They have been blowing up my phone from multiple numbers since 9/24. I have spoken to them multiple times that I am not the guarantor on my insurance and I am not the one responsible. I have given them the information on who is so they can contact and they have continued to blow up my phone every single day. I got a hold of them the other month, not only were they very unhelpful with what was actually owed so I could communicate with who pays to get it fixed but they were rude when I explained I did not know what bill they were talking about and refused to give me anymore details. im tired of having to deal with them especially when it isnt my problem. its every single day he callsBusiness Response

I have reviewed the consumer's account and the following are my findings. I found that the consumer paid his account after 5:30pm on February 19, 2025. Due to his payment being made after merchant processing hours, his account did not get updated as paid until late the next business day. Due to this, he received a call the next morning on February 20, 2025. The consumer's account is now paid and closed and he will receive no further calls from our office regarding this account.Initial Complaint

I reviewed the consumers file, and the following are my findings. We received this consumers account for collections on July 1, 2022. Our initial validation notice was mailed to the consumer on July 12, 2022. The alleged debt is for medical services provided to the consumer in January 2021, by ***************************** (see attached itemized billing). The total now due on the account is $1,345.41. The principal balance is $996.33, plus statutory interest of $349.08. We attempted to communicate with the consumer both by mail and telephone since receipt of the account for collections on July 1, 2022, without success. The consumer is correct in that he does not have an account directly with our company. The debt the consumer owes is to our client, ***************************** We are an independent contractor for our client, assisting them with the collection of their unpaid medical debts. I also show no record that the consumer has ever contacted us requesting verification of this debt. This account has been handled in accordance with accepted collection practices and procedures and remains unpaid. The consumer can communicate with our office at ************ and discuss the debt or contact our client directly to make payment.Initial Complaint

So I received a call today, 05/20/2024, from ************, the girl I spoke with, she refused to give her name, stated she was calling for TSC Accounts Receivable Solutions and that I owed for a medical bill from Clinics of ***********. I had explained that the bill was incorrect due to Clinics of *********** not appropriately applying my co-payments that I had made. She had demanded that I send in my OEB's, explanation of benefits statements from my health insurance as proof that I made those co-payments, I told her that she works for a collection agency and that are not approved for receive HIPPA information and that I was disputing the bill and that she needed to send the information back to Clinics of ***********. She refused to accept my dispute and again demanded to have access to my OEB's as proof that I made those payments.Business Response

I have reviewed the consumers account and the following are my findings. We received this account for collections on May 10, 2024. Our initial validation letter was mailed to the consumer on May 14, 2024. On May 20, 2024 we had a conversation with the consumer about the alleged debt due to Clinics of ***********. I have audited the call recordings and our agent did state her name and that she was calling from TSC and that the debt was due to the clinics of ***********. During the call, the consumer indicated the debt was paid as the creditor applied his payments incorrectly. Because we are required to investigate a dispute, and try to resolve the issue for the consumer, our agent did request any documents the consumer could provide her in an effort to accomplish this. The consumer further states in this complaint that we do not have ***** authorization to see these documents. This is incorrect. The ***** rules allow third parties, such as our company, to have limited access to PHI in order to facilitate the collection of a debt. We have a ***** ******************* agreement with the Clinics of *********** to access as necessary, and to maintain confidentiality of these records. In any case, we received confirmation from our client on May 21, 2024 that this account balance should not have been sent to collections and requested that we close the consumer's account which we did that day. This account was handled in accordance with accepted collection practices and is now closed.Customer Answer

I am rejecting this response because: after a conversation with the supervisor of the billing **** of the ******* of ***********, TSC does not have HIPAA authorization to obtain health insurance OEB's. They do have authorization for the billing only.
The ******* of North Texas did pull the account from TSC and it was taken care of through the billing ****** of ******* of North Texas.
As for disputes, the person at ***, that I spoke with refused to accept my dispute. She refused to send it back to ******* of ***********, stating that since they did not buy the debt, they do not have to send it back.
As for the person from TSC stating her name, no she did not. She just said she was calling from TSC and that they were collecting on a debt from ******* of ***********. If she did state her name, then, let's hear the recording and let's all get a transcript of the call and we can have a three way call and go over this phone call.

We have reviewed the consumer's account in our system. The documentation the consumer provided in this complaint is unrelated to the debt we are collecting. The bill we are collecting is for medical services provided to the consumer in September, 2017 by Scripps Health Inpatient Providers and *********************** did not handle the billing for the physicians during that time. The document the consumer provided was for a date of service in 2022. In our records, we do not have an itemization of the account, and due to the age of this account, we are unable to obtain this validation from the original creditor to furnish to the consumer. For this reason we have closed this file today and will be removing it from the consumer's credit record. Please allow the credit bureaus 2-3 weeks to update their records.Customer Answer

I reviewed the consumers file, and the following are my findings. We received the consumers account for collections on January 20,2020. The account is for medical services provided by ********************************** in **********, **********. They provided services to the consumer on March 22, 2019. We have sent letters to the consumer and made attempts to communicate with the consumer by telephone to resolve this debt. The last conversation we had with the consumer was on May 14,2020. During this conversation, the consumer stated he wasnt able to talk at that time but would call us back to pay the account. We had no further communications with the consumer after that date. At no time did the consumer ever request documentation of the account, in fact he discussed making payments on the debt on more than one occasion. It is now past the ***** 30-day validation period for us to provide this documentation. The consumer is correct that he does not have a bill with our company for any services we provided. We are a collection agency contracted with the medical provider to collect unpaid accounts owed to them. I have flagged the consumers account as being in dispute and this information will be relayed to the credit bureaus. This account has been handled in accordance with accepted collection practices and procedures and remains unpaid. If the consumer wishes to resolve this account, he should call our office at ************ and speak with one of our account representatives.Business Response
