1 starBait and switch operation. First the auto diaper gives you a person, who tells you all they want to do is give you a list of whats available in extra things besides your current plan. Then they transfer you to a licensed insurance agent who represents only 6 plans and that is ALL they are there to discuss. I said to the agent that this is a bait and switch then right? Today, I decided to follow through to see who is behind it and after 3 (THREE!) foreign individuals was connected to Clearlink Insurance Agency (***************************************). Someone ***** attempted to converse me into providing my personal health-related information. No opt-out options were offered.This is a massive scam operation aimed at senior citizens. Today I got another call from "Senior Benefits," likely in ********, not *****. They call numbers on the National Do Not Call Registry. Calling for 6 years now, average 3-5x+ daily. Senior Benefits is a fake name. During the call, they asked me to consent to calls without disclosing their true name, and also without disclosing the true name of the insurance agency they planned to connect me with. "True name" is the key, one cannot actually consent to some vague reference to "partners" without knowing the true business name. Today was about the 6th time I've been transferred to Clear Link. Reading reviews on here and elsewhere, Clear Link has been aware of what "Senior Benefits" does unlawfully for a long time, yet they continue to use SB to call on their behalf.Clear Link Insurance Agency, LLC

Clear Link Technologies, LLC has reviewed the complaint from the customer. ************************ is not affiliated with "Senior Benefits", nor does it make outbound calls to numbers on the National Do Not Call Registry. Clearlink will reach out directly to the customer to try to determine the source of these calls and to help prevent any such calls from being transferred to Clearlink in the future.Review fromDianna F

1 starThis company contracts with a call center out of *****, people do not speak English, though the person I was speaking to called himself *******************. WHY would I pick this insurance company versus one that is in my STATE or town? On the do not call list, these guys should be fined for their disregard of the *** laws. What a bunch of scammers. Clear Link should be shut down. I too am on the Do Not Call List. I received the robo call and played along with the scam, all with fake information. I was then transferred to 3 different people with ***************. The fourth transfer was to someone with a clear American accent claiming to be with Clear Link Insurance Agency. So, Clear Link has sure tried to buffer themselves from the illegal robo calling. As soon as I started asking *****, my agent, some questions, she hung up on me. So, Clear Link, you can say you need my number to follow up on this like you did with the other people who took the time to voice a complaint, but this review is not for you. It's for other people who look your company up on this forum. I don't understand how companies like you can continue this scam.Clear Link Insurance Agency, LLC

I had the same experience as ************** and ****************: unsolicited "cold calls" from ****** screeners, who eventually connected me to an agent who said she was in ****************. I heard the ****** "supervisor" who connected the call punch in the **** ("Touch-Tones") for the fake ZIP code I gave him without being prompted, which tells me he'd called Clear Link before.I have no prior business relationship with Clear Link, and my phone number has been on the National Do Not Call Registry for years, so I'm pretty sure that's a violation of **********, the Telephone Consumer Protection Act. I'm not a lawyer, but I'll be retaining one who has experience in TCPA cases.Best of all, I recorded the call, and I think I have one other recording of a call that was transferred to a Clear Link agent by an ****** robocaller. We've received the customer's complaint. Generally, ************************ does not conduct outbound sales calls unless a customer requests to be called back. This customer has not provided their phone number so we are unable to determine if they were actually called by Clearlink. Please provide us with the phone number which was allegedly called by Clearlink so this can be addressed.Doug C

Clear Link's response is unacceptable for several reasons.I have been recording incoming calls largely because of "cold calls" originating from foreign call centers, almost always using "spoofed" numbers, that eventually connect me to Americans who claim to be licensed insurance agents representing various ********* plan shopping services," including Clear Link.On one such call, the American agent said her name was [***** *****], and she was in ****************. I called Clear Link, and was told that someone by that name does work for Clear Link, based in ****************.I have never contacted Clear Link about a ******** plan, or for any other purpose. I believe someone in the marketing department at Clear Link thought it would be a good idea to have foreign call centers make cold call for them, thereby isolating Clear Link from the provisions of the Telephone Consumer Protection Act of ****. But the fCC issued a declaratory ruling in 2013 that said in part, "[W]e see no reason that a seller should not be liable under those provisions for calls made by a third-party telemarketer when it has authorized that telemarketer to market its goods or services. In that circumstance, the seller has the ability, through its authorization, to oversee the conduct of its telemarketers, even if that power to supervise is unexercised. In the case of either actions to enforce section 227(b) or actions to enforce do-not-call restrictions under section 227(c), we stress that nothing in this order requires a consumer to provide proof at the time it files its complaint that the seller should be held vicariously liable for the offending call."My number has been on the National Do Not Call Registry for years.Clear Link Insurance Agency, LLC

There is nothing to "investigate." 1) My number has been on the National Do Not Call Registry since July 2003. 2) I have no prior business relationship with ClearLink. 3) I have never given ClearLink express written permission to call me. 4) I have a 19-minute recording of me talking to two "connecting agents" (the licensed agent's term for the initial cold callers) and then with Maria Duran, who told me ClearLink is in Utah, and she was in Colorado Springs. The Maine Department of Professional and Financial Regulation, Bureau of Insurance, shows a Maria Duran-Caballero with a clearlink[dot]com email address. She seemed vague about just where the "connecting agents" were located, when I asked if she knew cold calls were being referred to her by call centers in India. Finally, this is an excerpt from a May 9, 2013 declaratory ruling by the Federal Communications Commission regarding interpretation of provisions in the Telephone Consumer Protection Act: "[I]n a 2005 order declaring that State Farm’s exclusive independent insurance agents may make lawful telemarketing calls on behalf of State Farm so long as State Farm has a valid “established business relationship” with the customer, we 'reiterate[d] that a company on whose behalf a telephone solicitation is made bears the responsibility for any violation of our telemarketing rules and calls placed by a third party on behalf of that company are treated as if the company itself placed the call.'”
