    Randolph Roberts The Tri-City Grant is supposed to assist the residents in the rural areas in lower Richland County of South Carolina with repairing their living areas. They gave me 7000.00 dollars for the repairs, but the contractor still needs to complete the work. The contractor said that I would receive 2500.00 dollars of work, including materials, and he would receive 4500.00 dollars for the labor. When the contractor came out to do my repairs, he brought many materials, took some materials back for refunds that he kept, and did not complete the work. I have many materials left in my trailer, and he did a few repairs. Most of the work still needed to be done. He left an old water heater from another job at my place so he would not have to dispose of it. However, the coordinator, Monika Lamb, send someone to sign off on the work by taking pictures. I did not know that when someone returned to my house to take pictures, I agreed that the work was completed. This process should have been explained to me. When the work was completed, I thought I had to provide a legal signature. The contractor received 4500.00 dollars without completing the work. My family and I have called Monika Lambs to discuss our concerns, but she will not return our calls. This program is taking advantage of the marginalized groups in the rural community of South Carolina and needs to be investigated. They violate the law regarding protected groups. There needs to be an investigation. This contractor hired by the grant that did my work was not licensed and had no business insurance.
