appealed.  Please keep in mind that appeals must be submitted within two weeks of the ticket issue date.  There is no history of denied appeals on your account.  Your complaint here is entirely false.

    I inquired about transferring to this university from another university outside of the city in pursuit of my nursing degree. Based on what I learned I decided I didn't want to transfer and was told there would be no further action on my part. I never enrolled in this school or attempted to enroll. They are attempting to bill me 356.28 stating that I didn't move in to their dorm. However, I never had intention of moving in after speaking to the head of their nursing department and sent them written notice of that. I've attempted to get this issue resolved with the university to no avail.

    Please find attached a letter of explanation and contract terms that individual had agreed to.

    I have received your notice of December 13, 2023 outlining the complaint submitted concerning the fee charged to an individual for cancelling their Residential Life contract. The individual electronically submitted a contract on July 1, 2023 accepting the terms of the contract ********************************************************************** and attached. At the time of completing the contract that student is advised on the form that cancelling the contract for any reason there will be a cancellation fee.

    When the student submitted the contract on July 1 they received an email confirmation that outlined the cancellation process and the associated fee based on the date of cancellation. This email was sent to their UMKC email account and the flag indicates that the email was opened. Between July 5 and August 25 the individual was sent 30 emails with information about the moving in process and tasks to complete related to moving into and living in Residential Life. Many of these were sent to both the individual’s UMKC email and their personal email. On August 25 when the individual had not arrived we cancelled the contract and charged the cancellation fee ($300) applicable to a cancellation at that time. The individual also did not decline their admission to the University. If an individual declines their admission to the University Residential Life receives notification and we cancel the contract. When the individual inquired about the fees we double checked Residential Life records and Admissions records to make sure communication from the student about cancellation had not been over looked, which it had not.

     

    The fees in excess of the $300 cancellation fee are for late fees and finance charges for the $300 fee and are applied when an individual’s bill is not paid by the due date. When the inquiry was made by the individual as a courtesy the Cashier’s office waived one month’s late fee and finance charge.

     

    Under the terms of the contract completed by the individual the charges are correct.

    Since the student shared that they had told someone in nursing that they had chosen not to come to UMKC, we reached out to the School of Nursing and Health Sciences and received communication from the Associate Dean of Student Services and the Director of Student Services. The most recent communication they had with the student, or her family is from her parent who responded to an email outlining what the student's options were for completing her degree at UMKC. The response stated that they would discuss the options and get back to the sender. We haven't been able to find communication where the student indicated they had made a decision about enrollment, so her admission remained open, and her contract was not cancelled until the student did not move-in. The assignment was held for her because she had completed the contract. We don't require students to live in university housing so completing the Residential Life contract was optional however the student chose to complete the contract and by submitting the contract the student agreed to pay a cancellation fee if they cancelled their contract or we cancelled their contract due to the student didn't move-in. 

    During the process we try to ensure students understand that there will be a cancellation fee if they complete the contract by having statements that an individual sees as they move through the contract that inform them that if they request to cancel the contract or it is cancelled by us due to no show there will be a cancellation fee. Students are also advised to review the contract, especially the cancellation terms, so that they can make the best decision for themselves since they know their situation best.

    I am rejecting this response because: ********* ***** was informed of my decision and stated at that time there was nothing else I needed to do. Again, this is predatory actions by the University. The University had full knowledge that I wouldn't be attending their institution. 

    This fee should be waived, cancelled or forgiven due to multiple circumstances that have already been communicated and outlined to the school.
