This letter formally documents grievances against ARBOREAL MANAGEMENT at CITYSCAPE APARTMENTS. Since their takeover, I've experienced poor communication, unexplained charges, and what I believe to be harassment and intimidation. Despite assurances of resolving discrepancies, my inquiries were met with dismissive and aggressive responses. This, along with the unexplained termination of ******* after he acknowledged errors on my account, strongly suggests retaliation, a violation of RCW 49.60.2235. Furthermore, I was falsely informed that I'm on a month-to-month lease despite holding a renewed annual lease, which I believe is an attempt to coerce me into leaving, a violation of fair housing laws. Accusations against the previous management are unsubstantiated and distract from the current issues of unprofessionalism and lack of transparency. This hostile environment has compelled me to seek legal counsel. I demand an immediate cessation of all discriminatory and harassing practices, full transparency regarding my charges, and respect for my rights under Washington State Fair Housing Law. I have been a resident since January 2024 with a consistent payment history.Business Response

On 08/01/2024 and 09/06/2024 I made maintenance request about a leaking sink. This problem had to be going on before I was a tenant of this building. The employee came inside and claim the problem is fix but it still leak water. I have before and after photo of the work done on the sink. When the employee cut the hole, there was so much mold cleaned from the area. He left the entire property management staff left reports closed now. The mold and hole in the wall is still visible. After making reports through the Better Business Bureau, people are treating me different in negative ways. I want repairs and a refund.Initial Complaint

As a tenant comply with lease, but property management failed the compliance on their end, specifically lease 26.B.8) specific no noise to be heard from 10 PM to 7 AM. Tenant at Unit 317 has been shouting with windows open while videos games on multiple occasions in past few months. All way past midnight (1230am, 3am, 5am, and more) in past few months. I have brought this up to the property manager, no action was taken. I fulfilled my rent obligations but not getting the service as per signed contract. My sleep was interrupted and hard to fall back into sleep again.Initial Complaint

At the begining of my lease I paid $500 in a reimbursable deposit. $55 of that is being returned as of June 17. I have videos and some pictures of the apartment at the time of leaving and there's no way it amounts to that much. They charged $250 for painting 5 touch up spots, $145 for a deep clean, qnd $50 for remounting a toilet holder that was mounted when I left. There is no way that "5 paint touch **** amounted to $250, and the condition of the apartment when I left was not beyond the average wear and tear. I know because I did some touch up myself and cleaned the apartment thoroughly as spelled out in the emails attached.Initial Complaint

Arboreal Management, LLC whose admin office is in *******, ** is extremely difficult to reach for support. Complaints have been filed with the **************** for building code violations. This BBB report, however, is solely based on consistent accounting errors and complete lack of availability to resolve issues. There has been a series of errors in accounting where I was charged twice on the accounting ledger for rent in both February and now March. I prepaid an additional $2,900 in January in addition to paying $1,926 in December. I am being charged late fees which is not warrented. I also did not have access to my actual residence online portal until February 29th because of a system oversight (an old account had not been previously deleted), I cannot contact the office directly to sort out ****** accounting errors because when calling the ************ and prompted to press #4 as a ******** resident, the recording says Sorry, I was unable to run the active skill. This means you cannot leave a message. There is no office support in the apt building either. On another note, tenants are charged a seperate fee for internet access on top of the rent. It is not "included" with rent as tenants are to believe based on marketing. The extra fee is charged with rent even if you choose to use a different internet company. The internet service that Arboreal charges for is public. This is an extra charge with no choice to opt out of this fee. If a tenant wants internet security that is not public they have to pay an additional upgrade fee or choose a different internet provider. An additional complaint is that Arboreal Management expects payment on-line but then charge extra fees to pay online. I am not allowed to pay a different amount on-line inspite of the accounting errors. This means the company will charge late fees even though I have pre-paid rent. I am concerned that my credit scorw will be unfairly impacted because of their accounting errors.Initial Complaint

Despite providing notice of move-out and hiring cleaners, the property manager claims I never gave notice and said didn't pay November rent even though I have text and photo evidence proving otherwise. It has now been two months, going on three, and I still haven't received my deposit. The lack of resolution and communication from the management is frustrating and concerning. Instead of a return of my deposit, I have been threatening that he would ruin my credit.
