    These dumpsters have been like this for almost a month. My surrounding neighbors put all that you see in the dumpsters like that b/ c they got tired of all the junk just sitting between and/or beside the dumpsters. (I had nothing to do with the junk being placed in the manner which it was placed in the dumpsters.) As you can see we have NO room to put our trash unless it is put into another dumpster illegally. Can you please tell the trash pick-up people to bring a forklift and a flatbed truck to empty out our dumpsters? I know the quality of the pictures aren't that great but I thought that now you will at least have a better understanding of what I am dealing with. PLEASE will you deal with this matter asap? I as well as my surrounding neighbors would be SO grateful. Thank you.

    The City of Odessa Solid Waste Department has determined that the issue lies with the landlord or Manager of the *****************************. The Solid Waste garbage vehicles cannot service the containers with the bulky items in them. The residents of the Mobile home park have illegally dumped around the containers and also in them. It is the responsibility of the mobile home park to dispose of any of the illegally dumped items on their property at permitted landfill.  As of Tuesday April 30th, 2024 the containers looked to have been cleaned out and have now been serviced. Seems there are still several items placed around the container and the mobile home park is still responsible for keeping the area around the containers clean and clear so the refuse truck can service the containers safely.  We will be notifying Code Enforcement of the violations and a Notice of violation letter may be given. 

    City of Odessa Solid Waste Ordinance 

     13-4-10        Disposal of heavy accumulations, dead animals and tires; lids of containers to be kept closed.
    (a) 
    It shall be unlawful to place any heavy accumulations such as rock, brick, broken concrete, lumber, ashes, dirt, plaster, sand, gravel, automobile frames, dead trees, and other bulky and heavy material, including debris from vacant lots[, in a city container or other receptacle]. Any such heavy accumulations shall be disposed of by the person responsible for the premises upon which they accumulate at the persons own expense.

     13-4-4Penalty.
    It shall constitute a misdemeanor for any person to do any act which is prohibited by the terms of this article, and any such violation of this article shall be punishable by a fine and penalty of not more than two thousand dollars ($2,000.00). Each day or portion thereof that the violation continues shall constitute a separate offense as provided for in section 1-1-9 of the city code.

     13-4-5Responsibility for compliance; culpability.
    (a) 
    For the purposes of this article, the head of a family shall be responsible for the acts or omissions of members of his family; the person in charge of an apartment house, tenant house, mobile home park, or similar place in which groups of families reside shall be responsible for the acts or omissions of the persons living therein; and both the owner and the person in charge of any business shall be responsible for the acts or omissions of the employees thereof.
    (b) 
    Criminal responsibility is established by showing that the offense was committed intentionally, knowingly, recklessly or with criminal negligence as defined in section 6.03 of the Penal Code.
