      This matter is about Supplement security income. Recently I sign a contract with a new representative payee HALO-SC INCORPORATED. When going signing they were required by that contract to my bills, medication expenses and a weekly allowance would be place on a debit card in my name. Since joining they have sent me email, after signing, stating there is nothing they can do, funds will be sent back to SSA unless I sign a 795 form and 787 form for a doctor statement, I'll be transferring back to my old rep payee, even Sporadic amount on my debit card I received. When I received $10.31 as weekly allowance with no explanation and light bill payment might not have been paid.

      In response to the complaint, Mr. ********* reached out to Halo-SC, Incorporated for services as Representative Payee, we did everything to get him assigned to us which was done on May 9, 2023.  Since that time, he provided us his bills and they have been paid on time and spending allowance was also placed on his card weekly.  In addition, whenever he asked for more money, it was given to him.  When the appointment was done, we began receiving angry phone calls from his Father telling us that we had no right to do this and he was going to reverse it.  I relayed this information to Mr. ********* and at the time, he responded that he did not want to go back to his old Representative Payee and he wanted to stay with Halo-SC, Incorporated so we proceeded.  On July 14th, Mr. ********* was informed that we had received a letter removing us as Payee and that his old company had once again been appointed, Mr. ********* said he did not want to be with them and again stated that he wanted to stay with Halo-SC, Incorporated.  I found out that in order to again make us Representative Payee that a new application would have to be submitted along with a Form 795 which was from Mr. ********* stating the he only wanted Halo-SC, Incorporated to but by the time it was submitted, additional information was required by Social Security which at that time included a 787 which is a Physician Statement.  I informed Mr. ********* of this new information and he wanted me to do all of the leg work and running which I could not do because it was about him and his doctor's, etc. were not responding to my phone calls for assistance.  He notified us on 7/20/23 that Dr. Brandi Potter-Hare of Hope Health was expecting the 787 and would fill it out and return it to me and asked me to fax it to her which was done but as of 8/9/2023, this form has yet to be received from the Physician so we are at a standstill for any of this.

      Mr. ********* has received constant communication from us in reference to what was happening and we did finally stop providing him spending money and paying his bills because one, we did not receive his funds in August (which he was told) therefore, his Representative Payee which is ****** ****** ******* would be taking back over on his bills until we got everything back in place and he was fine with that.  He is upset because I can not do anything to help him and he has been extremely confrontational with emails to us as if we are not doing our job which we did and have attached proof for review along with email communication  with Mr. *********.  I have tried numerous times to explain to him that my hands were tied but he has not wanted to hear it or did not understand due to his Mental Illness.

      I wish things had not turned out this way but I am bound by rules in this and his money that I have left is being returned to Social Security Administration per my rules and his request.  Oh, and please make note that during this process, in the month of July, he received from us a weekly allowance, his bills were paid and he received his entire check from Social Security so I am not sure where this is coming from except that he is not getting his way and I do not know what else to do to assist with this but there will be nothing further that can be done.

      I am rejecting this response because:Base of response HALO-SC INCORPORATED has only contacted me after sending me a email. On my own I  was required to give them a 795 form that I granted then permission then a 787 form which is a Doctor statement. After sign contract I ask to place on a payment schedule like ****** ****** ******* but every wensday. The fund received came with statement from HALO-SC Incorporated that red tape to my fund would make more difficult.  On more then one occasionthey insisted that they were no longer responsible for distributing funds. And they have only been my representative payee since June.
