We have a couple issues with this property manager establishment. First, we have not received our deposit back and it has been over 30 days. I have reached out several times and was told they would have it to us in the “following days”. Second, our disposition letter from Rhino charges excessive maintenance fees for items that would fall under normal wear and tear. According to Utah Code Section 57-17-3(1) and Utah Code Section 57-17-3(3) all deposits must be returned not later than 30 days from the day the renter vacates. As well as only deducting monies from the deposit for unpaid rent and for damages beyond reasonable wear and tear. We were charged $479 for taking tape off the wall, patching up preexisting nail holes, preexisting paint touch up, cutting back bushes to “look nice”, and a toilet that didn’t appear to flush all the way. We were also charge for two weeks of lawn care which wasn’t apart of the original agreement. We were charged $484 for deep cleaning. Which we were told by the owner Will if we cleaned their charges would be minimal. I also have an email from Rhino thanking us for how well we took care of the home and it was left in great condition. We understand there will be some fees however, these seem a bit excessive. We would like the remaining deposit returned to us immediately as per contract and Utah code. The disposition letter states we were supposed to receive $928.16 from a total of $2,600.00 original deposit. We would like some maintenance and cleaning fees to be reduced as they seem excessive and would fall under normal wear and tear not unrepairable damage. Nicholas M** and his co-tenants wish to file a formal complaint against Rhino Property Management LLC, accusing the landlord of fraudulently inflating damage claims related to a property they previously leased. The landlord is claiming over $12,000 in damages, which the tenants assert are entirely fabricated. Specifically, the landlord is seeking an additional $3,700 beyond the already withheld security deposit of $4,492.50. According to the tenants, a final walk-through inspection was conducted by a representative of Rhino, who confirmed that there was no significant damage beyond normal wear and tear and that certain items, such as carpet replacement and yard maintenance, were not the tenants' responsibility. Despite these assurances, Rhino Property Management has not only withheld the full security deposit but also issued additional charges without providing any itemized breakdowns or receipts, which the tenants believe is in violation of Utah Code Annotated § 57-17-3. The tenants claim that Rhino’s actions are not only baseless but are part of a deliberate attempt to defraud them by inflating damage claims to extract more money. They initially lodged a complaint with the Utah State Attorney General’s Office, which is currently under review as the UAG recommended a the tenants file a formal complaint with the Utah Division of Consumer Protection. The tenants have indicated their intent to pursue legal action if Rhino does not immediately reverse the security deposit withholding and cease all further demands. The tenants have emphasized that they are fully prepared to take comprehensive legal action to protect their rights and recover their funds.Initial Complaint

I was a previous tenant of a unit that is managed by Rhino Property Management. We received our deposit disposition, but were still waiting on the remaining balance to be returned to us, which is a little over $1600. Our lease and tenancy ended on 12/31/2023. It has been 51 days. I believe it is required in **** for deposits to be returned after no more than 30 days. Rhino Property Management is out of compliance, if that is correct.My husband and I have called, left messages, and texted Rhino, but no action has been made.Business Response

Stay away from this company. We have had our lawyer contact them multiple times and they are withholding thousands of dollars from us. They are unethical and do not respond to owners or tenants.Initial Complaint

The ceiling fell on the stove it’s been 3 month they are charging me for rent, since we moved in we ran out of heat during winter. Which my church paid to fix, the back fence it’s broken never got fixed but the stove I can’t cook for my kids for 3 month I have texted calls now we have to used a neighbor phone in order for them to answer . My daughter moved out of a rhino property in may she is single mom of three girls she was going to use the security deposit to rent another place but never got it she was homeless I had figure out how to get her money to rent another place she has not heard from them and has never received her money not only she is out so am I I can’t believe a company with so many complaints can stay in businessBusiness Response

We send all security deposits and security deposit dispositions within 30 days of move out. If your daughter owed a balance or did not receive anything the repairs to bring the property back to rent ready were likely larger than the deposit she put down.Initial Complaint

I moved into a townhome managed by this company end of this summer. Day 1 there was a leak coming from the ceiling in the kitchen from the AC upstairs (which wasn’t working plus 90 degrees inside), and second leak in the garage. The piping under the kitchen sink completely busted open. The biggest issue though was the fact that this home is infested with German cockroaches. It also has earwigs and mice. German cockroaches destroy everything, including computer equipment. I decided rather than live in filth and destroy my equipment, I packed up and left immediately. I have not received my deposit back, my first months rent, nothing. They refuse to provide me their attorney’s information. My attorney is aware and working with me on this. It is disgusting that a place would put a single mother through this. My daughter, my ESA dog, and myself had to stay in an air bnb and hotels. Our life was completely turned upside because of this company’s inability to provide safe and clean housing. The health department has confirmed the infestation. I am still awaiting attorney information. I’m a professional woman, and they’ve talked down to me every single time I’ve tried to communicate. I would never conduct myself with business the way this company has.Business Response

I am rejecting this response because:
Proper notice was given via email of me leaving on multiple occasions. My lawyers and I have copies of me giving proper notice. I was unable to stay in the apartment, was not even there a week.
The health department confirmed the cockroach infestation and I have yet to hear back from Rhino Property Management with their attorney information and have not seen any of my money returned to me.

Rhino Property violated Section 57-17-3(2) "The landlord must refund the deposit within 30 days after the tenancy has ended. The refund must be delivered to the tenant's last-known address... In addition to the deposit refund, the landlord must provide: The balance of any prepaid rent, and a written notice itemizing and explaining any deductions from the deposit or prepaid rent" We provided our address twice - in our notice to vacate the property and then again in email on June 16th. I have proof of this. We never recieved any communication via email, phone and did not recieve any mailed items. They posted in a tenant portal 32 days after move-out of which they did not notify me of posting in this portal. They are failing to return phone calls or emails and have not returned any deposit. I was moved into this unit without any hot water or working stove or working swamp cooler. Was forced to involve the city and county building inspectors when the property management would refuse to acknowledge work orders and was canceling them. Had to start notices of deficit conditions and eminent danger before they would even respond. Retained an attorney, property management elected rent, abatement and lease termination faced upon infestation of earwigs rodents spiders. No working power and three walls of the downstairs mean unit. Pest control is called three times didn’t resolve the infestation. There was a licensed vendor who was performing unlicensed electrical work without a permit on the property. During May of 2022, I made a $2,100 security deposit to Rhino Property Management to secure a one year lease to the property at *** * *** *, Salt Lake City, UT, 84103. Upon termination of the lease on 5-30-2023 (after providing a tenant intent to vacate letter a month prior), I was informed the security deposit would be returned to me 30 days after vacating the property. Rhino Property Management was provided with my new mailing address. When no deposit had been received by 7-13-2023, I submitted a "TENANT'S NOTICE TO PROVIDE DEPOSIT DISPOSITION" pursuant to Utah Code 57-17-3 via Certified Mailing to Rhino Property Management, ** * ********** **, Murray, UT 84107. I have had zero outreach or response from Rhino Property Management, and the Certified Mailing was confirmed as being received. I have attempted to call to speak with someone regarding the return of the deposit with no resolution nor even an attempt at a resolution.Business Response
