I made the transaction on 03/17/2020. I paid $93 for the road test at their driving school. The business promised me that they can provide a road test for me within a week. Then the regulation started and asked all services to shut down due to the pandemic, so I didn’t take the road test. The driving school promised to give me a refund or schedule a new test. Since I think I might need a test sometime in the future, I didn’t ask for a refund immediately. And the business didn’t say anything about whether there is a due date for me to ask for a refund. Recently, I don’t need their service anymore, but they refused to give me a refund for no reason.Business response

To whom it may concern,
I am writing in response to your letter dated 6/7/22 regarding a complaint filed to BBB.
We are not able to refund to this customer because it's over our refund period. Our policy says all programs, lessons, tests should be completed in 6 months from the date fee was paid. We do extend to one year under special circumstance if the customer get approval from us. This customer paid us in March 2020. Our business closed for 3 months from March 2020 to June 2020 due to COVID. We reopened in middle of June 2020. It's been over 2 years since this customer paid the fee (March 2020 to June 2022). In these two years, our business is capable and willing to perform our part of service, but the customer never contact us to schedule an appointment for driving test, and it's expired now.
Every business has their own policy regarding refund and service expiration period. We believe our policy giving 6-month period is reasonable. We are just following our policy to do business. It's the customer's responsibility to contact us to request refund or extension of service in the timely manner.A copy of our school policy is attached for your reference.

I am rejecting this response because: the business had never told me about their refund policy, either before or after the transaction. They only brought up the refund policy after I asked them to give me the refund for the service that they didn't provide. If they have told me the policy either before or after they were unable to provide the service, I will request a refund immediately. Since they never mentioned the time limit for requesting a refund, I trusted them and leave the money there. There is no reason that they suddenly came up a refund policy only after I'm asking for a refund.
