The Better Business Bureau Code of Advertising states, “The terms ‘wholesale price,’ ‘at cost’ and the like can be used where they are current prices which retailers usually and customarily pay when they buy such merchandise for resale. For example, where the advertiser buys its products from a manufacturer, a claim that it sells at ‘wholesale prices’ can be used if its prices are comparable to those charged by wholesalers in its trade area.”
