    We were in California visiting our son from May 1st until July 29th. Despite not being home and turning off our main water line to our house in our crawl space. First Utility District refused to stop sending us our "minimum water bill" of $26 even though our bill showed zero usage. Their only option to avoid this bill was for us to formally disconnect and pay a large fee to reconnect service. Other water companies like in Scott County Virginia will waive your minimum bill if you are not home and have zero usage. FUDHC Practice of charging you for a service you aren't using amounts to extortion and is a mafia type practice. They charge more for water than water companies in California. See attached.

    The First Utility District of Hawkins County does have a water minimum bill of 0 - 2,000 gallons ($29.09) set by our Board & has been for many years.  If the service is active, which sounds like this customers was (the customer turning their main valve off does not count as being officially cut off by the FUDHC) -  they are responsible for the minimum bill payment.  If a customer wants to turn the water off for a specific time period, they can contact FUDHC & we officially get an end reading off the meter & will stop billing them after that reading until they call and ask for their service to be reactivated which is $15.00 (lower than a minimum bill).   I hope this clears up any misunderstanding & if we can be of further assistance, please let us know.
